WEDNESDAY 8 PM 18 MAY 1977
MUNICIPAL BUILDING AIRL,AKE INDUSTRIAL PARK
N. Enright called the meeting to order at 8;00 PM. In attendance at this meeting
were; Enright, Nelson, Lange, Lovelace, Trued, and Christoffers. (Lamont has resigned
and resignation been accepted by Council.) Park Director Steve Michaud was out of town.
77.34 Motion to approve the minutes of the meeting held May 4th was made by Lange,
Trued seconded. Motion carried.
Park and Recreation Committee is asking if the park dedication at Cedar High-
lands remained the same as they had approved.
In connection with Item #3 on the agenda, long range plans of this Committee,
particularly as regards 'Vandalism C. Trued listed items he was going to write.
N. Enright reported on action she has read Farmington is going to apply to this problem
of vandalism: (1) parents are to be responsible for their children's acts of vandalism,
and (2) curfew. An agenda item for next time will be more lighting in the parks. C.
Trued will contact Dennis Pilger to explore their ordinance plans for cintroling vandal
i sm.
D. Chistoffers, L. Nelson, J. Lange, and N. Enright will do calling in regards
to response of invited people to the Parks Tour, which will be Wednesday, June lst.
A tentative schedule for Parks Tour will include .Aronson Park, Cedar Highlands
and Valley Park, Wbodbury. Dakota Heights, Oak Mores, Wayside, Orchard ,Beach and Orchard
Park, the Fishing .Bridge, Ritter Farm, Antlers Park, Hershey, and Maplewood, etc. The
Bike Trails possibilities and the tennis courts, rbich are joint facilities with the schools,
are to be noted.
Packets for tour members are to contain map( s), inventory of each park, copy of
Park Recreation "Goals, Policies, and Procedures comprehensive plan, bike trail plans,
and dates of summer concerts, programs, etc. L. Nelson offered to help with the copying
that is necessary, if there is any question about it's being ready.
Name tags will be prepared by Jenice. ;A sign and map to be put on the Council
Chambers door will let latecomers know where to catch the tour, if they so desire. A
question box is to be prepared. There will be a concluding statement read, following
the "question and answer" period, at 9 P.M. which will let guests know that the P R
meeting is going to begin and that they are fee either to go, or stay, as they wish. If
there are any problems with getting anything ready for the tour, Nancy Enright welcomes
a call.
Mayor Ed Mako was present and spoke of a meeting Sat., May 21, at j 4pple Valley
City Hall, wth Mike Garrison, to make a tour of Lac Lavon, with a group of other interes-
ted officials. He is not able to make it, and wanted to know if any Park Rec members
would represent LakeviLle. D. Christoffers will try to go, and Howard Lovelace.
An agenda item for next meeting will be the results of researding other cities'
Policy manuals.
Work on budget schedule for 1978, listing what is wanted in our parks, will be
Committee business soon.
,AGENDA for June 1st, will include; (1) tour, (2) coffee break and map and poster review,
(3) question and answer time, (4) conclusion, and (5) P R meeting. The meeting will
include (1) roll call and approval of these minutes, (2) Park Director's report, (3)
progress report on long range plans for control of vandalism, C. Trued, (4)Lac Lavon
report, (5) bike trail progress report, (6) new business, and (7) adjourn.
On June 15th meeting night, Dennis Feller, Finance Director, will be asked to
attend. Committee would like to discuss development with him. The question arose, "Can
we ever get a levy for park development?" Other guidelines are also sought.

The idea of Park and Rec members having official jackets, or some means of letting
children know in parks, that they are being reprimanded by someone with authority, was
suggested by C. Trued. He asked for some means to 11 clout" ill doer's.
77 .35 Motion to adjourn the meeting was made by Trued, seconded by Lange. Motion
carried.
