MUNICIPAL BUILDING AIRLAKE INDUSTRIAL PARK
N. Enright called the meeting to order a few minutes past 8 PM. A quorum of Enright,
Trued, Nelson, and Lange answered roll call. Park Director Steve Michaud was also in
attendance. Tom Smith, interested in potential carp rking problems concerning cross
country skiiers, came later in the evening. Lovelace, Christoffers, and Lamont were
absent.
A motion was made by Trued, seconded by Lange, to approve the minutes of the meeting
held January 5th, with three corrections. These dealt with (1) D. Christoffers term of
office will not expire until next year, (2) #77.4 should read "secretary be instructed
to cast a unanimous ballot for all three offices, since there had been but one name
nominated for each office and (3) Trued and Michaud have been working on specifications
for park dedication.
No direction to P R Committee from Council was found in their meeting minutes
dated December 20th.
The Park Director began his report. It concerned: (1) question of park dedication in
connection with Donnay's Valley Park 9th Addition, (2) legal opinion concerning flooding
of private /tax delinquent properties for ice skating, (3) report on ice rinks and their
maintenance, (4) latest application for grant for Antlers Park development, (5) &.report
on bike trails combining Bob N committee's findings and S. Michaud's comments
will be ready for the February 2nd meeting, as newspapers have informed the public of this
date, (6) CETA program has two slots available to Lakeville, time period of 12 to 14 weeks,
and (7) potential parking problem concerning cross country skiiers, on Minnreg road.
(1) Donnay's Valley Park 9th Addition had been "outside realm of dedication and only
consisted of plans for three houses.
(2) Attorney Pat Farrell has been asked to look into the matter of flooding either /both
private and tax delinquent properties for ice skating purposes.
(3) Booster Club has reported themselves as being happy with the way the rinks have been
maintained this season.
(4) Application for the latest grant for aid in developing Antlers Park was turned in on
time, on the loth.
(5) Self- explanatory above.
(6) Park Director has hopes of obtaining two CETA people from CETA program.
(7) Minnreg Country Club charges car parking fees to non members using their parking lot,
parking lot at Ritter Farm Park is limited, consequently many skiiers are parking on
Minnreg Road, and this is a safety hazard, what with people, skiiers -much congestion
-on a well traveled road. This situation is expected to increase due to the increas-
ing popularity of cross country skiing, plus our facilities for the sport are becoming
very well known.
At this point, Tom Smith, who operates the ski shop at Minnreg, joined the discussion.
J. Lange volunteered to check on: how many buses of skiiers, where from, and what time of
day, primarily, are parking in Ritter Farm Park.
T. Smith spoke of money that is necessary for the grooming of the trails. It is reported
that four high schools are using these trails at the present time. So far as anyone knows,
no--courtesy calls or requests, or permission grants, have been made except to our local
school. The possibility of charging parking fees, similar to the charges that are made at
Antlers Park, was suggested.
S. Michaud reported that the usage of the trails is so great. that even if we do have

grants, this will soon be gone.
T. Smith spoke saying that an ideal situation would be to have one fee to use all three
trails. There is a possibility that next year there will be a ski patrol operating at
Minfireg, such as sone other parks have. These patrols would have medical knowledge, in
addition to other qualifications.
77.7 After some further discussion, Nelson made the following motion, seconded by Trued:
"Recommend that the P R Director contact any known high school teams, or organizations
or other large groups, requesting immediate coordination of all events and uses, with
our P R Director. Motion carried.
J. Lange expressed a concern about environmental damage involved with large groups.
T. Smith expressed a concern for safety of skiiers and cars, etc., when parked on
Minnreg Road. It was his thought that "no parking' signs might be utilized.
77.8 Motion by Trued-Lange, "that we request City Council, in the interest of safety,
to authorize an appropriate staff person to investigate the traffic situation
along Minnreg Road." Motion carried,
N. Enright reported she now has in her possession, the time table for carrying out
work suggested in 5-year plan.
The park dedication sheets were reviewed, paragraph by paragraph. Len Nelson said
it would be ideal if appraisal would be set at so much per acre when a plat is filed.
J. Lange will work on the figure-table and park dedication will be an item for next
meeting.
It was thought that an informational letter on grants that have been given to Lakeville
be written and sent to the Editor of "Lakeville Times to attempt to clear up the misap-
prehensions that exist, in response to her editorial that appeared in 19 January 1977 issue.
Chairperson Enright would appreciate a call from members of the P R Committee, when
unable to attend meetings.
Motion to adjourn the meeting came at 11:40 PM--Nelson and Lange. Motion carried.
