HomeMy WebLinkAbout12-08 LA -VILLE PARK RECREAT COMMITrh E y=- TING MINUTES OTE: NO meeting to be held WEDNESDAY 8 DECEI�SER 1976 Wednesday, December 15th: MUNICIPAL BUILDING 8:00 `PM AIRLAKE INDUSTRIAL PARK When Chairman Len Nelson called the meeting to order, the following members ianswered Nelson, Lange, Lovelace, Christoffers, Lamont; absent were Enright and Trued. Park Director Steve Michaud was present. 76.84 Minutes of the meeting held November 17th were approved upon motion by Lamont and Lange. A report on the recent MRA Convention, attended by delegates Christoffers, Trued, and Michaud, was given by D. Christoffers. The first speaker, Robert Arts of the Metro Board, talked on "The Role of a Commissioner members and their functions. He believed there.should be a firm policy for selecting new members, and there should be an orien- tation training program before a member takes office. The availability, of a manual which would cover every question should be easily accessible for both members and interested citizens, as well. a The second speaker at the MRA Convention was P Naftalin, former mayor of Mills. He formed his talk upon "Openess when -it comes to budgeting, the public should be invited, too, to take part, and the citizens should be involved. Incidentally, he was in favor of paying people for their work. Park Director Steve Michaud's report covered the following items: (1) park main tenance, (2) skating area for Forest Hills Addition, (3) LAWCON and other funding report,' 4) progress of bike trails report, (5) vandalism and attempts being ma to curb its growth. LAWCON Michaud had attended the meeting to follow up our request for LAWCON funding at State level. The first applicant approved, used the alloted funds available, so LakevillA, although second in line of approval, has none. There is $22, however, for development, on a 50/50 basis with the State. Michaud believes it is 'very important to go ahead with the application and develop Antlers Park building as planned. Parking fees at Antlers Park, boat' launching, other miscellaneous funds, are some means of-raising the needed money to take part in this program. However, January 14th is the deadline for this application. 104M is the body connected with this matter, Legislative Commission of Minn...; Resources 76.86 Motion by Nelson, "that the P R Committee recommend that Council authorize staff to proceed with fulfilling requirements for securing a 50/50 grant from the Legislative Committee of Minnesota Resources for improving Antlers Park per specs as submitted in prior LAWCON proposal. Since financing is necessary to fulfill requirement, recommend inclusion of balance of City's share in 1978 budget, or -utilize other financial alternatives, i.e. revenue from Antlers Park, utilize City, labor as offset, liquor store funds, or revenue sharing funds." Lamont seconded. Motion carried.' Chairman requests presence of members of P R Committee at the 20th December Council` meeting, in connection with above motion h76.86. Members are asked to meet at Council Chambers at 7:30 PM 76.87 Lamont made motion that the P R Director's report on bike trails, motion no. YV SAILS 76.83, be completed by February 2nd meeting, instead of January 18th. ;Christoffers seconded. Motion carried. �'JDALISM A meeting has been held with Middle School Student Council and Park Director Michaud 8th of December. Posters, with slogans, are going to be open forte with the public at Kennedy School Commons is being planned for thi k J.`Lamont offered his services in any way, as he is very interested.` There has been some tearing up turf at Aronson Park by snowmobiles. The last day of hunting season, trespassing by deer hunter or hunters, was committed at Ritter Farm Park. 76.88 L Christoffers motion to adjourn. Motion carried.
