HomeMy WebLinkAbout11-17 CITY OF LAKEVILLE PARK REC COJ✓14ITTEE MEETING MINUTES WEDNESDAY 17 NOVEMBER 1976 MUNICIPAL BUILDING A IRLAKE INDUSTRIAL PARK Anwering roll call were Chairman L. Nelson and members Enright, Lamont, Lovelace, and Trued. Christoffers and Lange were absent. Also present was Park Director Steve Michaud. Mayor Mako came during the course of the evening. 76.79 Minutes of the meeting_ held Oct. 20th were approved upon motion by Trued and Enright. Motion was carried. Greg Johnson of the Hockey Boosters Club was present. He reported that there are between 170 and 180 kids registered for their hockey season. The biggest segment of these is called the Mite Program, made up of six teams of 6 -7 -8 -year olds. It is his belief that this program will "grow tremendously the next few years -and they intend to keep this amount of kids "Bob Rystrom, "Greg went on to say, "has worked out a program for three nights a week for practice and game- time -and Saturday mornings This program was left with Steve for his approval. There were four areas that Greg and the Hockey Boosters show concern: (1) a City pleasure- skating rink, (2) a pleasure- skating rink at Orchard Lake, (3) possibly a sheet of ice at the Elementary School in Lakeville, as was done last year, and (4) storage facilities for equipment. Enright wished to know, "what percentage of those registered were from 'Orchard Lake Johnson replied, "guessing, roughly, one -half, or more Enright asked, also, "what is the possibility of the Cities (Burnsville and Lakeville) combining efforts to provide skating ice (Johnson had spoken of "some of Burnsville are being phased- out because of non- usage Park Director will check into this matter. Mrs. Pieri was present with information concerning skating area at Kenreel Park. Lots 4 5 are Lakeville Park, and she reported on the status of lots across from these with the idea of flooding them by using a city hydrant nearby. Citizen would volunteer to take care of snow- removal. The lots that are not city -owned park land are either tax delinquent at the present time, or about to become so. Enright suggested that Steve "explore, with Dakota County, the status of these lots, and then bring back the infor- mation to Council The Park Director began his report on (1) pleasure skating area west of All Saints Church, (2) Orchard Lake rink, (3) facilities at Oak Shores, (4) problems of kids on ice (in the rinks), before it is frozen, MRP Convention, (5) combating vandalism, and (6) budget. All Saints skating area -has been completely landscaped, and the warming house is ready to go. The house is 14 or 16 x 20 1 Greg Johnson asked if facility would contain phon and whether there would be satellites, if switches and thermostats would be exposed? Steve replied that everything would be safely taken care of and that each one of these skating areas is experimental at this time to determine how much use they will receive. If the usage is that great, facilities will be improved. Orchard Lake School site— "the warming house is there, pole is being planted with a light on it, and the whole area is to be flooded. There is room for 30/40 kids in the house A k Shores rink "an overhead security light on a pole is there, but there is a new site r the warming house He had diagramed this on the board. The new site is below the hill on the west side of the area. It should be more protected there. Ice flooding "start pouring water December lst it is hoped. There is always the problem of keeping kids off the ice until it is completely frozen. Mr. and Mrs. Cobb were part of the audience. The question was asked about means of shoveling snow, clearing the ice? Steve replied that there will be pushers, one in each warming house. Ice at Elementary School- -Greg Johnson asked if it was proposed to have a sheet of ice at (Kennedy) as was done last year. Steve Michaud said he would make a note of it, but "did not hold water too well L. Nelson wished to know if there is an interest in getting boards, and use them at Orchard Lake, Oak Shores, or where needed? Greg replied that "probably a'good idea, but where put it. -and nothing goes without lights and warming house Gregg J. asked about any plans for "figure skating instructors, etc." Steve M. replied that "Pete Martin is looking for instructors for pleasure- skating instruction. Len N. suggested the name of Eloise Lurtsema for figure skating instructor. MRP Convention -will be Dec. 1 -2 -3, with most emphasis on Dec. lst, as far as interest for our committee goes. Cliff Trued and Dee Christoffers are Lakeville's representative Vandalism —S. Michaud stated that letters on this subject have been sent to surrounding schools concerning problem of vandalism. A reply has been received from LHS. "Completd agreeable according to Steve. "64000 is the figure on vandalism this year, through the month of October." Regarding Lot 7 at Oak Shores, which is possible donation to the Ci of Lakeville Chairman Nelson 'said, "since the Committee has looked at it, will open it for disuussion by the Committee". -but, "I will refrain from making any decision, since this lot is across the streen from my home". Enright asked, "if City does not take it, what is he going to do with it Answer was, "it will probably go for t at a later date Chairman spoke saying, "this lot would be adjacent to present park land S. Michaud said, "this is a natural holding pond Enright and Lamont were of the opinion that this probably should be passed over the Natural Resources Committee. Lamont said, after discussion, "recommend ti for further study by the Council themselves 76.80 Motion by Trued, "move that, since the land in question, Lot 7, Block 1, Oak Shore 2nd Addition, seems to have no immediate, or even further use, in the plans of the P R Committee, that the Council give it study towards acquiring it for other use." Lamont 2nd. Voting "aye" were: Enright, Lovelace, Trued, Lamont. Nelson abstained from voting. Motion carried. Budget review of 1977 sheets followed the distribution of them by Park Director Michaud. However, Bob Nelson was noticed, first of all, and gave a bike trails report. Bob Nelson reported his committee "had hit dead -end. Would like to present what they have and what they have found passed on to P R Committee. They have been concentrating on two major systems, City to Antlers Park, and trail to Aronson Park. The first is a trail of\ 4,000 linear feet. His committee was of the opinion that the "best route, with less hassle, is to acquire the land, either through purchase or dona- ti. on. Mayor Mako said that "drainage area and bike trail could possibly be a dual purpos through utility easements here L. Nelson asked, "has utility easement for Lake Marion been set -up Mayor replie "when the drainage system is complete, then they are completed He went on to say, "before 1978 or 1979, the intersection at Hwy 50 and Dodd will be changed Bob Nelson spoke, "costwise, that the best route that we can find would parallel the RR. This would require a chain -link fence six feet high. The cost of the land, from Hammer's, is quoted at $2,500 an acre 76.81 Motion by L. Nelson to accept the proposed trail report and location for further study by this Committee, (Antlers Park Trail). Lamont 2nd. All members voted "aye Motion carried. Further report dealt with Aronson Park Trail. Nelson reported what was needed was 490' on west side of cemetery. This equals 1/15 of an acre. His committee recommend ed a ninety -nine year lease, or purchase of the land. L. Nelson asked if Staff had any recommendation on this. Steve replied, "not recently 76.82 Lamont moved that we accept the proposal of the bike committee for further study and recommendation by this Committee, and Staff. (Aronson Park Trail) Trued 2nd.; All members voted "aye Motion carried. 76.83 Lamont motioned to "recommend that P R Director investigate possible purchase, or easements, of property, as identified in the recommendations made by the Bike Trail committee, and report back to the P R Committee Enright 2nd. t l Above motion was amended to include "by the meeting of January 18th All members voted "aye Motion carried. Trued said that the bike trail, 167th St to 160th St had been on the Council agenda. He asked the Mayor if action had been taken. Mayor replied that he does not remember acting on it. Discussion centered around the 1977 budget once again. It was noted that two sections were not included in this report -Park Maintenance and Community Schools.
