The meeting was called to order at d :Uu rM by Chairman Lenart Nelson. Answer
ing roll cai-L were: Nelson, Enright, Lange, Trued, and Garis6or ers. (Lovelace came
at 8:10 RK and Lamont a few minutes later.)
Corrections and additions are to be made to the miliutes or the meeting held
August 18th, as follows: In motions No. 76.56 and '16.57, it was L. Nelson who had
made the motions; also the first suggestion, regarding $3,UUu, in the paragraph
preceding Motion No. 76.57, it was Nelson wrio had made the suggestion. In the
paragraph following Motion No. 7657, the words but Council has received them and
reviewed them" are to be added to the last sentence, regarding P R minutes.
In the minutes of the meeting held Septemoer 1st, N. Enright had furnished
the figures from her notes regarding grants for ski and snowmobile trails. A,tso,
it is to be further made clear that the City share of 35% of this grant is the value
i of volunteer labor of local citizens.
It was thought to be wise to further clear up the situation concerning Motion
No. 76.62 -it was actually N. Enright maxing the motion, as prepared by L. Nelson,
who had been unaole to attend the meeting held September 1st.
76.Vt Enright -Trued made and seconded motion to approve the minutes of the
September lst' "meeting, with the above clarifications. Motion carried.
The Parr Director gave his report. It concerned; (1) in LAWCON applications,
(ours concerned Antlers Park), we are rated No. 2, on the over -all list of Free
Standing Communities- -the amount of the application was $9U,25U. S. Michaud snowed
and explained the Master elan of Antlers Park that had been finalized; (2) S. Michaud
had talked with Supt. McGuire about sxating facilities for the coming season at
Orchard Lake School. The project is looked upon with favor with some lights, and
if it is well- maintained. Steve questioned whether to have a warming house there, or
not, because of supervision, largely, but he is going to look into the possibilities
for lights, supervision, heating, etc. N. Enright asked if the snall building in
Orchard Laxe Parx could oe used as a warming nouse; and, (3) highway men are working
on fishing bridge at Lake Marion and 35W It is thought it will be ready by next
spring.
Concerning the next iten on the agenda, 'research project on storage problem for
LAA, D. Christoffers gave a report. There is absolutely no room at the Middle School,
and there would be a problem of accessibility here, if there was room; it would be
difficult at the high school; a suall room off the stage, at the Elementary School
is available, with the key with Pete Martin. LAA is looking for something permanent.
Lamont spoke saying that storage space is included in the plans for the new JayCee
Building to be built at Aronson Park.
76.68 Trued motioned "that we go on record as favoring a storage area of
approximately 500 sq ft be built in conjunction with the proposed Jay
Cee Building in Aaronson Park, and that, when financial arrangements are
finalized, the P R Committee seek approval from City Council to, parti-
cipate in the financing -if such financing is requested." 2nd was by
Enright. Motion carried unanimously.
Bike trail progress report was begun by Rev. Trued, with proposal of 167th St.
to 160th St., on Cedar Av., as a beginning.
76.69 'notion by Trued "recorlmend that we request City Council to authorize

the City Engineer to make a feasibility study and to provide cost
estimate of an 6 wide limestone bike trail to be positioned along
the east side of Cedar Av. from 167th St to 160th St, and to make
proper notification to County Highwat Dept. for County approval."
2nd was by Enright. Motion passed unanimously.
N. Enright gave a report on Council meeting of Sept '(th, which she had
attended. Park concerns were: plans for archery ranges at Valley Park hill
and Aronson Park, ski and snowmobile grants, and JayCee proposed building for
Aronson Park. Archery and safety factor were discussed at Council meeting.
Action was tabled. The other two items have been covered in these minutes.
Vandalise in parks was discussed at some length.
C. Trued suggested that
a letter should be sent to both District 196 and District 194, to "take it up
with the kids, cnncerning vandalism Lamont thought working with Student Council,
such as they have done at Bloomington Kennedy, would help. Enright mentioned the
newly- formed youth Advisory Board as a possibility of having sne answers.
S. Michaud said he "would work up a presentation to make to schools, during
winter quarter.
L. Nelson inquired if budget presentation had been made to Council? Not
yet, was the answer. Len also asked about 1977 skating facilities being in the
budget. S. Michaud answered there was 4,4 for warming house.
76.70 Motion to adjourn the meeting came at 10 :20 FM, by Lange- Chri.stoffers.
Motion carried.
