MEETING MINUTES JULY 7, 1976 LAKEYILLE,MINNESOTA 55044
The meeting was called together at 8: ZS f oy Chaaxman L. Nelson. Nelson,
Enright, Lange, and Trued answered roll Lamont, Lovelace, and Christoff ers were
absent.
76.44 Baright -Lange motioned to accept the minutes of the'June l6th meeting.
All members "aye Motion carriea.
J. Lange will bring minutes of the special worx session meeting held June
30th to the next meeting, July 21st.
A discussion began concerning capital improvements. Under item of 'bike
trails', it was noted that $.LO,000 was to be ailoted to design and $35,000 to con-
struction.
76.45 Motion by L. Nelson; we recommend adoption of all elements within the
proposed 5 -year Capital Improvements Program- -with stipulation that
the Council so advise the P R Committee of dollar amount guidelines
that could be implements within a 5 -year period. From this, priorities
can be ascertained. Enright seconded. Voting "aye Enright, Lange,
Trued, Nelson. Motion carried.
Chairman Nelson directed that the bike trail item be on the agenda for the
first meeting in August.
Park Director S. Michaud was now present and further discussion on capital
improvements took place, "all 1975 items are now 1976- -and are all behind
Task Committee has been given on fishing areas should contain; (1) funding
ability, (2) possibilities of aid from DNR and State sources, (3) dates of imple-
mentation concerning buying of land, building of docks, (4) costs estimates,
(5) location priorities, (6) parking, (7)toilet facilities. -A really detailed
report is wished. Public -owned lands are to be identified, also private lands that
it is possible to buy. H. Lovelace is to be asked to identify lake accesses, etc.,
with which he is familiar, axi N. Enright volunteered to begin a report on Orchard
Lake.
Outcome of park dedication for Cedar Highlands Development was discussed.
S. Michaud reported that the development would proceed by 1 /8th's, as now planned,
and that developers are going to give cash after the fifth stage of development.
S. Michaud is preparing a master site plan, asking for LAWCON funding, for
Antlers Park improvements. A preliminary figure is $1,200. First plans are due
July 16th.
76.46 Motion by Trued -Lange, to recommend approval of amount of up to $1,200
to offset cost of providing a master park plan by Midwest Planning
Research. (This is for the part of the application for LAWCON funds
which Steve feels he is not able to do.) Voting "aye Lange, Trued,
Nelson, and Enright. Motion carried.

S. Michaud will have his list of priorities to members before the next
meeting, July Zlst. M, Klotz has been given trie job of park development inventory,
for the past several years, as much as can be determined.
The playground equirment for Lake ville Hills is going to be installed next
week.
The Pan- O -Prog Medallion was found today, according to S. Michaud. He would
like a ruling before next year that the medallion not be hidden on park land, as
people destroy, up -root, and vandalize in their efforts to find the medallion. This
year was particularly bad in barrells being overturned, cnntents scattered, young
trees broken, necessitated ballfields being re -done in preparation for tournaments,
etc.
76.47 Motion to adjourn came at 10:30 P.M. by Nelson and Bzright. Motion
carried.
