Wednesday May 28, 1975
Municipal Building Airlake Industrial Park
Chairman Len Nelson called the meeting to order with Nelson, Enright, Lange,
Lamont, and Lovelace answering roll. Christoffers and Trued also attended this
meeting at later times.,
r Lamont- Enright moved and seconded approval of May loth meeting minutes. Motion
carried.
Council meeting minutes of May 12th and May 19th were reviewed. There was
a nothing of Park interest in May 12th minutes, but Enright gave report on May 19th
a
meeting. The May 19th minutes were not available, as yet, for review.

A group of Forest Hills residents attended this meeting because of their
interest in the two, tax forfeit lots the City owns in Forest Hills. Director, S.
Michaud verified these were tax- forfeited lots and they are to be left in a "natural"
state and never filled in, as a requirement of the City having them; lots 14`& 15, Blk 1.

Mr. Paul Grogan, who lives on Jonquil Av., stated that there are a number of
small children in this wet -area and there is a danger to them in this swampy area.
Mr. Matlek, resident on north side of swariipy area, said he "had wished to purchase
one lot (of these .two), with idea of planting trees, etc. to obstruct the view.
It was further said that this was "a natural watershed -and the water stays there.
There is a lot of high water here.$' "This is a breeding ground for mosquitoes and
"wish something done to clean it up and fenced so children can't get in there."
Primary concerns seemed to be. the lots were, (1) unsightly, (2) unsafe for
children and (3) bre mosquitoes. ll. Cn

Director Michaud will go and look at area, with a Committee member; he will
also obtain the correct legal description of these lots.
Forest Hills group were told by Chairman Nelson that "at the present time,
this is not officially designated as "park no money nas been set aside, as such,
for this purpose
#94 Nelson motioned, '$recommend that we ask authorization, from Council to have
Park Director confirm the Forest Hills property 'of two lots as City property,
and have him recommend to Parx Committee the minimum "improvements to reduce
hazards. Lamont seconded, adding, "ask these citizens who are interested in
this to come to Council meeting on June 9th." Motion carried.
Report from Park Director Michaud covered the following:

(1) Letter had been received from DNR' confirming zoning for Lake Marion.
(Pastor Trued arrived.)
(2) Food concessionaire that had been contacted regarding selling at Antlers
Park felt "he has to be able to see way of making money." It was believed
by Michaud,that buying a sink second -hand, plus rubber hose that is needed,
and using materials already at hand, that the foods building could be brought
to standard.
By next meeting, Michaud will have cost figures on putting this building into
required _state of repair, and confirmation from 'Health Dept. as to their
requirements to start using this building.

(3) Cost to repair sheds at Ritter Farm Park !'$300 will buy lots of
material Ski Club and Jr. Club members are going to fix up these
buildings.
(4) Hiring schedule- -will be complete end of next week.
(5) Membership in Minnesota Recreation and Park Assn. is due Michaud would
also strongly recommend membership in National Assn.
tables. Lamont reported on vandalism occuring at Antlers Park, concerning picnic
Live -in park director for Antlers Park was discussed. Nelson made motion
to recommend to Council that they reconsider the matter of the live -in administrator
at Antlers Park and proceed to approve the job description and hire a live -in adminis-
trator for the summer season. This motion was rescinded, and instead
#95 mmend to Council "move that the Council proceed immediately with the
hiring of a live -in administrator at Antlers Park to fulfill the duties
previously outlined in a description submitted to the Council, for the
summer season of 19 75." Lamont seconded.
Reasons for above #95 motions
(1) Cite our increasing investment in development of Antlers Park,
(2) The projected participation and utilization of the facilities for the
coming season,
(3) That the projected amount of $1,200 is well -worth the investment of
assuring the protection of our facilities and assistance in running a
successful summer program,
(4) The present experiences with vandalism and violation of existing ordinances
occurring since the outdoor season began this year, indicates a need for
greater supervision,
(5) Complaints of area residents, increasing destruction of property,
and disturbances,
(6) Requirements of approved summer program requires participation by the
Park Rec Director in various areas, such as Valley Park and Aronson,
and is physically not able to spend the time necessary in Antlers Park
that is essential. In view of the fact that he is handling the entire
program, he is not able to just spend his time in one park entirely,
such as Antlers Park.
Motion carried.
Rev. Trued gave a report on meeting held by ski enthusiasts and snowmobile
group and Parks sub- committee. Last season some snowmobilers had smehow gotten
on ski trails at Lake Marion and Ritter, thus ruining the cross country run for
a time. There is going to be an attempt made to find an alternate route for
snowmobilers coming from Orchard Lake as Mi.nnreg will be largely devoted to cross
country ski trails this coming season. This group will again reconvene on June 17th,
8 FM, and have progress reports at that time.
Regarding boat access on Lake Marion that is found objectionable, D. Christoffers
reported that she still has not received the promised letter from the attorney, so
has no legal opinion forthcoming. Lamont said that the attorney could not contact the
man at INR, (he has been on vacation), who is in charge of boat accesses, but that

information would be given P R as soon as possible. Information would also be
given on the closing of the road.
H. Lovelace stated he had very recently obtained a map which showed there are
two official boat launching sites at Lake Marion, one at Jensen's and one on East
side.
Mr. W. Potter, who had come to P R meeting last time, and volunteered to
bring information to this meeting, said that accoxIng to ZKR the boat launch on
East side of Lake Marion is officially recongnized. He would suggest an over all
plan of special zoning for water _paddleboats, canoes, outboards, etc. Mr. Potter
also had learned that "if.the State is deeded a parcel of land for boat launch, they
will make the facility usable, maintain, and service it." (Information from Mr. Earl Lotke
of IWR.
#96 Lamont mode motion to "recommend to Council that they reconsider their decision
to establish a parking lot and boat ramp into the lagoon at Antlers Park.
This Committee strongly objects to any proposal which would increase accessi-
bility to the lake by public water craft within the confines of Antlers Park."
Christoffers seconded. Motion carried.
Mrs. G. Ringeisen, who was present, wished to know if Committee knew that the
lagoon is eleven feet down on all sides, and is dangerous to children who fish there.
In the past there have been drownings here. She also wished to know if something could
be done at Jensen's boat launch to make it more safe, such as a cable installed.
J. Lange made a report. There should be park equipment installed at Lakeville
Hills. The suggestion was given that she ask Park Rec Director Michaud, for his
ideas on what kind of equipment would be best suited here.
The next P R meeting will be prefaced by a tour of "old" village parks
at 7 PM. Members are to meet at City Hall, 208th St., to go on tour. Lamont will
outline the route. At 8 PM, official.* R meeting will commence at Municipal Hall,
Airlake.
D. Christoffers had spoken to nearby residents of Hershey Park concerning
their need of a swingset. Their complaint was mostly concerning minibikes- -that
they were a problem here. Their reaction to swingset was less than enthusiastic,
not enough to warrant expenditure at this time. When further interest is shown,
egipment will become a budget item.
#97 After some discussion on subject of taxing industrial development program
used by Burnsville, LaYnont made motion to table this until next meeting, June 11th.
Nelson seconded. Motion carried.
Motion to adjourn at 11:20 was made by Christoffers Lamont. Motion carried.
