Chairman Len.Nelson called the meeting to order at 8 :00 P.M. Answering
roll-call were Nelson, Enright, Lamont, and Lovelace.
Enright and Lamont moved and seconded a motion to approve the minutes of
the October 23rd meeting. ,lotion carried.
55•. A letter of appreciation is to be written to former committee-man Dick
LeRoy. Lamont and Nelson volunteered.
Park Director 'Steve Michaud gave his report. He is at present doing a
comparison report with the work that was done on park planning by Midwest Planners
and the Lakeville Comprehensive Plans of 1968 and 1969 -.-and the existing situation.
S. Michaud also r epo rted`on progress of having land north and east of
Ritter Farm Park being declared "open Space". It is proposed to get this land con
sidered as a "linkage" with Murphy- Hanrehan Park.
A notice has been published concerning vacancies on P R Committee.
At this time there has been one application.
Michaud has been asked by Council to suggest possible solution to problems
existing with "fishing bridge" over Lake Marion -35W and Hwy 65.
Administrator.Hogan would like a simple chart showing how land donations,
or cash, is determined from developers., L. Nelson said he would take care of this.
Two upcoming meetings are•of interest to Park ftec Committee members to
attend, if possible. The first is in Hastings on Wed., November 20th, at the County
Government Center on Hwy 50. The other is a Metro Council meeting at Metro, Square
St, Paul, Nov. 26th, for deceision on proposed 'open space" policy plan.
56. Lamont made motion to forward the job description of Park and Rec'Director
to Council for approval.,•with stipulation of'an' annual review of job
description by the P R>Committee and the P R Director. Enright 2nd.
Under discussion Lamont said, "we are in `a situation where we are all new
to the job of P R Director and we may find in the future that there are
other duties which are important to the job--so propose it as an annual
thing." Motion carried.
57• "Ritter Park Snowmobile Trail Proposal” was presented by S. Michaud. He
said he would close down park to snowmboilds 'if misdemeanors occur.
An-interested audience of approximately' 35 people were present numbering
snowmobilers, crosscountry skiiers, and nature lovers. Those expressing
their views were John,Clark, Juanita,Bale, Jim Zimmer, Rene Timber, Lucille. Ro
Wall, Dan Bale,',Art.Jackson; Judy Hanna, Don Cohen, Lee Tongen, Mr. "Sensted, Luebeke
and Caro l Smith. Mr. L. Nelson gave the opportunity to each to express his
or her views. Mr. Clark "trails will not be over seedlings. Has been a
snowmobiler for 10 years and has not seen any damage. Damage is done by
outsiders.;" Mrs. J. Bale in favor of keeping to only'crosscountry skiing"
Leave a place open to ski." Jim Zimmer "agrees with leaving a place to ski.
Does not believe the two groups are incompatible." Renee Timber "is for both
crosscountry and snowmobilers" Dan, Bale wished to know "why, in the past,
when things are open to everyone, why this has been left to non- motorized
vehicles?tl

Michaud answered, "ordinance states, 'this only in designated areas."
Bale 'who 'is a naturalist attending +U of M, was concerned about noise pollution
connected with snowmobiles. Art Jackson "northern Minn. and Wis. are all
marked trails, and there are no tracks off trails." Carol Smith fty 1980
all'snowmobiling will be forced out of northern Mn. Why let our city park
become endangered when state parks are not allowing snowmobiling Clarke
replied, "look'at map. There is 'enough space." Judy Hanna "is a cc skiier,
how many snowmobi.lers are in a;'group? 10 or 3011' Don Cohen- "as far as
snommobil'ers are concerned, will be done by no non- club members." Ron
Luebeke "want my sons to enjoy both crossoountry skiing and snowmobiling. 11
Lee:Tongen-- "thinks this plan is a great idea and would like to see it
tried- -also the part about club policing." Sensted snowmobiler. Wild
life is important to snowmobilers. Mrs. Bale--"what are plans for enforcing
regulations Mr. Bale "if plan is made final by Council and they find it
has not worked out, ,what will happen Michaud "there will be a trial period
with a written evaluation." Mr. Bale is a botanist with U of M group that is
making a,study'of how plants are affected by trails, that has not been completed.
Carol Smith--"will there be. motorcycles next summer Tongen- what kind of
opinions have you received Nelson "people have a variety of interests-
in Lakeville we have responsibility to meet every interest."
Enright motioned to recommend to Council that they hold a public hearing
on proposed snowmobile and erosseountry trails because Ritter Park was a
voted issue in the past and citizens should have a voice in the decjision.
Lamont seconded. Voting: Nelson, "nay Lamont, "aye Lovelace, "aye
Enright, "aye". Motion passed three '$aye" to one "nay
Fhright will check with Clerk to see if the matter of snowmbile-- crosscountry
trails in Ritter Farm Park can be put on the agenda for the Council meeting
of November '18th.
38. Lamont wished to goon record as supporting the proposal to establish a
snowmobile trail on the perimiter of Ritter Farm Park as designated, as
;.proposed by Park Recreation Director on November 13th, also °crosscountry
skiing as proposed on map, with reviewal next year. Nelson seconded.
Motion passed unanimously.
59. 1 Enright made motion about P R policies and procedures, that "Committee
as an advisory 'body `on park ordinances, should review all budgeted funds
for P R expenditures." Discussion.

b. Motion to add to Park d Recreation minutes of November 13, 1974-
"Motion made by L. Nelson, seconded by J. Lamont, that we recommend
that P R Committee review all starred items, plus item 28 -1, in the
approved 1975 budget, prior to expenditures. Purpose would be to
evaluate possible changes due to shifts in priorities." Motion
carried.
