LAKEVILLE MUNICIPAL BUILDING
WEDNESDAY AUGUST 14 1974
i Committee members met at 70 0 P M to review matter of Brookview ,Plat,
following their tour of the property the previous Wednesday, for discussion.
Vice- Chairman Nancy Baright called the meeting to order at 800 'P M.
Lovelace, Lamont, Erickson, Enright, LeRoy and Ballinger answered roll call.
Mr. Herman Buck, Ed Wallin, and Jim Allmann of the LAA were present
and wished to speak on needs for softball fields and future planning for Aronson
Park. This past season there were 20 teams involved in softball and 21 teams in
baseball, including two traveling teams. More teams are planned for next year.
Besides the men's teams, there were 315 boys and 300 girls involved in their pro-
gram. These teams not only used Aronson Fields but also those at the school.
Existing fields need some work done--varying from a large degree to small degree.
Mr. Buck presented a play; of development for Aronson Park which includes
four future fields with buildings for storage of equipment,'egncessions, a "roofed"
tot area, etc., in the center, formed like a cross, between the fields. It was hie
suggestion that this area could be used for parking until the building plan was
developed. He compared it with other concepts in neighboring areas and believed it
to be an excellent plan for Lakeville. When asked his opinion, he believed the four
diamonds should be given first priority of development, and hockey secondary. His
plan includes areas for tennis, volleyball, badminton, basketball, horseshoe, croquet,
shuffleboard, miniature golf:, as well as softball. The plan is on file with these
minutes.
3, 2- -�b` Mrs, Dolly Sauser, who had written a letter concerning next year's plans
for Women' Softball which is on .file with these minutes, was also P resent with four
other members of their League. She stated that their present teams had had difficulty
this year in obtaining fields on which to 'play and that often the field they used
was not in good shape. If they go "into sanctioned league play, as they plan, the
number of women's teams will probably double in this area and they will need at least
two fields, three nights a week, on which to play. They are requesting at least two
more diamonds be built before next season. LeRoy made motion to recommend to the
Council that four softball fields be installed in Aronson Park and the Public Works
Director confer with the Women's Softball League, the LAA, and the Park Board. Money
designated in 1974 budget be used for this purpose. Lovelace 2nd. C„rried unanimously.
Lamont volunteered to notify Leagues concerned where and who to turn/ eir 1975
schedules.
13�%' Public.,Works Director Jim Robinette spoke to Committee about open space
applications requiring 200 acres of land.' LeRoy made motion "with authority granted
us by City Council, we direct the City Administrator to apply to the Metropolitan
Council for them to purchase the land bounded on the south by Ritter Park, Hwy 35W o
the east, Minnreg Road on the north, and abut Murphy- Hannrehan Park (Credit River),
on west, if possible." Lamont seconded this motion; passed unanimously.
Director Robinette reported that "tennis courts will built and useable
by October lst__all tennis courts throughout Lakeville are to be constructed Class
"A" courts" is order to be uniform.

1 34.a Mr. Stan Kolstad was present to confer on matter of Brookview Plat
Preliminary park land. LeRoy made the following motions "propose that we reject
outlot "C" which was to fulfill the recommendations of Brookview Park and in turn
suggest Lots 1 through 8 in Block 7, and Lots l through 7 in Block 13. Reasons for
rejection of Outlot "C" are, 1- poorly located in relationship to the area to be
developed, 2- it has a high water table and flooding possiblites, and 3- there are
no parking facilities for it." Ballinger 2nd. Voting resulted in 3 H ayes" and 3
"no's"- -tied vote, therefore negative. Voting affirmative were Ballinger, Enright,
and LeRoy; negative were Lovelace, Erickson, and Lamont. Negative voters felt
they would rather table the matter until meeting with W/S members and Planning
Commission members and discussing the matter with them.
34 b. M. ,Erickson made the proposal that as many P R members as can, meet
with Planning Commission tomorrow (August 15th) evening at their meeting, and
then arrive at decision on Brookview park land.
35. LeRoy and Lamont moved and seconded motion to approve minutes of July 24th
meeting. Motion, carried.
36. At special budget meeting on July 319 1974 LeRoy reported that he had made
motion to submit budget in the amount of $135, 757 to City Council for approval for
1974 -75• Len Nelson seconded. The voting resulted in 4 -2 vote to approve motion.
Voting to submit weres LeRoy, Nelson, Lovelace, Erickson; voting f'nay" were: Enright
and Ballinger. (Lamont was absent'.) Those voting "nay" said their reason was struc-
ture of the budget relating to land acquisition, rather than the amount.
37, Report of the August 5th Councillmeeting was given by LeRoy. Lamont made
motion "that we ask the Council to reimburse the P R budget $9,000 for purpose
of covering the additional expenditures for acquisition of Class "All tennis courts.1
LeRoy seconded. Motion carried unanimously.'
38, Ballinger made motion that "we spend money allocated for warming house and
hockey rink for Valley Park No. 6, pending contract between Rosemount school district
and City of Lakeville." Erickson seconded. Motion carried unanimously.
In the matter of a representative for Clay's Acres, N, Enright volunteered.
Work was done on the capital improvement program. Everything that was
asked in the way of equipment seems to be granted.
Lamont gave report on complaints of Oak drove Cemetery committee.
l,. primary concern is line between park property and cemetery. 2- damage done to
markers, etc., since people have started to use park, 3- make more attempt to con-
trol parking problem, beer, bottles, trash, left in area. Lamont proposed to
have meeting with Miss M. Sorensen and other members of cemetery committee to work
out solution to these problems and will also talk to Director Robinette.
Lamont will volunteer his help to work with LAA fall football program.
Michaud gave report on Antlers Park. Vandalism has all but destroyed
one building. Boat launching should be curtailed, stopped, he believes, on the
northern part where it is close to residents houses is shallow and will
damage their motors, plus churning up the area. He had submitted his resume earlier
and expressed desire to become Park Director.
Lamont and LeRoy moved and seconded motion to adjourn meeting at llsOO P M,
afterwards everyone was invited to see the new sign making machine. mek
