Meeting was called to order by Chairman Ken Nelson at 8 :14. All members'
were present except H. Lovelace. LeRoy and Lamont moved and 2nd approval of May
29th minutes, with the correction that M. Erickson has been a member 4 years, not

16. Mr. Lane Esswein, American Revolution Bi- Centennial Committee, presented
the objectives of the Lakeville American Re4olution Bi- Centennial, filed
with these minutes). There are five: information to Lakeville -area
committees and organizations, provide suggestions and ideas around themes
of "American Heritage "Present Festivals and /or "Future Horizons
encourage close cooperation and /or joint efforts among existing Lakeville
area committees and organizations, encourage the formation of new groups
whose main purpose will be centered around ARBC, and promote Lakeville as
an ARBC community.
Mr. Esswein reported there are monies, $400,000, to be distributed through
out the State of Minnesota, I Federal grant funds and I State funds. A
prospective grantee could be the City of Lakeville, if application is made.
(Date of availability of money is for fiscal year beginning July 1, 1975•)
L. Nelson made motion that P R Committee research ideas for utilizing
the potential grants through the ARBC in its budget planning for 1975/
according to suggestions inclosed in leaflet dated May 30, 1974, entitled,
"LAKEVILLE BICENTENNIAL APPLICATION GETS STATE Ar'PROVAL Erickson seconded.
Motion carried. mr. Esswein will provide guide lines when they are avail-
able.
Mr. Steve Michaud, Antlers Park Administrator, was introduced to the P/R
Committee by Public Works Director, Jim Robinette. Mr. Robinette also gave report
on parks lifeguards have been hired, plus three helpers, telephone service at
Antlers Park has been established, everything is in the process of being cleaned up
and painted.
Committee members assigned to larger parks, Ritter, Antlers, and Aronson,
are asked to check ordinances and come up with rules for people activity for meeting
of June 27th.
17. Recommendation to Council, (made by LeRoy), "being concerned about protecting
the natural beauty of the Lake Marion area, we urge the Lakeville City
Council to restrict any further commercial or residential development,
specifically in the area bounded on the south by Ritter Farm Park, on the
East by Hwy 35W, on the north by MinnReg Rd, and on the west by Dakota
Scott line. (This included, positively, areas known as 4P and 6P of the
Park and Open Space Study prepared June 1970 for the Village of Lakeville.)
"Further, long -range planning sho ld include prospects to encourage
purchase of the area by Lakeville, or Dakota County, or the Metropolitan
Council, or the State of Minnesota.
"This recommendation is made as a result of the Park and Rec Committee's
tour -of Ritter Farm Park and its surrounding areas on June 5, 1974."
Enright seconded passed unanimously.

18. Lamont made motion "in regard to purchase of equipment, I would like to
request that the Council approve the purchase of fifteen, heavy -duty bar-
becues to be placed in Antlers Park -cost not to exceed $1,0000 Erickson
seconded, Motion carried.
19. Motion by Lamont, "we request the Council to expedite the removal of the.
existing mobile home and boathouse in the vicinity of the marina from
Antlers Park by July 15th -so that a suitable parking area can be implemen-
ted to serve the public boat launching." 2nd by LeRoy. Motion carried.
20. Request Council to purchase six horseshoe sets, not to exceed $100, motion
by Lamont. 2nd by LeRoy. Motion carried.
21. Motion that this specific equipment be purchased: wood-arch-climber,
#5334, costing $749, from Game Time Catalog= also, slide, #6017, costing
$377- -and that they be placed in Orchard Lake Park--by Enright. 2nd by
LeRoy. After discussion "for as provided in P R budget was added to
motion. Unanimously carried.
22. Motion by Ballinger for purchase of mainliner slide, #6017, costing $377-
and curve balance beam, #564, costing $69- -items from Game Time Catalog,
and be installed in 167th St Park. 2nd was by Lamont. Motion carried.
23.&24. Motion by Enright, 2nd by Lamont, to approve the slate as listed in May
29th minutes. LeRoy 2nd. Also, the chairman asked for any further
recommendations. There being none, LeRoy moved that the nominations cease
(be closed), and the secretary be instructed to cast the electing ballot
for the slate. Enright 2nd. Both motions carried unanimously.
25. Lamont made motion to ask Engineer Frigaard an immediate feasibility study
and made recommendations as to access, i.e. mad construction, of south
entry to Aronson Park- -and that he contact either Lamont or Erickson on
this matter. Erickson 2nd. Motion carried.
26. Erickson spoke on specifications necessary for bike trails as put forth
by Dept of Natural Resources application to be made by July 15th. She
had just received this material after having asked for it four months ago.
Lamont made motion to recommend to council that Jim Robinette be directed
to make a feasibility study of a bike trail to Antlers Park and Aronson
Park from downtown Lakeville, to determine our eligibility for monies from
the Minnesota-Bike Trail Assistance Program as outlined by the Dept of
Natural Resources. This study would be completed by July 1, 1974. LeRoy
seconded. Motion carried.
Lamont and LeRoy moved and seconded to adjourn the meeting. Motion
carried. Time: 11 :45 PM.
