Each member had received minutes of the .•ay 8th meeting and had read them previously. Leer and Lamont moved and seconded to approve the minutes as so presented. Motion carried. Report of Xay 13th Community Advisory Council J�eet.ing was given by N. Enright. There would be some reimoursing for bicycle paths by the State of Mn. J. Ballinger reported that the two pools at Valley Park will oe closed this season. What is the possibility of bussing children from this area to other pools? Lamont asked if it would be legal to either lease or rent Valley Park pools for a nominal fee and City could take care of life -guard and such expenses of their operatign R. VanBellinger of Valley Park,who was in the audience,stated that one of Donnayls pools was in need of some repair, but the other one was new last year. Ballinger was asked to do some research into the legal aspects of the pools and re- port on them at the next meeting. H. Lovelace gave report on Lakeville Council meeting of May 20th. Council wishes 'P R to choose sites for possible tennis courts first; bids for construction will follow. 14r. and Mrs. Richard Sherrie) McCullough presented typed results of a tennis survey they had undertaken amongst Oak Shore householders. 115 homes had been contacted. The results are filed with these minutes, plus a map of where a proposed tennis court might be placed on Co. Rd 46 next to the existing baseball diamond. 'Mrs. McCullough had done some investigating of prices: (l) first company felt they could build two "doubles" for $25,000, in two separate locations, and (2) other company would build three courts for same amount of money, i.e. 'a "double". court in one location and "single" in another location. It was pointed out that there is quite a difference in the building and surfacing of courts. M,r. Ralph Clover, Burnsville Parks Director, is very satisfied with theirs and could be contacted for an opinion. A large contingent from Valley Park was also in the audience. Proposed tennis courts were their interest, also. Remarks from both segements of Lakeville by people who gave their names were; "Valley Park has 1/3 of Population of Lakevi and nigh -child density, Marion Hurienko. ,This man displayed a map drawn in 1y6y where possible tennis courts Might be placed in Valley Park.) Heard also,,were; "need for tennis courts in Valley Park is great", Bridget ,Pikus, "submit requisition for more tennis courts", -R. VanBellinger, "there is a lack of existing facilities for youth in Valley Park",-Pastor Truett, "a long. -range plan should be readied -L. Esswein. It was explained by Chairman L Nelson that a long -range program is in the making for Lakeville -the`' preliminary report due on July 1st. Lamont asked that a recommendation be made to Council that the construc- tion of'tennis facilities at Valley Park be at the proposed site as identified in their plans, and also a tennis facility as proposed by Oak Shores in tr,eir area- -with the idea of getting bids-- relation to population. LeRoy seconded the motion. Ballinger proposed an admendment: tnat priority be based on two things, (1) population, and (2) facilities that -exist already. Erickson seconded. Original motion by Lamont as to recommendation to Council that const ruction of tennis courts be at Valley Park and Oak Shores,as stated at beginning of this paragraph, passed unanimously upon calling the roll. J. Williamson, representing the Lakeville Concerned Citizens group, asked help from P R to protect two existing facilities- -Lake Marion and Orchard Lake. His 'research included a statement that "Lake Phalen would be.'!d -.ad" in 15 years_- mainly from Phosphates carried into the lake by run -off water and our lakes are in'thp same situation." (Copies of June 1)70 'Park and Open Space Study" prepared by Midwest Planners are requested for Committee members.) There is an agency, Minnesota Public Interest Research Group, "MPIRG", that take in cases and advise on matters that pertain to environment. Tnere is a petition being circulated to obtain 500 names to obtain an environment impact study. Mr. Williamson is asking for P R support in protecting our lakes. LeRoy proposed a resolution stating, "we wholeheartedly commend the Lakeville Concerned Citizens in their efforts to protect the lakes of oar city. Upon completion of their independent study by MPIRG, we shall use all our re- sources to work with them to accomplish a cleaner and safer environment for us all.'' Enright seconded the resolution. Resolution carried. Park Study Committee representatives Johnson and Aichinger spoke on need for comprehensive park plan for Lakeville based on priorities, policies, facilities needed from other agencies, general recommendation what other.facilities should be added. It was stated that there is a comprehensive park plan in existence,, Lamont said he needed time to study extensive material and in approximately 1 months could give a more extensive report to Park Study Committee. Erickson motioned to prohibit private boat launching within public park area at Antlers Park. Lamont seconded. Passed unanimously. F. Fredrickson, Chairman of W/S Committee, and O. Frigaard, City Engineer, explained "in detail what plans are being made for Lakeville regarding water and sewer for the next few years--and answered all questions R asked. In view of the lateness of the hour, Chairman Nelson asked if members would attend a special meeting Wednesday, May 2)th, to take care of unfinished business, particularly the city capital improvement program. Next regular meeting will be June 12th. Motion to adjourn at 11 PM by Lamont, 2nd by Erickson. Motion carried. Respectfully submitted, Martha Erickson, Secretary ME1C
