PLANNING COMMISSION MEETING MINUTES
APRIL 7,1994
The meeting was called to order by Chair Holberg at 5:30 p.m. in the City
Hall Council Chambers.
Roll call of members was taken. Present: Luick, Steigerwalt, Holberg,
Miller, Smith. Absent: Whitehouse, Skipton.
Also present: Robert Erickson, City Administrator; Michael Sobota,
Community and Economic Development Director; Jim Walston, City Attorney;
David Licht, NAC.
The minutes of the March 17,1994 Planning Commission meeting were approved
with one correction which should show that Smith was absent instead of
Miller.
ITEM 4
The public hearing to consider the application of the Cit~ of Lakeville for
a minor Comprehensive Plan Amendment to bring the City of Lakeville water
treatment plant site (Improvement Project 94-2) into the Metropolitan Urban
Service Area on land located at 185th Street and Ipava Avenue was opened.
The City Attorney attested that all legal notices had been duly published
and mailed.
.David Licht reviewed the proposed minor Comprehensive Plan Amendment for
the water treatment site. Mr. Licht reviewed the proposed trade of MUSA
property from the County Road 46/I-35 interchange area out of the MUSA and
the proposed treatment site into the MUSA. Mr. Licht reviewed issues
including surrounding property to the treatment plant site and wetlands on
the north. side of the site. Meetings have .been held with the Metropolitan
Council. Mr. Licht recommended approval of the minor Comprehensive Plan
amendment. The Commission held a brief discussion. Mr. Erickson pointed
out that the April 4,19941etter from the Metropolitan Council needs to be
clarified regarding the acreage of the site. There was no public comment.
94.43 Motion was made by Smith, seconded by Luick to close the public hearing.
Roll call was taken on the motion. Ayes: Unanimous.
94.44 Motion was made by Miller, seconded by Smith o recommend approval of the
application of the City of Lakeville for a minor Comprehensive Plan
Amendment to bring the City of Lakeville water treatment plant site
(Improvement Project 94-2) into the Metropolitan Urban Service Area on land
located at 185th Street and Ipava Avenue subject to the planning memorandum
dated March 31,1994 and the draft plan amendment prepared by Northwest
Associated Consultants.
.Roll call was taken on the motion. Ayes: Unanimous.
