HomeMy WebLinkAbout12-08-94 f • CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES DECEMBER 8, 1994 The meeting was. called to order by Chair Holberg at 7:00 p.m. in the City Hall Council Chambers. Roll call of members was taken. Present: Whitehouse, wick Steigerwalt, Holberg, Smith, Miller. Absent: Skipton.° Also present: Robert Erickson, City Administrator; Michael Sobota, Community and Economic Development Director; Tom Scott, Assistant City Attorney; David Licht, Northwest Associated Consultants; Tim Hanson, Assistant City Engineer; Mira Holliday, Recording Secretary. The minutes of the November 17, 1994 Planning Commission meeting were approved as printed. ITEM 4 The public hearing to consider a minor Comprehensive Plan Amendment to alter the boundaries of the 2000 Metropolitan Urban Service Area (MUSA) in order for the Lakeville school district to construct an elementary school onproperty currently outside the MUSA was opened. The City Attorney attested that all legal notices had been duly published. Carl Wahlstrom, Superintendent of ISD 1..94, discussed the site selection for the elementary school proposed to be located on Ipava Avenue, .north of 185th Street and south of 175th Street. David Licht presented. an overview of the proposed Comprehensive Plan amendment to accommodate the proposed elementary school site with sewer and water, outlining the planning report dated December 1, 1994. He explained that in order to bring the site within the MUSA, the City is proposing a land trade, by removing the Airlake Airport safety zone out of the MUSA and adding the school site to the MUSA. He went on to discuss the following: • Background of school property site • Zoning • Comprehensive Plan • MUSA land trade site -MAC property The Commission held a brief discussion, 9 PLANNING COMMISSION MEETING NIINUTES DECEMBER 8, 1994 • PAGE 2 Public Comment: Paul Roberts, 18150 Ipava Avenue, asked if his property could be included inthe 2010 MUSA. Robert Erickson responded that at the current time, the City is not expanding the MUSA for private development. Two recent MUSA expansions involved exchanging institutional land within the MUSA for public purposes j.e. water treatment plan and school site), He further explained the Metropolitan Council regulations allowing individuals adjacent to the MUSA tine to hook up to sanitary sewer if their septic systems were failing. Mr. Roberts also requested that the speed limit on Ipava Avenue be decreased. Staff explained that speed. limits are established by MNDOT, but the City will make every effort to encourage the change when the school is built. 94.179 Motion was made. by Smith, seconded by Steigerwalt to close the public hearing. Roll call was taken on the motion.. Ayes: Unanimous. The Commission discussed with Mr. V1/ahlstrom the following: • Architect that will be used for the new school • Construction management for the project • Design of new school • Planned adjacent trail-and bike paths to be constructed when Ipava is widened 94.180 Motion was made by Miller, seconded by Whitehouse to recommend approval of a minor Comprehensive Plan Amendment to alter the boundaries of the 2010 Metropolitan Urban Service Area (MUSA) in order for ISD 194 to construct an elementary school on property currently outside the MUSA subject to the panning report dated December 1, 1994. Roll call was taken on the motion. Ayes: Unanimous. UNFINISHED BUSINESS The Commission held a discussion regarding what they felt were the greatest accomplishments for the year.
