HomeMy WebLinkAbout03-18-93 i' l CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES MARCH 18,1993 The meeting was called to order by Chair Holberg at 7:00 p.m. in the City Hall Council Chambers. .Roll call of members was taken. Present: Whitehouse, Steigerwalt, Forsberg, Holberg, Whittingham, Smith, Miller. Also present was Robert Erickson, City Administrator; Jim Walston, Assistant City Attorney; David .Licht, Northwest Associated Consultants; Michael. Sobota, Community and Economic Development Director; Daryl Morey, Assistant Community and Economic Development Director; Mira Holliday, Recording Secretary. The minutes of the February 1$,1993 Planning Commission meetingwere approved as printed. Chair Holberg, on behalf of the Commission, welcomed new Commission member Carl Forsberg. ITEM 4 David Licht of Northwest Associated Consultants reviewed a draft report regarding proposed ordinance changes for growth management. His discussion included the following; - Lot requirements: - R-1 interior and corner lot width area and side yards proposed to be increased - R-2 interior and corner lot width area. and side yards proposed to be increased:. - R-3 no changes, limited use per 1988 City Comprehensive Plan Update - Two family and above districts. Base district lot sizes .suggested for modification. - Grandfather rights: New regulations would only apply to new plats after the present moratorium ends. - PUD: The PUD conditional use permit is suggested as being dropped from R-1, R-2 and R-3. Environmental Preservation: - - Wetlands.- To be covered under new State regulations, but City Ordinance should remove wetlands from lot area calculations - Forestation - Add a requirement that all projects not part of a platting action must also do tree preservation plans. - New wetlands regulations and NURP requirements may require additional tree removal. • - Slopes -areas of 3 to 1 slopes are recommended to be dropped from lot size calculation. - Buffer yard provision for major streets to be restated in zoning text • PLANNING COMMISSION MEETING MINUTES MARCH 18,1993 PAGE 2 - Off-Street Parking: - Three car garages -all site plans to show capability. - Space requirements. -increase four unit and above buildings to 2.5 spaces per unit. - Dimensions -Increase stall size from a width of 8.5 feet to 9 feet. Make allowances for compact car parking spaces. - Future Building Expansion: - Decks and porches -.require demonstration of capability to make such additions at time of building permit. - Minimum Floor area per dwelling: - Size.-let market dictate - Reduction provision with a conditional use permit -add for legal protection. - Subdivision ordinance • - Sketch plan: Expand initial plat review stage for long range planning and coordination. - Premature subdivision clause -expand and update - Design standards: - Irregular lots -require demonstrated construction capability. - Major street buffers -addition of 20 foot buffer yard easements for screening and landscape purposes and would be excluded from minimum lot area calculations. - Cul-de-sacs -document criteria for utilization and increase lot width by 25 percent. - Wetlands - should be placed in outlots. - Protected areas -expand coverage based on City policies. - Tree preservation develop a policy statement on evaluation criteria. - New amendments to subdivision ordinance were referenced - Comprehensive Plan Mr. Licht stated the Strategic Growth Management Task Force reviewed the draft report on March 4,1993, the Environmental Affairs Committee on March 16,1993, and the Economic Development Commission will review the report on March 23,1993. PLANNING COMMISSION MEETING MINUTES MARCH 18, 1993 PAGE 3 The Planning Commission held a discussion which included: - Protected areas -slopes over 18% - Grandfather rights for existing lots - Possibility of increasing the R-1 lot size - Maximum size for trees not to be cut - Fewer trees cut for street construction - Tree preservation on lots after home construction - Sideyard setbacks on R-4 and R-5 lots - Future additions/decks - Easements vs. autlots 92.37 Motion was made by Whitehouse, seconded by Miller to recommend approval of the recommended zoning and subdivision ordinance modifications as presented. Roll call was taken on the motion. Ayes: Unanimous. :92.38 Motion was made by Steigerwalt, seconded by Whittingham to recommend that the moratorium on residential plats be extended to December 31, 1993.
