PLANNING COMMISSION MEETING MINUTES
OCTOBER 7, 1993
The meeting was called to order by chair Holberg at 7:00 p.m. in the City
Hall Council Chambers.
Roll call of members was taken. Present: Steigerwalt, Holberg,
Whittingham, Smith, Whitehouse. Absent: Luick, Miller.
Also in attendance: Robert Erickson, City Administrator; Michael Sobota,
Community and Economic Development Director; Jim Walston, Assistant City
Attorney; Frank Dempsey, Associate Planner.
The minutes of the September 1b, 1993 Planning Commission meeting were
approved as printed.
ITEM 4
The public hearing to consider the application of the City of Lakeville for
a conditional use permit to allow the expansion of the police station
located at 20110 Holyoke Avenue was opened. The City Attorney attested
that all legal notices had been duly published and mailed.
Frank Dempsey presented an overview of the proposed conditional use
• permit. He noted the expansion is fora 6,500 square foot addition onto
the existing 5,000 square foot police station. Improvements will include.
new offices, rest roams, and expanded parking area east of the building.
He noted that the- site plan included a proposed accessory garage in the
northeast part of the parking lot as an accessory building and the proposed
addition of a four stall attached garage. Mr. Erickson indicated that
depending on bids, the garages may or may not be built.
Mr. Dempsey reviewed the planning report of September. 2$, 1993, noting that
a government building requires a conditional use permit within an R-2
zone. He noted. that the screening of the parking area should include
spruce trees along the east parking lot boundary to provide screening when
the property to the east develops as residential He stated that staff
recommends approval of the conditional use permit subject to two
stipulations listed in the planning report.
The Commission held a discussion which included parking for police cars and
seized vehicles, possible future expansion of the detached garage, current
interior parking within the northeast part of the existing building, and
exterior treatment of the proposed accessory garage.
93.154 Motion was made by Smith, seconded by Whitehouse to close the public
hearing.
Ro11 call was taken on the motion. Ayes: Unanimous.
• The Commission added a third stipulation to the planning report as follows:

3. The exterior of the detached garage shall be complementary colors to
the main building and meet Zoning Ordinance requirements.
93.155 Motion was made by Whitehouse, seconded by Smith to recommend approval of
the conditional use permit to allow the expansion of the police station
located at 20110 Holyoke avenue subject to the findings of fact, the
September 28,1993 planning report as amended and the October 1, 1993
engineering report.
Roll call was taken on the motion. Ayes: Unanimous.
Unfinished Business.
Commission members questioned the vegetation plan for the storm water pond
at the new high school at Dodd Boulevard. Mr. Sobota stated he would check
the planning files to determine if the School District was to plant
vegetation and inform the Commission.
New Business.
Staff discussed proposed sign variances that will be presented at the
• special Planning Commission meeting to be held on October 14, 1993. These
included the setback variances for businesses along Trunk Highway 50 and
the height variance for the Cracker Barrel Restaurant proposal at Trunk
Highway 50 and I-35.
Staff noted the up-coming joint meeting with the Environmental Affairs
Committee, Parks and Recreation Advisory Committee and Economic Development
Commission at 7:00 ~.m. on October 14, 1993 to review the proposed Zoning.
and Subdivision Ordinance changes as recommended by the Strategic Growth
Management Task Force.
Chair Holberg adjourned the meeting at 8:30 p.m.
