HomeMy WebLinkAbout02-20-92 CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES FEBRUARY 20,1992 The meeting was called to order by Chair Steigerwalt at 7:00 p.m. in the City Hall Council Chambers. Roll call of members was taken. Present: Whitehouse,. Holberg, Steigerwalt, Whittingham, Smith, Miller. Absent: O'Donnell. Also present was Robert Erickson, City Administrator,. Roger Knutson, City Attorney; Michael Sobota, Community and Economic Development Director, Daryl Morey, Assistant Community and Economic Development Director; Alan Brixius, Consulting Planner; Mira ~-iolliday, Recording Secretary. The minutes of the February 6,1992 Planning Commission meeting were. approved as written. The public hearing to consider the application of Independent School District 194 for the preliminary and final pplat of two lots to be known as .Lakeville High School Addition and for the vacation of a portion of 201st .Way (a/k/a 1st Street), a portion of Isis Path (a/k/a Taft Avenue), and an adjacent alleyway all on land located on the west side of Dodd Boulevazd, south of 192nd Street and northeast of T.H. 50 was opened. The City Attorney attested that all legal notices had been duly published and • mailed. The plat submitted by ISD 194 also included the proposed athletic stadium detailed site plan pursuant to the adopted condirional use permit. Robert Erickson discussed a list of specific plat issues which need to be addressed by the School District. He recommended that the item be tabled. Kevin Sullivan, representing ISD 194 was present and addressed. questions regarding the stadium site plan. A brief discussion was held concerning bicycle racks to be installed on the school site and safety issues related to the drainage ditch between the high school and the existing elementary school. 92.20 Motion was made by Miller, seconded by Smith to table the public hearing for the preliminary plat and vacation of streets and alley. Roll call was taken on the motion. Ayes:. Unanimous. The public hearing to consider the application of Independent School District 194 for an amendment to Conditional Use Permit No. 90-05 to allow the construction of a swimming. pool/gymnasium addition and a portable ; classroom expansion at Lakeville Senior High School on land located at 19455 Kenwood Trail was opened. The City Attorney attested that all legal notices had been duly published and mailed. Alan Brixius reviewed the proposed amendment, outlining the planning report of February 7,1992. Discussion included: - Background - Setbacks PLANNING COMMISSION MEETING MINUTES FEBRUARY 20,1992 Page 2 - Building height - Parking - Building materials - Lighting Sewer and water connection charges Parking Future permanent classrooms Mr. Brixius recommended approval of the requested swimming pool addition and three additional temporary classrooms, subject to 8 conditions listed in the planning report. Dan Mehleis of ISD 194 explained the need for additional portable classrooms at McGuire Jr. High and Lakeville Senior High, the timetable for their removal, and the future renovation that will take place at these .schools. The Commission held a discussion which included: - Need for a swimming pool at the existing high school, and the comparison between the existing McGuire pool and the proposed high school pool. - Access/egress to proposed swimming pool. - Bus access/drop-off points for swim teams attending competitions - Com~ahbility between the existing building facade and the pool. addition facade. - Completion date of fool (June 1993). - Access points for visiting sports teams to locker rooms - Construction date for T.H. 50 improvements (1993). - Availability of McGuire Junior High pool during remodeling process. - Need for bike racks at existing senior high school - Use of proposed gym above the locker room area in the new addition. - Future access to high school after T.H. 50 is upgraded. - Handicapped accessibility. 92.21 Motion was made by Whitehouse, seconded by Smith to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 92.22 Motion was made. by Holberg, seconded by Whittingham to recommend approval. of the application of Indeppendent School District 194 for an amendment to Conditional Use Permit No. 90-05 to allow the. construction of a swimming pool/gymnasium addition and a portable classroom expansion at Lakeville: SSenior High School on land located at 19455 Kenwoo Trail subject to the planning report of February 7,1992 and the findings of fact. i Roll call was taken on the motion. Ayes: Unanimous. • PLANNING COMMISSION MEETING MINUTES FEBRUARY 20,1992 Page 3 The public hearing to consider the application of Independent School District 194 for an amendment to Conditional Use Permit No. 91-01 to allow a portable classroom expansion at McGuire Junior Hi School on land located at 21220 Holyoke Avenue West was opened. The City Attorney attested that all legal notices had been duly pubhshed and mailed. Alan Brixius reviewed the proposed amendment, outlining the planning report- of February 4,1992. His discussion included the following: - Background. - Building appearance. - Building height. - .School renovation. - Parking. Sidewalks. - Setbacks. - Screening/landscaping. Classroom removal. Mr. Brixius recommended approval of the requested conditional use permit amendment subject to the conditions listed in the planning report. The Commission held a discussion which included: - Color of the portable classrooms. - Possibility of plumbing in portable classrooms. - Fire exits. 92.23 Motion was made by Whitehouse, seconded by Miller to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 92.24. Motion was made by Miller, seconded by Whittingham to recommend approval of the application of Independent School District 194 for an amendment to Conditional Use Permit No. 91-01 to allow a portable classroom expansion at McGuire Junior High School on land located at 21220 Holyoke Avenue West subject to the planning report of February 4,1992 and the findings of fact. Roll call was taken on the motion. Ayes: Unanimous. There was no unfinished business. Under new business, the Commission and staff discussed residential growth trends and building permit statistics, number of platted lots currently being processed, and progress of the Strategic Growth Management Task Force. 92.25 Motion was made by Miller, seconded by Whittingham to adjourn the meeting.
