PLANNING COMMISSION/ENVIRONMENTAL AFFAIRS COMMITTEE MEETING
JULY 30, 1992
The meeting was called to order by Chair Steigerwalt and. Chair Mestad at
7:10 p.m. in the. City Council Chambers.
Roll call of Environmental Affairs Committee members was taken. Present:
Mestad, Emond, Nicholson, Lundahl, Tracy, Bonde. Absent: Goodwin.
Roll call of Planning Commission members was taken. Present: Whitehouse,
Steigerwalt, Holberg, Miller, Whittingham. Absent: O'Donnell, Smith.
Also present was Robert Erickson, City Administrator; Michael Sobota,
Community and Economic Development Director; Jim Walston, Assistant City
Engineer; Nels Nelson, Barr Engineering; Alan Brixius, Northwest Associated
Consultants; Jeff Oliver, Assistant Engineer, Jim Robinette, Public
Works/Environmental Resources Director; Steve Kernik, Dakota County Soil
and .Water Conservation District; John Hennen, Planning Assistant; Mira
Holliday, Recording Secretary.
Independent School District 194 was represented by Carl Wahlstrom,
Superintendent and School Board Member John Bergquist.
Representatives of the Crystal Lake Golf Estates project team were as

Michael Sobota presented a brief introduction and explanation of the agenda
for the evening. .The meeting was then turned .over to Jeff Hultgren,
President, Freeborn Mower, Ltd.
Mr. Hultgren referenced the amended Planned Unit Development Concept Plan
submittal and Grading Permit Application dated July 22, .1992, and
introduced individual members of the Crystal Lake Golf .Estates .project
team, explaining the role of each.
Garrett Gill and Paul Miller of Williams, Gill and Associates, golf course
architects, reviewed the golf course description, clubhouse and maintenance
facility, routing plan and the 12th hole design.
Jeff Knutson of Glenn Rehbein Excavating, Inc. provided an overview of the
golf course construction.

Tim Whitten, Whitten Associates, architect for the residential areas,
discussed the residential and architectural planning. He also discussed
house designs, stating the three builders for the project will be Rottlund
Homes, Dahle Brothers, and Robert L. Clark Construction, Inc. Mr. Whitten
made an in depth presentation on the design of the townhouse cluster
housing, describing layout, driveways, private entrances and exterior
design.
Todd Stutz of Rottlund Homes discussed the marketability of the townhouse
cluster housing. Mr. Stutz indicated they had received 102 reservations to
date.
Warne Tauer of Pioneer Engineering discussed the layout of streets,
utilities, grading, and drainage.
Tom Larson of Briggs and Morgan discussed the Wetland Systems Impact Plan
(WSIP), prairie restoration and tree preservation. He referred to the
engineering report by Jeff Oliver dated July 21, 1992, stating the
developer felt a three year warranty period, rather than a five year
warranty period for the wetland mitigation was more reasonable.
Paul Miller of Williams Gill Associates discussed. the modification to the
• tree preservation plan, stating 29 trees are proposed to be removed, rather
than 59 as previously noted. He addressed the prairie and wetland.
restorations in more detail.
Tim Whitten, along with Wayne Lamoreaux, discussed the trails and sidewalk
plan.
Tim Whitten and Jeff Hultgren discussed the proposed changes in the
development phasing plan.
Tim Whitten .discussed directional and monument signage, i.e. materials,
color and scale. He also addressed mailboxes, post lights and street
lights.
Kevin Berg of Briggs and Morgan discussed protective covenants for the
...single family housing, townhomes and golf course.
A five minute break was taken.
The Environmental Affairs Committee reviewed .the golf course grading,
drainage and tree preservation plan.
In response to questions raised by the .developer and EAC members,
Nels Nelson of Barr Engineering discussed the issue of prairie and
wetland restoration, referring to his report dated July 22,1992.

Steve Kernik of the Dakota County Soil. and Water Conservation District
discussed preliminary grading plans for single family housing and
townhomes, referencing his report and recommendations of July 22, 1992. He
also discussed the final grading, drainage and erosion control plans for
Crystal Lake Golf Estates, and the lining of the north. ponds, referencing
his report of July 22,1992.
Wayne Lamoreaux of Pioneer Engineering stated he had met with Pat Lynch of
the DNR who stated there would be no permits required by the DNR. Jeff
Oliver stated that he understood from Mr. Lynch that a permit would... be
required if structures were installed in wetlands, i.e. bridge crossings.
.The Environmental Affairs Committee discussion included the following:
- Prairie restoration (five year guarantee rather than three}
- Security to guarantee wetland restoration
- DNR permits
- Nutrient runoff into North Creek from catch basins through the lines
- Use of herbicides on the golf course
- Drain the installation and disabling
- Ponding of storm water '
- Tree preservation plan and availability of tree wound dressing on site
• _ Landscaping plan for area adjacent to school property
Designated entrances for construction equipment
- Disposal of trees to be removed
- Mitigation plan
- Methods for removal of non-native invasive species
- Si~nage regarding keeping out of prairie area
- Directional signage
- Water quality
- Tree preservation
- Existing cattail area
Mr. Lundahl stated than because of the large size of the project, a
recommendation should be made that frequent field examinations be made by
the Dakota County Soil and Water Conservation District during grading.
Whitey Whitehouse of the Planning Commission expressed concern over the
possibility of purple. loose strife taking: over the ponding area. Mr.
Erickson stated staff would invite Mr. Ron Bowen, President of Prairie
Restorations,. Inc. to attend an upcoming Environmental Affairs Committee
..meeting to discuss such issues.
92.25 Motion was. made by Lundahl, seconded by Bonde to recommend approval of the
.proposed minor amendment to the Wetland Systems Impact Plan subject to the
Dakota County Soil and Water Conservation District report of July 22, 1992
with the additional stipulation that City staff work with the developer
• regarding the wetland mitigation warranty/security issue.
Roll call was taken on the motion. Ayes: Unanimous.

92.93 Motion was made by Nicholson, seconded by Emond to recommend approval of
the Crystal Lake Golf Course grading, drainage and tree preservation plan,
.subject to the Dakota County. Soil and Water Conservation District report of
July 22, 1992, with the addition of the establishment of a construction
equipment mobilization area; and direct the City Engineering Department to
address the grading .and ponding schedule.
Rolf call was taken on the motion.. Ayes: Unanimous.
A five minute break was taken.
Planning Commission Chair Steigerwalt opened the public hearings #or the
following:
A. Amendment of planned unit development concept plan for a golf course
.and residential community.
B. Rezoning .from R-7, High Density Residential District and R-2 Single
Family Residential District to PUD on land located south of County
Road 46 and east of Ipava Avenue.
C. Vacation of Illinois Avenue from County Road 46 to 162nd Street West.
The City Attorney attested that all legal notices had been duly published
and mailed.
.Chair Steigerwalt opened the. hearing for public comment.
Carl Wahlstrom of ISD 194 expressed appreciation to the developer and City
for consideration given to the School District, especially in regard to the
redesign of Hole #12. He stated the School District is in support of the
redesign.
Mitzie Ellis of Walnut Ridge expressed her concern over golf course traffic
that might travel through the Walnut Ridge area. She went on to state that
she would like to see the Walnut Ridge subdivision and Crystal Lake Golf
Estates be combined as one community. and known as Crystal Lake Golf
Estates.
AI Hariem stated he would also like to see the two neighborhoods combined.
He also stated he would like to see designated construction entrances.
The Planning Commission held a discussion which included:
- Speed limit on Lac Lavon Drive
- Cart. crossing on Lac Lavon Drive south of County Road 46
- Erosion control
• - Tree preservation
Signage
- Trails and sidewalks
- Covenants (wording should be added stating City is not arbitrator)
Visitor parking in townhouse area
- Parking of recreational vehicles

- Playground area
- Phasing of the project
- Clubhouse facilities (i.e. food, liquor}
- Landscaping adjacent to elementary school
Robert Erickson stated that the signage issue will need further review by
staff and that no recommendation should be made regarding that. issue at
this meeting.
The developer .indicated no plans are being made for the clubhouse to .apply
for. a liquor license.
The Commission members stated they feel the Crystal Lake Golf Estates is a
quality project and will be an asset to the City.
92.94 Motion was made by Miller, seconded by Holberg to close the .public
hearings.
Roll call was taken on the motion. Ayes: Unanimous.
92.95 Motion was made by Holberg, seconded by Miller to recommend approval of the
amendment of the Crystal Lake Golf Estates PUD concept plan (excluding
signage) subject to the planning report of July 24, 1992, the engineering
report of July 22, 1992, the recommendations of the Dakota County Soil and
Water Conservation District and the recommendations of the Environmental
Affairs Committee.
Roll call was taken on the. motion. Ayes: Unanimous.
92.96 Motion was made by Whitehouse, seconded by Whittingham to recommend
approval of rezoning from R-7, High Density Residential District and R-2
Single Family Residential District to PUD on land located south of County
Road 46 and east of Ipava Avenue.

92.97 Motion was made by Whittingham, seconded by Whitehouse, to recommend
approval of the vacation of Illinois Avenue from County Road 46 to 162nd
Street West subjectto the planning report of July 24,1992.

92.98 Motion was made by Miller, seconded b~ Holberg to recommend approval of the
grading, drainage and tree preservation plan subject to the planning. report
of July 24, 1992,. the engineering report of July 22, 1992, the T'3akota
County Soil and .Water Conservation District report of July 22, 1992. and
recommendations of the Environmental Affairs Committee.
