HomeMy WebLinkAbout06-03CITY OF LAKEVILLE PARKS, RECREATION, AND NATURAL RESOURCES COMMITTEE Minutes for meeting on: June 3, 2009 ITEM 1 Call to order The meeting was called to order in the Council Chambers at 6:00 p.m. ITEM 2 Roll call Committee members present were: K. Miller, J. Peterson, H. Lovelace, Tom Goodwin, Scott Kelly, Bob Boerschel, and J. Hayes. P. Messinger was absent. Also present was Parks and Recreation Director Steve Michaud. ITEM 3 Approval of the May 20, 2009 meeting minutes The minutes of the May 20, 2009 Parks, Recreation and Natural Resources Committee meeting were presented. They were approved as written. ITEM 4 Citizen comments There were no citizens present. ITEM 5 Staff reports and summary of current projects There were no questions concerning staff reports. However, staff reported a developing issue concerning the schools' notification to 4,000 residents of their new walking to school and bussing policy. Staff explained that several residents were calling City Hall concerned about safe routes to various schools throughout Lakeville. Unfortunately, due to the new walking or pay policy, certain areas in Lakeville do not have trails and most likely will not have trails before school starts again in the fall. Staff is working with a couple of principals at area elementary schools to evaluate certain intersections and crosswalks Any requests that require funding are presently not in the budget. Staff will keep committee members informed as this item progresses. ITEM 6 181 Street Park and Ride preliminary and final plat Staff reviewed the engineering and planning reports prepared to evaluate the Cedar Avenue Park and Ride Project. Staff explained that due to state statute, payment of park dedication fees is exempt and there will not be fees associated with this planning action. Mac Cafferty explained the drainage and ponding issues as there are no trees or wetlands on the site being affected. (09.11) Motion made by J. Peterson and seconded by H. Lovelace for the Parks, Recreation and Natural Resources Committee to recommend approval of this plat to City Council. The developer will have to escrow the appropriate funding for the future construction of a 10 -foot trail along the east side of Cedar Avenue adjacent to the project. The developer is required to follow any other recommendation outlined in the Planning and Engineering reports as they pertain to this plat. The developer is also required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage, and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes -7 Nays -0 Motion passed. ITEM 7 Unfinished business There were no items to discuss. Parks, Recreation and Natural Resources Committee Page 2 June 3, 2009 ITEM 8 New business There was a considerable discussion concerning the lack of lacrosse fields servicing the Lakeville lacrosse youth program. Staff explained the priority system for scheduling fields, in particular soccer fields for the Lakeville Soccer Association. Staff further explained that we are doing all we can to find fields to accommodate the growth in this program. Additional fields at other locations are still being pursued and hopefully will be allowed to be used for the summer lacrosse program. ITEM 9 Announcements The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for July 1, 2009 at 6:00 p.m. at City Hall (Council Chambers).
