PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
January 8, 2003
ITEM #1. CaII to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members R. Boldus, J. Berg, C. Skeps,
T. Goodwin, J. Volimas and H. Lovelace. Also present were Parks and
Recreation Director Steve Michaud, Andi Moffatt of WSB Associates,
Environmental Resources Coordinator Mac Cafferty and Recording
Secretary Pat Vinje. Unable to attend was P. Messinger.
ITEM #6. Election of Officers.
03.01 Motion by Goodwin and seconded by Lovelace to elect Bob Boldus as
Chair of the Parks, Recreation and Natural Resources Committee for 2003,
John Berg as Vice -Chair of the Parks, Recreation and Natural Resources
Committee for 2003, Carl Skeps as. Secretary of the Parks, Recreation and
Natural Resources Committee for 2003.
Ayes -6 Nayes -0
Motion Passed.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee minutes of December 18, 2002.
The minutes of the December 18, 2002 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen comments.
There were no citizens present at the meeting.
ITEM #5. Staff reports and summary of current projects.
The maintenance staff are continuing efforts to build ice at all rink sites.
A 70 -foot Cortan pedestrian bridge was delivered and installed
connecting Village Creek development and downtown area residents on
January 7.
Dakota County Sheriff's Department closed Lake Marion and Orchard
Lake to all motorized traffic due to hazardous ice conditions and open
water adjacent Antlers Park.
ITEM #7. Review Dakota Electric substation plan located east
of Dodd Pointe Park.
Dakota Electric is proposing the construction of a new substation to be
located east of Dodd Pointe Park. Sue Pariseau, Dakota Electric Project
Manager, discussed the project with the committee. The proposed

substation will be located behind the wooded area adjacent Dodd Pointe
Park. The site is proposed to have a 7 -foot high chain Zink fence with
barbed wire on two sides and a masonry wall as high as 9 feet on the west
and north sides. The entry gate will be iron with 4" slats. Area residents
have requested consideration of fencing along the east side of the
playground at Dodd Pointe Park. The fence would act as a deterrent to
children wandering easterly towards the proposed substation.
Member Skeps agreed with the residents concerns about children at the
playground and supported the idea of requiring a fence along the east side
of the playground.
This site was preferred by Dakota Electric and City staff. Further
discussion focused on fencing the substation with masonry walls. Member
Berg suggested a masonry wall be constructed on all four sides as
opposed to two sides.
03.02 Motion by Skeps and seconded by Goodwin to support the concept of
selling city owned property for the purpose of Dakota Electric constructing
a substation located east of Dodd Pointe Park with the stipulation of
requiring a vinyl coated fence to be placed along the entire east side of
Dodd Pointe Park.

Motion Passed.
Committee member Berg voted naye due to his concern the entire Dakota
Electric substation should be enclosed with a masonry wall, not just two
sides.
ITEM #8. Continue review of Wetland Management Plan.
Andi Moffat and Mac Cafferty had met with members of the subcommittee
to further discuss the proposed Wetland Management Plan. All items
previously discussed were clarified and the committee was pleased with
the document. They expressed appreciation to Mac Cafferty and Andi
Moffat for their hard work and are thrilled to have a thorough Wetland
Management Plan which reflects the basic principles of the City of
Lakeville's philosophy. In addition, the committee extended a special thank
you to the former Environmental Affairs Committee members for their
contribution to this plan.
03.03 Motion by Goodwin and seconded by Skeps to recommend City Council
consider authorizing the distribution of the City of Lakeville's Wetland
Management Plan.

ITEM #9. Review of Park Dedication Ordinance Fees.
In February of 2002, City Council approved increasing the residential per
dwelling unit fee from $1,500 per dwelling unit to $1,585. This was the first
increase since May of 2000, approximately 21 months. The City Council
recently approved an increase for certain fees and charges by 2.6% based
on the recommendation of the City Engineer. Staff is recommending the
committee consider a similar 2.6% increase to the existing residential
dwelling unit fee. The new residential fee would cover single- family and
multi- family dwelling units. An increase of 2.6% would increase the
existing $1,585.00 per dwelling unit $40.00. The proposed new fee would
be $1,625.00. The revised fee will apply to plats that have not received
preliminary plat approval as of January 21, 2003. All existing preliminary
and final plats will pay the existing fee. The proposed ordinance
amendment would be effective immediately upon passage by City Council
and publication in the Thisweek Life and Times newspaper.
03.04 Motion by Berg and seconded by Skeps to recommend City Council
consider approval of an increase for the residential park dedication fee
from $1585 to $1625 per dwelling unit.

ITEM #12. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for January 22, 2003 at 6:00 PM in the Council
Chambers.
