SEPTEMBER 21, 2009
Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of
allegiance to the flag was given.

Presentations /Introductions
Chief Vonhof presented a Chief's Award of Merit to Karen Billings,
who was first to come upon the scene of a motor vehicle accident.
She called 911 and attempted to pull an injured driver from a
burning vehicle. Chief Vonhof then presented the Lakeville Police
Department Medal of Merit to Officer Sandy Thoeny in recognition
of her professionalism and quick action in assisting the accident
victim. Officer Thoeny pulled the injured driver from the area next
to the burning vehicle, likely saving his life. The accident victim,
Shane Johnson, expressed his thanks to Officer Thoeny for her
heroic actions.
Brenda Visnovec introduced Jim Griffin of Wirtz Beverage, who
presented a $2,500 donation to the Lakeville Fire Department on
behalf of Beam Global.
Parks Recreation Director Steve Michaud presented the August
monthly report of the Parks Recreation Department.

Chief Vonhof presented the August Police Department monthly
report.
Consent Agenda
Mr. Mielke stated that the performance contracts with New Folk
Booking for The Galactic Cowboy Orchestra and Billy McLaughlin's
Simple Gifts (Item 6c) need to be changed and are not ready for
approval this evening. He recommended the two contracts be
removed from the consent agenda and tabled until the October
5th meeting.
09.62 Motion was made by Rieb, seconded by Swecker to approve the
consent agenda items as follows:
a. Claims for payment.
b. Minutes of the September 8, 2009 City Council meeting and
the September 14, 2009 Special Council meeting.
c. Agreements with Monroe Crossing and Schiffelly Puppets for
performances at the Lakeville Area Arts Center.
d. Receive application of Brian Wheeler, d.b.a. Baldy's BBQ, for
a wine and on -sale 3.2% malt liquor license at 11276-210th
Street West; and call a public hearing to be held on October
5, 2009.
e. Receive application of Molly Cool's of Lakeville, LLC, for an
on -sale and Sunday liquor license at 17516 Dodd Boulevard;
and call a public hearing to be held on October 5, 2009.
f. Resolution No. 09 -79 receiving bids and awarding contract for
construction of Fieldstone Park, Improvement Project 09 -08.

Table approval of agreements with New Folk Booking until the
October 5, 2009 City Council meeting.
Resolution No. 09 -80 accepting donation from Beam Global.
