Planning Commission Work Session

Marion Conference Room
The Planning Commission work session commenced at 6:35 p.m. in the Marion Conference
Room at City Hall.
Commissioners Present: Chair Davis, Adler, Drotning, Glad, Grenz, Lillehei, and ex- officio
Bussler.
Staff Present: Planning Director Daryl Morey, Associate Planner Allyn Kuennen, and Planning
Consultant Daniel Licht of NAC.
Also Present: Todd Bornhauser, Lakeville Area Chamber of Commerce.
2009 Zoning Ordinance Update (Sections 18, 21 and 23)
Chair Davis opened the work session.
Daniel Licht reviewed his August 14, 2009 memo. The Planning Commission made the
following comments:
1. Under Section 11- 21 -9.A, modify the wording to read "that use shall provide screening
along the property line abutting any property in the residential district. Screening shall
also be provided on the side of a commercial, industrial or institutional use across the
street from a residential district
2. Directed staff to revise the wording under Section 11 -23 -5 to allow a sign to be
maintained and the sign face to be changed without a permit provided the sign is not
increased in size, height or intensity and provided the setback is not reduced.
3. Directed staff to review the wording under proposed Section 11- 23- 15.Z.2.c regarding
whether the removal of the temporary signs and flags for new subdivisions should be
tied to building permits or occupancy permits. Further directed staff to allow the
temporary signs and flags for new subdivisions under the same timeframe as will be
allowed for model homes when Chapter 27 of the Zoning Ordinance is considered as
part of the Zoning Ordinance update.
4. Under Section 11- 23- 19.G.2.c(2), replace "property line" with "sign location
Commissioner Drotning requested that staff provide an exhibit showing how the parking lot for
his business (Crystal Lake Automotive) would meet the parking lot landscaping requirements
proposed by Section 11- 21- 9.D.2.
Commissioner Drotning also requested that the Planning Commission reconsider staff's
proposal to allow electronic changeable copy signs only for City and School District facilities at
the next work session. Chair Davis agreed to allow additional discussion by the Planning
Commission on this issue for a period not to exceed 10 minutes at the work session scheduled
for September 17, 2009.
