Reminder: There is no regular EDC Meeting in October. EDC Members are
encouraged to attend the Manufacturers Event on October 27 at the Holiday
Inn Suites.
The following is the Director's Report for October of 2009.
2009 Manufacturing Week Events
City of Lakeville
Community and Economic Development
The State of Minnesota has declared October 26 -30, 2009 as Minnesota Manufacturing
Week. EDC members Jack Matasosky and Jeannie Schubert attended the October 19 City
Council meeting to accept the proclamation from the Mayor and City Council proclaiming
this as Manufacturers Week in the City of Lakeville.
This year the City will be hosting a Manufacturers Exchange event on Tuesday, October
27 at the Holiday Inn Suites from 4 -7 p.m. It is hoped that this event will allow
business owners in the Industrial Park to network with other businesses in the Park. The
businesses will be provided with a City proclamation and manufacturers will also receive
certificates from the Governor.
Development Update
Molly Cool's Seafood Tavern is scheduled to open in the former Copper Bleu building on
Friday, October 23r Premier Restaurant Management is opening the first location of their
new restaurant concept in the Twin Cities at this location. They currently operate this
concept at a location in Milwaukee, WI. Molly Cool's will be somewhat similar to Stella's
Fish Cafe in the Minneapolis Uptown area but will not be quite as upscale. The Copper Bleu
building was purchased by Tim Hasse in December of 2008 and the building is being leased
to Premier Restaurant Management.
The new Ace Hardware Store currently under construction in Downtown Lakeville has
recently been enclosed. This new 16,000 square foot store is located across Holyoke
Avenue from the existing Ace Hardware store. Construction is expected to be completed by
December.
The new Green Planet Car Wash located at Dodd Blvd. and Heritage Drive has also
recently been enclosed. This new automatic environmentally friendly car wash with multiple
detail bays is also scheduled to be completed by December.
The new Highview Hills Senior Living Community held its Grand Opening Event on
October 22n This 153 unit senior development will offer independent, assisted living units
along with memory care units and care suites. This facility is owned and will be operated by
Walker Methodist. This development will offer housing choices to Lakeville area seniors that
were previously not available in our Community.
Crossroads Crossing is an 87 unit project that has also recently been completed by the
Dakota County CDA and is located near Cedar Avenue and Dodd Blvd. behind the
Crossroads Shopping Center. This project will offer affordable rental housing to seniors who
will enjoy the convenience of being located near a number of commercial retail and service
businesses. A grand opening event is being scheduled for December.
Transportation Projects Update
The new Kenrick Avenue Park and Ride opened for service on Monday, September 28
The initial service that will be provided at this facility will consist of six a.m. express trips to
Downtown Minneapolis and six p.m. trips back to Lakeville.
A round about is currently under construction at Kenrick Avenue and 175 Court. This
intersection improvement is being completed by the Metropolitan Council to improve the
increased traffic levels on this street that are being anticipated as a result of the new
Kenrick Avenue Park and Ride.
Construction is continuing on the Lakeville Cedar Avenue Park and Ride facility which
will be a 190 space surface parking lot along Cedar Avenue at 181 Street which is
approximately 1/4 mile south of the Cub Foods. The estimated completion of this facility is
October 30 however, it is dependent on the weather. Transit Service in Lakeville on
Cedar Avenue also began on September 28 This transit service is being operated out of
the Crossroads Church parking lot on a temporary basis until the Park and Ride facility on
Cedar Avenue is completed. There will be five express trips to Downtown Minneapolis with
a stop at the Apple Valley Transit Station in both the a.m. and p.m. from this facility.
The reconstruction of Holyoke /Highview Avenue between Heritage Drive and Dodd
Boulevard was recently started. This project, which is being funded with federal American
Reinvestment and Recovery Act funds, involves the removal of all of the existing pavement
and replacement with new pavement. Local contactor McNamara Contracting Inc. was
recently awarded the contract for this project and construction of the majority of the project
is expected to be completed this year.
Building Permit Report
The City issued building permits through September with a total valuation of $52,717,991.
This compares to a total of $99,195,685 for the same period in 2008. Included in this
valuation were commercial and industrial permits through September with a total valuation
of $6,086,500. This compares to a total commercial industrial valuation of $30,774,900
for the same period in 2008.
The City issued permits for 14 single family homes in September with a total valuation of
$4,182,000. This compares to 15 single family home permits in September of 2008 with a
total valuation of $3,792,000. The City has issued a total of 91 new single family home
permits through September compared to 109 during the same period in 2008. The City
issued no permits for townhome and condo units in September of 2009 and also issued no
townhome and condo permits in September of 2008.
Foreclosure Update
Attached is the monthly update on foreclosures in Dakota County provided by the Dakota
County CDA. There have been 21 Sheriff Sales as a result of foreclosures in Lakeville in
September. There have been a total of 173 Sheriff's Sales for the first 9 months of this
year. This compares to a total of 286 Sheriff's sales in 2008.

Pre purchase Counseling
With near historic low interest rates, low home prices and a glut of homes for sale, not to
mention numerous homebuyer programs, many people are in the market or thinking about
entering the market for buying a home.
Even though the time may seem right to take the leap to homeownership, the CDA wants
people to be prepared so they can be successful homeowners.
The CDA offers free pre purchase counseling for those looking to buy a home now or in the
future. Through this program, homebuyers receive individual counseling to create a plan to
become successful homeowners. Counseling topics may include:
Credit report review
Steps to improve credit
Loan options that best meet needs
Identifying barriers to homeownership and presenting solutions to remove those barriers
Household budget
Saving toward a down payment
Predatory lending

A pre purchase housing counselor will also be available during the CDA's extended counseling hours,
which take place every third Wednesday of the month. This month, counselors will be available until 7

A feature article that shows the struggles of greater Minnesota since the recession
began two years ago.
U.S. Treasury Department officials say that even if President Obama's Home Affordable
Modification Program is a complete success, millions of foreclosures can still be
expected. Analysts anticipate more than six millions families could lose their homes in
the next three years.
The Minnesota foreclosure rate remained the highest in the Upper Midwest during
August, and was 21St highest in the nation.
In August, a record 7.58 percent of homeowners with mortgages were at least 30 days
late on their mortgage payment. August marked the fourth consecutive monthly
increase in delinquencies.
