Meeting Minutes for October 14, 2009
ITEM 1 CaII to order
The meeting was called to order in the City Hall Council Chambers at 6:00 p.m.
ITEM 2 Roll call of members

ITEM 3 Approval of the September 30, 2009 meeting minutes
The September 30, 2009 Parks, Recreation and Natural Resources Committee meeting minutes were
approved as presented.
ITEM 4 Citizen comments
There were no citizens present.
ITEM 5 Staff report
Staff informed the committee members of the status of the following projects: • Fieldstone Park is
progressing nicely, grading has been done. Due to a substantial savings on the trails, there may be a
change order made to extend the trails south to connect with the existing homes. • Irrigation at North
Park has been completed and is being winterized. • Staff is working on numerous grants associated with
the Bury property along Lake Marion shoreline. • Staff is also working on grants with Dakota County; a
SHIP grant with the Department of Health, and an Active Living grant for a wayfinding system from
Antlers Park to north Lakeville along Ipava, similar to the one from Casperson Park to downtown. Dakota
County is working on a grant for the Adult Conservation Corps which Lakeville would have access to.
ITEM 6 Morgan Square 3 Addition revised preliminary plat
The Dakota County Community Development Agency has submitted a revised preliminary plat
application consisting of 36 townhome units. This parcel was originally preliminary platted by Morgan
Square, LLC and approved by the City Council on October 2, 2006. The original approved preliminary
plat consisted of 35 dwelling units, one less than the proposed new revised 36 -unit plat. The property
is located along Keystone Ave., south of 205 St. behind Muller Theater Complex. The site consists of
approximately 6.73 acres. The Parks & Recreation Open Space System Plan indicates no parks in this
park planning district of Lakeville. A cash contribution will be required to meet the park dedication
ordinance. Staff is recommending the Parks, Recreation and Natural Resources Committee consider a
park dedication cash requirement at the time of final plat. The developer will also be required to
construct sidewalks on each side of Keystone Ave. to the temporary cul -de -sac.
Mac Cafferty presented the details of the plat. Tom Goodwin inquired about the screening trees and
the park facilities. Staff explained that screening trees would remain and the CDA will put place some
recreational amenities on site similar to other projects they have completed in Lakeville. They further
explained that there are future plans for a park on the north side of 185
Finally, the developer is required to follow other recommendations outlined in the Planning and
Engineering reports as they pertain to this plat. The developer is also required to follow the natural
resources requirement detailed in the Planning and Engineering reports associated with tree
preservation, grading, drainage, and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

(09.14) Motion made by P. Messinger, seconded by H. Lovelace to recommend City Council
consider approval of Morgan Square 3rd Addition revised preliminary plat including a park dedication
cash requirement at the time of final plat. The developer will also be required to construct sidewalks
on each side of Keystone Avenue to the temporary cul -de -sac.

ITEM 7 Unfinished business
Committee members agreed that receiving their packets via email worked fine.
ITEM 8 New business
There were no items to discuss.
ITEM 9 Announcements
The next Parks, Recreation and Natural Resources Committee meeting is scheduled for November 4,
2009 at 6:00 p.m. (City Hall Council Chambers).
ITEM 10 Adjourn
