Presentations /Introductions
Lakeville North DECA members Mason Riess and David Baker asked the
City Council to proclaim the week of November 30- December 6 as
Financial Literacy Week in the City of Lakeville. Council Member Miller
read the proclamation.
Lakeville North DECA members Jenna Saunders and Hollie Kroehler asked
the City Council to proclaim the week of December 6 -12 as
Entrepreneurship Week in the City of Lakeville. Council Member Rieb read
the proclamation.
Chief Vonhof presented the October Police Department monthly report.
Steve Michaud presented the October Parks Recreation Department
monthly report.
Keith Nelson provided an engineering project update.

Consent Agenda
09.79 Motion was made by Swecker, seconded by Rieb to approve the consent
agenda items as follows:
a. Claims for payment.
c. Final acceptance of public utilities in Bellante 2nd Addition.
d. Agreements with Power Shout Entertainment for performances by
InPulse and The Copper Street Brass Quintet at the Lakeville Area
Arts Center; and instructor agreements with Pete Martin, Adrienne
Martin, Duane Roth, Debbie Roth, Lizz Buchanan and Larry
McCaghy.
Change Order No. 1 with KA Witt Construction, Inc. for the
construction of Fieldstone Park, Improvement Project 09 -08.
f. Resolution No. 09 -100 approving a lawful gambling premises permit
to the Lakeville Lions for pull -tabs at Goodfellas Bar Grill.
Roll call was taken on the motion. Ayes, unanimous.
Item 7 Assessment Hearing for Weed and Grass Removal
Mayor Dahl opened the public hearing on proposed assessments for
weed and grass removal. The City Clerk attested to legal notices being
duly published and mailed.
Finance Director Dennis Feller explained that during the past year, the
Building Inspections Department authorized the contractual mowing of
grass and removal of weeds on property where the property owners had
failed to correct the ordinance violation. There are 24 parcels of property
proposed to be assessed for a total assessment of $2,829.12, which
includes legal notice publication, special assessment fees and interest.

09.80 Motion was made by Rieb, seconded by Bellows to close the public
hearing. Voice vote was taken on the motion. Ayes, unanimous.
09.81 Motion was made by Miller, seconded by Swecker to approve Resolution
No. 09 -101 adopting Assessment No. 1264 in the amount of $2,829.12 for
weed and grass removal.
Roll call was taken on the motion. Ayes, unanimous.
Item 8 Public Hearing for Special Service District in Downtown Lakeville
Mayor Dahl opened the public hearing on the imposition of a service
charge in Special Service District No. 1, Downtown Lakeville. The City
Clerk attested to legal notice publication.
Mr. Feller presented the proposed service charge in the amount of
$27,534 for taxes payable 2010. He explained that the allocation of the
total service charge to the downtown properties is based on the net tax
capacity of the commercial values of the properties in the district.
Judy Schumper, Executive Director of the Downtown Lakeville Business
Association (DLBA), presented the DLBA annual report and budget for the
period of July 1, 2010 to June 30, 2011. Ms. Schumper outlined the
activities and events sponsored by the DLBA throughout the year, in
partnership with many local organizations, to promote downtown
Lakeville businesses.
There were no comments or questions from the audience.
09.82 Motion was made by Miller, seconded by Swecker to close the public
hearing. Voice vote was taken on the motion. Ayes, unanimous.
09.83 Motion was made by Rieb, seconded by Bellows to approve Resolution
No. 09 -102 imposing a service charge in the amount of $27,534 in Special
Service District No. 1 for taxes payable 2010.
Roll call was taken on the motion. Ayes, unanimous.
