PLANNING COMMISSION MEETING l~I][NUTES
JUNE 27, 1991
The. meeting was called to order by Chair Steigerwalt at 5:30 in the City
Hall Council Chambers.
Roll call of members was taken.. Present:. Holberg, Steigerwalt,
Whittingham, Smith, Miller.
Also present was Michael Sobota, Community and Economic Development
Director; Daryl Morey, Assistant Community and Economic Development
Director; Jim Walston, City Attorney; Jeff Oliver, Assistant Engineer; Mira
Holliday, Recording Secretary.
The public hearing to consider the application of Schmitty and Sons, Inc.
for a rezoning from R-6, Medium Density Residential District, to PUD,
Planned Unit Development on land located at 8748 210th Street West. The
City Attorney attested that all legal notices had been duly. published and
mailed.
Michael Sobota conducted a review of the proposed rezoning, outlining the
planning report dated June 21, 1991. He stated that the initial proposal
was reviewed by the Planning Commission at their March 21, 1991 meeting
The recommendation of the Planning Commission was tabled by the City
Council ending resolution of a number of issues revolving around the
installation of public improvements and drainage improvements in the
Holyoke Avenue- 210th Street area. He went on to explain that Schmitty and
Sonsis now applying to include an additional parce165 feet X 101.5 feet
into the PUD. The property is in the process of being purchased by
Schmitty and Sons from St. John's Lutheran Church.
Mr. Sobota stated that staff recommends approval of the PUD rezoning
subject to twelve stipulations listed in the June 21, 1991 planning
report. The Commission held a discussion which included:
- Curbing around the parking lot at driveway entrances
- Drainage ditch between St. Johns Church and the Schn~utty and Sons
property
- Parking easement between the church and Schmitty and Sons (sidewalk
access)
- Possibility of a bridge over the drainage ditch (must be approved by
the DNR and be designed by a professional engineer)
- City sewer hook-up
- Landscaped greenspace after house is removed if additional parking is
not required
- .Additional stipulation (#13) added to report of June 21: 1991 as
follows: Entire property be restricted to two accesses with only one
on the north portion of the property. (Plans will need to be revised}
- The date of June 24, 1991 was filled m on stipulation number 11
regarding the site plan for the house and garage removal.
John Schweich of Schmitty and Sons, and representatives of St. John's
Lutheran Church were present.

91.67 Motion was made by Holberg, seconded by Srtuth to close the public hearing.
.Roll call was taken on the motion. Ayes: Unanimous.
91.68 Motion was made by Holberg, seconded by Whittingham to recommend approval
of the application of Schmitty and Sons, Inc. for a rezoning from R-6,
Medium Density Residential District, to PUD, Planned Umt Development on
land located at 8748 210th Street West subject to the planning report of
June 21, 1991 with the addition of stipulation number 13 and the fmdmgs
of fact.
Roll call was taken on the motion. Ayes:. Unanimous.
91.69 Motion was made by Whittingham, seconded by Holberg to adjourn the
meeting.
Voice vote was taken on the motion. Motion passed unanimously.
