SPECIAL PLANNING COMMISSION MEETING MINUTES
AUGUST 29, 1991
The meeting was called to order by Chair Steigerwalt at 5:30 p.rn. in the
City Hall Council Chambers.
Roll call of members was taken. Present: Steigerwalt, Whitehouse,
Whittingham, Smith. Absent: O'Donnell, Holberg, Miller.
Also present was Robert Erickson, City Administrator; Michael Sobota,
Community and Economic Development Director; and Mira Holliday, Recording
Secretary.
The public hearing to consider the application of the City of Lakeville for
a comprehensive plan amendment includm~ the concept plan on Map 18 in
Planning District 2E for the proposed Fairfield Business Campus and the
generalized land use plan for land located northeast of 210th Street and
County Road 70 was opened. Michael Sobota attested that all legal notices
had been duly published.
Mr. Sobota presented an overview of the proposed comprehensive plan
amendment, outlining the planning report prepared by Northwest Associated
Consultants dated August 23, 1991. He discussed the Metropolitan Council
• evaluation criteria and stated that approval of theamendment is
recommended.
Mr. Sobota and Mr. Erickson discussed the overall plans for the Fairfield
Business Campus along with the plans of Apothecary Products, Inc. as the
anchor tenant.
The Commission and staff discussed the following:
- Apothecary Products, Inc. (product line and services; employees; site
layout)
- Affect of Fairfield Business Campus on adjacent residential area
- Future tenants of Fairfield
- Covenants for business campus
- Citys growth pattern
- Additional traffic on and upgrading of 210th Street
- Highway 70/I-35 interchange upgrade
91.97 Motion was made by Whitehouse, seconded by Whittingham to close the public
hearing.
Roll call was taken on the motion. Ayes: Unanimous.
91.98. .Motion was made by Whittingham, seconded by Whitehouse to recommend
approval of the application of the City of Lakeville for a comprehensive
plan amendment including the concept plan on Map 18 in Planning District 2E

Under other business, Whittingham expressed concern over the speed of
.traffic near Meadows Park. Mr. Erickson stated staff would investigate the
matter further..
91.99 Motion was made by Smith, seconded by Whittingham to adjourn the meeting.
