HomeMy WebLinkAbout09-12-91 joint mtg with EAC 1 'o ~ CITY OF LAKEVILLE SPECIAL JOINT PLANNING COMMISSION AND ENVIRONMENTAL AFFAIRS COMMITTEE MEETING SEPTEMBER 12, 1991 The joint meeting was called to order by Chair Steigerwalt and Chair Lundahl. at 7:00 p.m. m the City Hall Council Chambers. Roll call of Planning Commission members was taken. Present: Steigerwalt, Holberg, Miller, Whitehouse. Absent: O'Donnell, Whittingham, Smith. Roll call of Environmental Affairs Committee members was taken. Present: Lundahl, Pond, Nicholson, Tracy, Goodwin. Absent: Bonde and Mestad Also present was: Robert Erickson, City Administrator; Michael Sobota, Community and Economic Development Director; Tom Scott, City Attorneyy; Alan Brixius, Consultin Planner; Tim Phenow, Consulting Engineer; John Hennen, Planning Assistant~Zoning .Enforcement Coordinator; and Mira Holliday, Recording Secretary. Representatives of ISD 194 included: Carl Walstrom, Dan Meleis, Kevin Sullivan and David Lunde. Robert Erickson provided a brief overview of the review process of the high school plans. He stated that rather than have staff review the entire planning report of September 9, 1991, questions could be asked by the Planning Commission and • Environmental Affairs Committee of staff and/or school representatives. The following issues were discussed: - Access for emergency vehicles (width and lighting) - Full sprinkling of building Smoke detectors (Code requirements) - Site circulation Parking (auto and motorcycle); staff/visitor; handicapped - Stock~ilmg - Grading Landscaping - Catch basins Storm pond - Tree preservation - Athletic facilities (to be addressed separately with separate submittal in 1992) - Silt fencing - Underground storage tank - Lighting design - Building height CUP - Plant life in pond - Vegetation plans for steeper slopes Screening of north parking lot from residential area - DNR permit process • ~ Well on property which is to be properly abandoned Recycling storage The Commission added the following stipulations to the planning report dated September 9,1991: - The width of the emergency access comply with recommendations of Fire Marshal. - Plans for the underground storage tank be submitted to the Environmental Affairs Committee for review. - Stockpiles will be eliminated prior to a certificate of occupancy being issued.. - Handicappped parking spaces be painted solid blue. - Moh rcycle parking stalls should consist of concrete pads rather than asp alt .with increased landscaping around the stalls. - If practical, a berm should be placed. around underground storage filling tank filling area. - The proposed fleece flower ground cover should be reevaluated. - Further review of lighting design plan for walkways. 91. 30 Motion was made by Goodwin, seconded by Pond to recommend approval of the fin2,1 site plan for the ISD 194 High School subject to the planning report dated September 9, 1991 as revised, Roll call was taken on the motion. Ayes: Unanimous. 91.112 Motion was made by Holberg, seconded by Miller to recommend approval of the final site plan for the ISD 194 High School subject to the planning report • of September 9,1991 as revised.
