JOINT PLANNING COMMISSION/ENVIRONMENTAL AFFAIRS COMMITTEE
MEETING MINUTES
NOVEMBER 4, 1991
The meeting was called to order by Chairman Lundahl, of the Environmental
Affairs Committee at 7:00 p.m. in the City Hall Future Room.
Roll call of the Environmental Affairs Committee was taken. Present:
Lundahl, Pond, Nicholson, Mestad, Goodwin. Absent: Tracy. Committee
Member Bonde arrived at the meeting at .7:40 p.m.
Roll call of the Planning Commission members was taken. Present:
Steigerwalt, Whittmgham, Whitehouse, Miller, Holberg. Absent: O'Donnell,
Smith.
Also present was Alan Brixius of Northwest Associated Consultants, Michael
Sobota, .Community and Economic Development Director; Jim Robinette,
Environmental .Resources and Public Works Duector, Jeff Oliver, Assistant
City Engineer, and John Hennen, Planning Assistant. Roger Knutson, City
Attorney, Robert Erickson, City Administrator and Daryl Morey, Assistant
Community and Economic Development Director. amved later during the
meeting.
The minutes from the October 15, .1991. Environmental Affairs Committee
meeting were approved as written.
Community and Economic Development Director Michael Sobota informed the
Environmental Affairs Committee they will be addressing the Wetland Systems
Impact Plan. and Phase I Grading and Erosion Control Plan for the Crystal
Lake Golf Estates. The Planning Commission will be addressing .the
conditional use permit for the Wetland Systems Impact Plan, the PUD
development stage and preliminary and final plat for the Crystal Lake Golf
Estates.
A presentation was made by Tom Larson, the environmental attorney for
Freeborn Mower, LTD., on the Wetland System Impact Plan for the Crystal
Lake Golf Estates. Mr. Larson informed the Committee Members that
Lakeville's Zoning Ordinance requires that a Wetland System Impact Plan
(WS1P) be completed for this project. The WS1P addresses the impact on the
wetland area in the development and surrounding area and indicates the
mitigation plan for the development. The developers looked at several
different layout o tions for Holes 13, 14 and 15. After meeting with the
Environmental Affairs Committee, the developers redesigned Holes 13, 14 and
15 to avoid as much impact on the wetland as possible.
Committee members, the development team and staff discussed the
installation of the drain the which will be installed to adeqquately drain
the fairways. The seed installed on the golf course will be drilled in the
ground and no grading will take place in the wetland area after fill for
the greens and tees has been completed. The development team also
indicated no work would be completed in the DNR protected waterway.

Mr. Iarson indicated the Dakota County Soil and Water. Conservation District
report and .the Barr Engineering report are consistent with the development
team's intent for the project. Commttee members had concerns .with the
lack of a turf management plan. Mr. Larson anal staff indicated the turf
management plan will be .required at the time the final grading plan is
submitted. Committee members generally felt the mitigation plan was good,
but would like the development team to look into breaking up the mitigation
areas instead of having one sixteen acre area. Committee members and
development team discussed the possibility of deeding the wetland to the
City.
Developer .Roger .Olson indicated that the drain file system must be
installed within the next month. Committee members would like to review
the drain file plan. Staff mentioned the City will not oversee the actual
installation of the drain file system, but will receive asbuilt plans. The
Environmental Affairs Committee can review the plans once. they are
submitted.
• 91.35 Motion was made by Goodwin, seconded by Pond to recommend approval of the
Wetland System Impact Plan for the Crystal Lake Golf Estates in accordance
with the five conditions of the proposed conditional use permit and the
addition of condition number six. which will require the developer to submit
a revised mitigation plan for review at the time the final grading plan is
submitted.
The Planning Commission held a public hearing for. a conditional use permit
for the Wetland S~rstem Impact Plan. The Flannin~ Commission members had
questions regarding the depth of .the drain file lines and the .possible
fertilizer runoff and percolation from the course. Mr. Larson mentioned
the drain file will run approximately four feet in depth and ..the turf
management plan will address fertilizer runoff issues. Discussion followed
regarding the ponds on the site and the drain tile. system. Assistant City
Engineer Jeff Oliver indicated that the Engineering Department will review
the asbuilt plans for the drain file system and did not feel the velocity
of the water flowing .out of the. four to six drain file outlets would be a
problem.
91.124 Motion was made by Holberg, seconded by Miller to close the ppublic hearing
for a conditional use permit for the Wetland .System Impact Plw for Crystal
Lake Golf Estates..
91.125 Motion was made by Miller, seconded by Whittingham to recommend approval of
the conditional use hermit for the Wetland Systems Impact Plan in
accordance with. conditions one through five of the proposed conditional use
permit and the addition of condition number six which requires the
developer to submit a revised mitigation plan for review at the time the

final grading plan is submitted and condition number seven which requires
~ that a detailed plan for drain file installation be submitted for staff
review. and the Envu~onmental Affairs Committee review and comment.
The Em~ironmental Affairs Committee reviewed the grading and erosion
control plan for Phase I of the Crystal Lake Golf Estates. Steve Kernik,
of the Dakota County Soil and Water Conservation District, indicated to
committee members that water from the site drains to North Creek and
eventually to the Vermillion River.. Mr. Kernik .recommended that silt fence
be installed before any grading takes place, the site be seeded within
fifteen days of final grading, and after the streets are paved, rock inlet
filters should be installed on the storm sewer inlets in front of Lot. 15,
Block 2 and Lot 2, Block 4. Committee members, the development team and
staff discussed the possibility of dormant seeding, the completion date for
grading and the possibility of phased grading.
91.36 Motion was made by Goodwin, seconded by Bonde to recommend approval of the
ading and erosion control plan for Phase I of the Crystal Lake Golf
Estates subject to the October 28, 1991 Dakota County Soil and Water
Conservation District report and the October 30, 1991 City Engineering
report.
Planning Commission members considered the PUD development stage and held a
public hearing on the preliminary and final plat of the Crystal Lake Golf
Estates. Alan Brixius, of Northwest Associated Consultants, Inc., informed
the committee members that Freeborn Mower, LTD. has submitted a preliminary
and final pplat for the first phase of the Crystal Lake Golf Estates planned
unit development. Mr. Brixius mentioned that the site covers over 300
acres, the site is zoned PUD, and the plan proposes the development of 49
lots which also includes. four outlots. The .proposed lots meet or exceed
the R-2 standards and the streets which a,re proposed are acceptable to
staff. Mr. Brixius also commented on the easements and .trail dedication.
Mr. Brixius recommended approval of the preliminary and final plat of
Crystal Lake Golf Estates Phase I subject to the five conditions listed in
lus report dated October 31,1991.
Committee members, staff and the development team discussed the width of
easements in the development, the types of homes which would be constructed
in the development, signage indicating a residential neighborhood on
Innsbrook Drive east of the clubhouse, and the slopes and grades on
specific driveways and rear yards.
91.126 Motion was made by Whitehouse, seconded by Holberg to close the public
hearing on the preliminary plat of Crystal Lake Golf Estates.
91.12? Motion was made by Miller, seconded by Whittingham to recommend approval of
the PUD general development stage for the PUD and the preliminary and final
plat for Crystal Lake Golf Estates.

City Administrator Robert. Erickson mentioned an appreciation dinner is
being planned for December 11, 1991 for the advisory committees. Both
committees were comfortable with the date.
The meeting was adjourned at 9:30 p.m.
