Meeting Minutes for December 2, 2009
ITEM 1 Call to order
Meeting was called to order in City Hall Council Chambers at 6 p.m.
ITEM 2 Roll call of members
Present: Tom Goodwin, Judy Hayes, Scott Kelly, Howard Lovelace, Jeanne Peterson,
Pat Messinger
Absent: Bob Boerschel
Staff Present: Parks & Recreation Director Steve Michaud, Recording Secretary Patty Ruedy
ITEM 3 Approval of the October 14, 2009 meeting minutes
The October 14, 2009 Parks, Recreation & Natural Resources Committee meeting minutes were
approved as presented.
ITEM 4 Citizen comments
There were no citizens present.
ITEM 5 Staff report
Staff informed committee that we have received three calls from residents regarding the skating facility
in the Hypointe Crossing neighborhood inquiring if they could find a sponsor to pay for the rink or have
the rink flooded only. Staff informed the resident that the decision was final for all five sites to remain
fair to other sites not having resources to pay for cut services. One resident may be coming to a future
City Council meeting regarding this issue.
Goodwin inquired about buckthorn removal and if there was any effort on the City's part. Staff explained
that there is a management plan for 3 -4 sites, and on an as- needed basis in other locations.
ITEM 6 Review:
Athletic Field Policy, Park Shelter Policy, Senior Center Rules and Fees Policy
ITEM 7 Youth athletic participation fee recommendation
Staff responded to the following questions from committee regarding proposed changes to policies:
Resolution Establishing Rules and Rental Fees for Use of City Athletic Facilities
• Section V, #4 Group Supervision: Hayes would like groups and organizations to be reminded of this
policy.
• Section V, #D (pg. 6) Youth Athletic Association Participant Fee; proposed youth athletic fee of
$5.00 per participant, per season, per year for the Lakeville Soccer Club, Lakeville Baseball
Association, Lakeville Lacrosse and Lakeville Fastpitch Softball Association, and a fee of $2.50 per
participant, per year for the Lakeville Football Association: Regarding the lower fee for the Football
Association - -staff explained that football uses only school fields (no City fields), the fields are only
striped and that field mowing is completed by the school district. Staff further explained that all
other youth athletic organizations are receiving the same services and each organization supports
paying the fee. As such, committee members support this proposal as written into the Resolution
Establishing Rules and Rental Fees for Use of City Athletic Facilities.

Resolution Establishing Rules and Rental Fees for Use of City Shelters, Buildings and Park
Property
• Section 1, #S-- Selling of goods or services in the parks: We receive requests periodically for
individuals or groups to sell in the parks. They cannot because of State Health Department
requirements, insurance, etc.
• Exhibit B, #8 Tobacco during youth activities: All Lakeville youth athletic organizations have
prohibited this in their conduct policy. Tobacco is prohibited on all school grounds.
• Exhibit B, #12 Leash laws: Staff will research other cities' and counties' policies. Committee will
discuss at a future meeting.
• Exhibit B, #17 Slacklining is balancing on a rope between two trees. We received one complaint this
summer. Staff explained we prohibit this in our parks because of damage to trees and safety issues.
Resolution Establishing Rental Policies and Fees for Use of Lakeville Senior Citizen Center
• Sons of Norway group was grandfathered in.
• A celebration of life is a remembrance of a loved one.
(09.15) Motion made by Messinger, seconded by Peterson to recommend City Council
consider approval of revisions to resolutions establishing rules and rental fees for use of City athletic
facilities, rules and rental fees for use of City shelters, buildings and park property, and rental policies
and fees for use of Lakeville Senior Citizen Center.
Ayes -6 Nays -0
Motion passed.
ITEM 8 Planning study for Pioneer Plaza and adjacent parking lot
Staff reviewed the proposed concept for Pioneer Plaza which would allow for a larger park. The study
was funded through a grant. Cost of this project will be approximately $500,000. There is currently
no timetable for the project, although staff will be looking for funding opportunities.
ITEM 9 2010 proposed meeting schedule
Proposed meeting schedule for 2010 was presented and approved.
ITEM 10 Unfinished business
Parking lot at Murphy - Hanrehan is complete. Fishing dock is planned to be installed by Three Rivers
sometime in the future.
ITEM 11 New business
Messinger would like to include a discussion regarding leash laws at our next meeting.
Goodwin shared good news: Based on samples taken in 2008, a study by the Met Council ranked
Orchard Lake in the top 10 out of 192 metro lakes tested for water quality.
