HomeMy WebLinkAbout11-12-09 work sessionMeeting Notes Planning Commission Work Session Thursday, November 12, 2009 Marion Conference Room The Planning Commission work session commenced at 6:05 p.m. in the Marion Conference Room at City Hall. Commissioners Present: Vice Chair Lillehei, Drotning, Glad, Grenz, and ex- officio Bussler. Adler arrived at approximately 6:40 p.m. Staff Present: Planning Director Daryl Morey, Associate Planners Allyn Kuennen and Frank Dempsey, and Planning Consultant Daniel Licht of NAC. Also Present: Ron Mullenbach, D.R. Horton, Inc. Minnesota. 2009 Zoning Ordinance Update (District Chapters 45-87) Vice Chair Lillehei opened the work session. Daniel Licht reviewed his November 5, 2009 memo highlighting the proposed revisions to the District Chapters (45 -87) of the Zoning Ordinance Update. Considerable discussion took place regarding the proposed revisions to the RS -4 District lot requirements and setbacks. The Planning Commission unanimously supported the proposed revisions; however, they also agreed that the amount of low /medium density residential land guided on the 2030 Land Use Plan to be zoned RS -4 District on the Zoning Map Update should be limited in order to avoid an oversupply of land dedicated to small lot single family homes. The intent of the Planning Commission is to avoid a situation similar to the perceived oversupply of medium density residential land guided on the 2020 Land Use Plan that was zoned RM -1 District with the 2000 Zoning Map Update. In addition, the Planning Commission agreed that the revised RS -4 District standards should be reviewed after two to three years, similar to the review of the comprehensive townhouse development standards that occurred in 2002 -2003 following the 2000 Zoning Ordinance Update. The Planning Commission made the following additional comments: 1. Under Section 11- 70 -3.H, revise the wording to read "Restaurants, take out/delivery only 2. Make sure the use of the terms "wind energy conservation systems" and "solar energy conservation systems" are consistent throughout the Zoning Ordinance. 3. Vice Chair Lillehei stated that he identified several grammatical and formatting inconsistencies on his copy of the packet materials, which he provided for staff to review. Planning Commission Work Session November 12, 2009 2009 Zoning Ordinance Update (Commercial /Industrial Exterior Building Materials) Mr. Morey provided an overview of the staff discussions with the Economic Development Commission (EDC) at their May 26 June 30 and September 29t meetings, as well as their formal recommendation concerning the proposed revisions to the commercial and industrial exterior building materials requirements reviewed previously by the Planning Commission as part of the 2009 Zoning Ordinance Update. In addition, Mr. Kuennen described input received from representatives of commercial and industrial businesses in Lakeville on the proposed exterior building materials requirements at the open house held on September 15 The Planning Commission agreed that their recommendation to the City Council should be consistent with the EDC's recommendation. The Planning Commission unanimously agreed to recommend the revisions to the commercial exterior building materials requirements as proposed, with no change to the industrial exterior building materials requirements at this time provided the industrial requirements are reviewed within two years after the Zoning Ordinance Upate is formally approved by the City Council.
