HomeMy WebLinkAbout12-03-09 work sessionThe Planning Commission work session commenced at 6:10 p.m. in the Marion Conference Room at City Hall. Commissioners Present: Chair Davis, Adler, Drotning, Glad, Grenz, Lillehei, Pattee, and ex- officio Bussler. Staff Present: Planning Director Daryl Morey, Associate Planners Allyn Kuennen and Frank Dempsey, and Planning Consultant Daniel Licht of NAC. 2009 Zoning Ordinance Update (Chapters 97, 101 and 102) Chair Davis opened the work session. Meeting Notes Planning Commission Work Session Thursday, December 3, 2009 Marion Conference Room Daniel Licht reviewed his November 25, 2009 memo, highlighting the proposed revisions to Chapters 97 and 102 of the Zoning Ordinance Update (there are no changes proposed to Chapter 101). The Planning Commission made the following comments: 1 Section 11- 102- 13.E.2.a(4) does not follow the same format as subparagraphs (1) -(3) and must be revised. 2. Under Section 11- 102- 13.E.2.b, modify the sentence to read "Impervious surface...not to exceed twenty five percent (25 3. Requested clarification from staff that the proposed reclassification of the west bay of Lake Marion to natural environment affects the land use and not the use of the lake which is regulated by the Minnesota Department of Natural Resources (DNR) or other sections of the City Code specific to water use. City staff responded that the proposed amendments would only effect land use regulation and would further only apply if the properties are subdivided in the future should sanitary sewer and water services be extended to the area. 4. Asked if the density transfer allowed in Section 11- 102- 21.D.2.d could be utilized in the west bay of Lake Marion as well as other Shoreland Overlay District areas in the City. Mr. Licht responded that the density transfer could be utilized in the west bay of Lake Marion. 5. Commissioner Glad confirmed that City staff will consider adding more specific language in Chapter 30 defining the requirement that personal wireless service companies provide a coverage and capacity analysis for new towers. Mr. Licht stated that will be part of the Planning Commission's review of the final changes to the Zoning Ordinance update at a work session in February, 2010. Planning Commission Work Session December 3, 2009 Mr. Morey presented Commissioner Pattee with a service award for his retirement from the Planning Commission and briefly highlighted the major projects that were reviewed by the Planning Commission during his six and one -half years of service.
