HomeMy WebLinkAbout01-21-10 work sessionThe Planning Commission work session commenced at 6:40 p.m. in the Marion Conference Room at City Hall. Commissioners Present: Chair Davis, Adler, Drotning, Glad, Grenz, and ex- officio Bussler. Staff Present: Planning Director Daryl Morey, Associate Planners Allyn Kuennen and Frank Dempsey, Assistant City Engineer Zach Johnson, and Planning Consultant Daniel Licht of NAC. Meeting Notes Planning Commission Work Session Thursday, January 21, 2010 Marion Conference Room 2009 Zoning Ordinance Update (Subdivision Ordinance and Zoning Map) Chair Davis opened the work session. Daniel Licht reviewed his January 15, 2010 memo. He stated that most of the proposed revisions to the Subdivision Ordinance, as recommended by Engineering Department staff, reflect current nomenclature as well as updated application submittal and environmental review requirements. Mr. Licht pointed out a proposed revision to the Subdivision Ordinance that would require concrete sidewalks be installed along one side of all local streets, including cul -de -sacs, within residential plats. He stated that staff is asking for feedback from the Planning Commission on this proposed requirement. The Planning Commission agreed with the proposed sidewalk requirement on local through streets, but not on cul -de -sacs. The Planning Commission made the following additional comments: 1. On page 7 of the January 15 NAC memo, Section 10 -3 -1, the first subparagraph labeled "K" should actually be labeled "J 2. Section 10- 4- 3.H.1, modify the sentence to read "Concrete sidewalks shall be installed along one side of all local streets (not including cul -de- sacs)...." 3. Requested staff double check the State Statute reference of section 471.464 in Section 10- 4- 3.H.3. 4. Capitalize "Water Resources Management Plan" consistently throughout the Subdivision Ordinance Update. 5. Section 10- 4- 11.C.1, change "grated" to "graded 6. Section 10- 5 -3.H, change "approns" to "aprons Mr. Licht and Mr. Kuennen also presented the draft Zoning Map Update included in the work session packet materials. Staff presented a map showing the zoning differences between the current Zoning Map and the proposed Zoning Map Update. Staff requested feedback from the Planning Commission Work Session January 21, 2010 Planning Commission on the new areas of RS -4 zoning, which are mainly in the central portion of the city. The Planning Commission expressed their support for the Zoning Map Update as proposed, including the location and total area of newly zoned RS -4 properties. The Planning Commission reiterated their support for the as -built proposed in Section 11- 16 -7.D of the Zoning Ordinance Update as presented at the April 16 and May 7, 2009 Planning Commission work sessions. The Planning Commission expressed support for establishing an administrative fee to cover staff costs to oversee this requirement.
