PLANNING COMMISSION MEETING MINUTES
March 21, 1985
7:00 p.m.
Steve Sizer, Chairman, called .the .meeting to order at .7:00 p.m.
in the Lakeville City Council Chambers.
Roll call of_members was taken. Present.:. Walters ,,Whttngham,
Miller, Sizer, Langhorst, Cammack, (MacGibbom came at 7:08 pm)
Also present: Tom Grundhoefer, City Attorney; Alan Brixius,
City Planner; Jim Robinette, Community Development Director;
Shirley Sorensen, Recording Secretary.
Chairman Sizer called for additions or corrections to the
minutes of the March 7, 1985 p. c., meeting.
85.39 Motion was made by Cammack, seconded by Langhorst, to approve
the minutes of the March 7th pl:arming commissiom meeting, with
a minor word change in motion 85.35,_the word 'table' changed
to 'continue'.
Roll call was taken on the motion. Ayes: Walters, Miller,
Langhorst,_Cammack, Sizer. .Abstain Whittingham
• 85.40 ;:.Motion was:.. made.. .by .Miller,-seconded by Walters, to table any
action on final plat approvalfor_Rock Ridge First Addition.
Roll call was taken on the motion. Ayes: Unanimous
Chairmam Sizer opened. the continued public hearing to consider
the application of J.H.S. Investments for SouthFork Village
Apartments Subdivision, Planned Unit Development Conditional Use
Permit for cluster housing on 25 acres located southeast of
SouthFork Center on. Highway 50.
Mr. Robinette stated that they are asking for approval of two
(2) site plans instead of just ome because the Department of
Natural Resources has to issue a permit for pond filling and for
the sake of saving time, they are submitting two. He also asked
the commission to make a recommendation on these preliminary
plats tonight.
Mr. Brixius went over the planner's report of March 20th.
85.41 Motion was made by Langhorst, seconded by .Miller, to close the
public hearing._

Miller asked about sidewalks, or paths, through the plat to get
to the recreation area, located together and at one end. Mr.
Bernie Frey, J.H.S. Investments, said .they had been considering
that option.
85.42 .Motion was made by Sizer, seconded by Miller, to recommend to
City Council approval of the preliminary plat .for J.H.S.
Investments, for SouthFork Village Apartments Subdivision, as
presented tonight..
Roll call was taken on the motion. Ayes: Unanimous
85.43 Motion was made by Sizer, seconded by Langhorst, to recommend to
City Council approval of the Planned Unit Development Condi-
tional Use Permit for cluster housing (both Schemes) on 25 acres
located southeast of SouthFork Center on Highway 50, subject to
planner's report, engineer's report, DNR approval,. and any other
Staff recommendations.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer welcomed-our new member, Jan Whittingham, .and
• said we are glad to have_a full commission once again.
Chair-man Sizer opened the public hearing to consider the
application of Gary Lynn Peterson for a conditional use permit
to construct and operate a car wash in a B-4 area, at 10841
175th Street West. Mr. Grundhoefer attested to the proper
mailed and .published notices having. been given for this hearing.
Mr. Brixius went over his report of March 14th, ,with five
recommendations.
Ms. Diane Gossard, 17342 Junelle Path, is concerned about what
the operating hours will be. Mr. Peterson stated that it would
probably be open until. 10:00 g.m., but maybe at some later date
they might like to stay open until 11:00 p.m. She :also asked
where the waterfsewer hookups would be coming from and was told
by the Tom Thumb Store.
Mr. Dale Royer, representing a Specialty Car Wash Equipment
Company, stated that Mpls, ordinance allows 4 cars stacked
behind each bay. and it is working out just fine,
Discussion followed on recycling of water, raffic, extension
for stacking, screening. in back lot area, signing, and color
scheme of building.

Mr. Robinette stated .that he felt shrubbery is usually better
than a fence in most areas and requires no .maintenance. It was
mentioned that perhaps .curb should be around the back edge of
the asphalt.
85.44 Motion was made by Miller, seconded by Cammack, to close the
.public hearing.
Roll call .was taken on the .motion. Ayes: Unanimous
85.45 Motion was made by Miller, seconded by Walters, to recommend to
City Council approval of the application of Gary Lynn Peterson
for a conditional use permit to construct and operate a car wash
in a B-4 area, at 10841 175th Street West.,. subject to recommen-
dations in planner's report of March 14, 1985,, with one recom-
mendation (~~6) added, that curbing be put .around entire bitumin-
ous area, and any other Staff recommendations.
Roll call was taken on the motion. .Ayes: Unanimous
Mr. Robinette went over some of the new, talked about develop-
went that may be coming into Lakeville.
Chairman Szer adjourned he meeting at 8:30 p.m.
