PLANNING COMMISSION MEETING MINUTES
May 2, 1985
i 7:0o p.m.
Steve. Sizer, Chairman, called the meeting to order at 7:00 p.m. in the
Lakeville City Council Chambers..
Roll call of members was taken. Present: Whittingham, Miller, Sizer,
Langhorst, MacGibbon. Absent: Walters, Cammack
Also present: Roger Knutson, City Attorney; Alan Brixius, City.
Planner; Jim Robinette, Community Development Director; Shirley,.
Sorensen, Recording Secretary.
Chairman Sizer called for additions or corrections to the minutes. of
the April 26, 1985 p arming commission. meeting..
MacGibbon asked that :the following be added to the last sentence on
page 1: 'however, it couldn't be seen from the south no matter what
size the sign is, because of the location of the property.'.
85.76 Motion was made by Miller, seconded by Whittingham, to approve the
minutes of the-April 25, 1985 planning commission meeting, as .amended.
Roll call was taken on the motion. Ayes: Whittingham, Miller, Sizer,.
MacGibbon. Abstain: Langhorst
• Chairman Sizer called for the final plat review `of Ridgeview First
Addition. Mr. Steve Grohoski gave a little background on the prelim-
nary plat and Mr. Brixus explained the concern about the drainage and
drainage easements that should be dedicated.
Mr. Grohoski felt it was not necessary to construct the two cul-de-
sacs, as this next phase would be going in next year. He explained the
ponding in Block 2 and feels there should be sidewalk all along 175th
Street, perhaps being an improvement project of the city
Mr. Robinette explained the need for the cul-de-sacs, even: if they are
justgravel.
Mr. Grohoski said that by the time the 3rd phase is developed the
entire dewalk would be put in, and, hopefully, sidewalk all along
175th Street.
85.77 Motion was made by Sizer, seconded by Langhorst, to recommend to city
council approval of the final .plat. of Ridgeview First Addition, subject
to the planner's report dated April 29, 1985, and recommendations in
the engineer's report dated April 30, 1985, as follows:
1. A temporary cul-de-sac be constructed (can be gravel) at the
east end of Jersey. Way.
2. An approved final grading and drainage plan be prepared and all
drainage easements be verified for proper. location and adequate

size.
3. Ten foot utility easements be dedicated along the plat bound-
ary.
4. Right of way dedication for 175th Street must be resolved,
increased to 50 feet.
5. Sidewalk be provided along the north side of 175th. Street, at
the time of completion of the Third Phase.
6. The plat be subject to the storm sewer area charge with
credits for easements over two ponding area locations.
Roll call was taken. on the motion. Ayes: Unanimous
Chairman Sizer called for the plan review for Phase II of North Creek
Mobile Home Park. Mr. Brixius explained that they are now asking for a
variance from the setback requirements, to put 80 foot mobile homes on
some of the lots in Phase I. He stated that this was an issue when it
was before the planning commission previously and felt that it was
understood the 80 foot homes were not to be allowed. Mr. Brixius went
on to say that the staff feels that the Phase II plan is in accordance
with the preliminary that was approved, however, we need to make sure
they are going to put the correct size homes on the lots.
• The consensus of the commission members was that the 80 foot mobile
homes should. not be .allowed on those lots.
85.78 Motion was made by Sizer, seconded by Miller, to recommend to city
council approval of the final plan for Phase II of North Creek. Mobile
Home Park, but they further recommend to the city council that the 80
foot mobile homes not be .allowed on those lots, or any 100 foot lot,
because the dots are not designed for them, and also defeats the
purpose of the buffer zone. Approval of final plat of Phase II is
subject to the planner's report dated April 23, 1985 and any other
staff recommendations.
Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer opened the public hearing to consider the application of
Brad Johnson for rezoning from I-l, Limited Industrial District, to
R-7, High Density Residential, and R-B, Residential Business Transi-
tion, property south of 210th Street, also for Subdivision and two
conditional use permits. A planned unit development conditional use.
permit to allow for more than one principal building on a lot and site
design considerations, and a conditional use permit to allow for
buildings in excess of three stories. Mr. Knutson stated that the
proper mailed and published notices have been given for this hearing.
Mr. Johnson explained what they are planning to do, types of building
materials to be used and time for getting this project started. Mr.

they had. not seen the plan, so would like to have any motion be

contingent on subject report. Discussion followed on density, parking,
screening, rezoning, conceptual plan, green area and signage.
85.79 Motion was made by Langhorst, seconded by Miller, to close the public
hearing.
Roll call was taken on the motion. Ayes: Unanimous
85.80 Motion was made. by MacGibbon, seconded by Sizer, to recommend to city.
council approval for the rezoning from I-1, Limited Industrial Dis-
trict, to R-7, High Density Residential, and R-B, Residential Business
Transition, also concept approval of the planned unit development
conditional use permit to allow. for more than one principal building on
a lot and site design considerations, and a conditional use. permit to
allow for buildings in excess of three stories, subject to staff recom-
mendations., except the preliminary plat which we will table until we
have a detailed planning report. (Preliminary and final will be done
at the same time.)

Chairman Sizer opened the public hearing to consider the application of
Terrance A. Hoffman for a conditional use permit to build an accessory
building at 12070 210th Street West. Mr. Knutson stated that the
proper mailed and published notices have been given for this hearing.
Mr. Brixius went over the planner's report dated April 25,.1985.

hearing.
Roll call was taken on the motion. Ayes: Unanimous
85.82 Motion was made by Miller, seconded.. by Langhorst, to recommend to city.
council approval of the application of Terrance A. Hoffman for a
conditional use permit to build. an accessory building at 12070 210th
Street West, subject to the three recommendations in the planner's
report dated April 25, 1985
Roll call was taken on the motion. Ayes: Unanimous.
Chairman Sizer opened the public .hearing for a minor comprehensive plan
change to include Ridgeview First Addition, located north of 175th
Street and west of Ipava Avenue, in the 1990 Urban Service Area. Mr.
Knutson stated that the proper mailed and published. notices have been
given for this hearing..
85.83 Motion was made by Langhorst, seconded by Sizer, to close the public
hearing.
Roll call was taken on the motion. Ayes: Unanimous
85.84 Motion was made by Miller, seconded by Whittingham, to recommend to
city council approval of a minor comprehensive plan change to include
Ridgeview First Addition in the 1990 Urban Service Area.

Roll call was taken on the motion. Ayes: Unanimous
Chairman Sizer opened the public hearing to consider the application of
the City of -Lakeville for amending the planning district boundaries of
Planning District ~'~18, ~f21, and ~~22, and a land use change in Planning
District ~~22 of the Lakeville Comprehensive Plan. The Planning
District 418 boundaries will be extended into the NE 1/4 of the NE l/4
of Section 32, T114, R20 and into the N 1/2 of the NW 1/4 of Section
33, T114, R20. Mr. Knutson stated that the proper mailed and published
notices.. have been given for this hearing.
Mr. Brixius explained the Lakeville Comprehensive Plan amendments that
.are. proposed here, why they have come about and to get some flexibil-
ity in this area. They have developed some new land use patterns.
85.85 Motion was made by Miller, seconded by Langhorst, to close the public
hearing.
Roll call was taken on the motion. Ayes: Unanimous
85.86 Motion was made by Miller,. seconded by Langhorst, to recommend to city
council approval for amending the planning district boundaries of
Planning District 422 of the Lakeville Comprehensive Plan, -subject to
the planner's report of April 16, 1985 and any other staff recommenda-
tions.
Ro11 ca1L was taken on the motion. Ayes: Unanimous
Mr. Robinette explained that the city is starting a clean-up program,
citing zoning ordinance violations., etc. He also stated that cities
can do nothing regarding regulating satellite dishes at this time.
85.87 Motion was made by Langhorst, seconded by Miller, to adjourn the
meeting.
Voice vote was taken on the motion.
Chairman Sizer adjourned the meeting at 8:35 p.m.
