HomeMy WebLinkAbout03-15-10CITY OF LAKEVILLE COUNCIL MEETING MINUTES MARCH 15, 2010 Mayor Dahl called the meeting to order at 7:00 p.m. Eagle Scouts from Troop 111 presented the colors and lead the pledge of allegiance to the flag. Present: Mayor Holly Dahl Council Member Kerrin Swecker Council Member Kevin Miller Council Member Laurie Rieb Council Member Mark Bellows Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief Keith Nelson, City Engineer Daryl Morey, Planning Director Dennis Feller, Finance Director Steve Michaud, Parks & Recreation Director Charlene Friedges, City Clerk Presentations /Introductions Steve Michaud presented the January/February monthly report of the Parks & Recreation Department. Chief Vonhof presented the February Police Department monthly report. Council Member Bellows asked Chief Vonhof to provide in his next monthly report actual numbers on property crimes and the corresponding impact on the department's investigative unit. Chief Vonhof recognized and introduced Reserve Officer Tracy Haugen, who is leaving the Reserve unit after five years of service. Chief Vonhof also introduced and recognized Reserve Officer Jurgan Almlie for 10 years of service to the Lakeville Police Reserves. Citizens' Comments Scott Nelson, 16630 Genesee Avenue, stated he is a sustainability consultant and wishes to join or form a sustainability committee for the City of Lakeville for green building initiatives. Mayor Dahl informed Mr. CITY OF LAKEVILLE COUNCIL MEETING MINUTES MARCH 15, 2010 Page 2 Nelson that someone from the City Administrator's office would be in contact with him. Ron Gerk, 10466 -175th Street W., encouraged the City Council to pursue the Google Broadband high speed internet service, fiber -optic network for the City of Lakeville. Mr. Mielke stated City staff is in the process of submitting an application to Google for Lakeville and is also working with a number of other cities to submit a community application. He agreed with Mr. Gerk that Lakeville is ready to establish an open access network. However, a great number of communities have applied, and Google has not clearly identified their criteria for making a selection. Consent Agenda 10.17 Motion was made by Bellows, seconded by Swecker to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the March 1, 2010 City Council meeting and the February 22, 2010 Council work session. C. Resolution No. 10 -21 accepting donation from Residential Mortgage Group to the Fire Department. d. Temporary Right of Entry Agreement with the Metropolitan Airports Commission and the Metropolitan Council for Elko New Market interceptor sewer, Improvement Project 06 -16. e. Resolution No. 10 -22 approving plans and specifications and setting a bid date for 2010 miscellaneous roadway repairs and overlays, Improvement Project 10 -01. f. Farm land lease agreement with Miller Farms. g. Agreement with South Forty Archers for the use of Ritter Farm Park archery range. CITY OF LAKEVILLE COUNCIL MEETING MINUTES MARCH 15, 2010 Page 3 h. First Amendment to the Active Living Services Contract with Dakota County. Renewal of tree work license for Outdoor Specialties. j. Agreement with the cities of Bloomington, Golden Valley, Hutchinson, Minnetonka and St. Louis Park for Information Technology Services provided by Computer Forensic Services. k. Resolution No. 10 -23 authorizing the sale of assets. I. Resolution No. 10 -24 authorizing preparation of a grant application for submittal to the Legislative Citizen Commission on Minnesota Resources for acquisition of the Bury property near Lake Marion. M. Terminate the Agreement for Professional Planning Services with Northwest Associated Consultants for the zoning and subdivision ordinance update. n. Agreement for Professional Planning Services with The Planning Company, LLC, for completion of the zoning and subdivision ordinance update. o. Temporary on -sale liquor license for the Lakeville Rotary Club's Annual Taste of Lakeville event on May 13, 2010. p. Tree work license for Natural Elements Lawn & Landscape, Inc. Roll call was taken on the motion. Ayes, unanimous.
