PLANNING COMMISSION MEETING MINUTES
February 19, 1987
Dennis Miller, Chairman called the meeting to order at 7:00 p.m.
in the Lakeville City Council Chambers.
Roll call of members was taken. Present: Langhorst, MacGibbon,
Miller, Sizer, Whittingham, Walters. Absent: Klamm.
Also present was Alan Brixius, City Planner; Jim Robinette,
Community Development Director; Mira Holliday, Recording
Secretary.
87.22 Motion was made by Walters, seconded by Whittingham to approve
the minutes of the February 5, 1987 Planning Commission Meeting.
Roll call was taken on the motion. Ayes: Miller, Whittingham,
Walters. Abstain: Langhorst, MacGibbon, Sizer.
The public hearing for the consideration of the preliminary plat
of 150 single family lots to be known as Cedar Glen, rezoning
from R-2 to R-3 and a minor comprehensive plan change to bring
the property into the 1990 Urban Service Area was continued from
the February 5, 1987 meeting.
Alan Brixius reviewed the plat and discussed the trail system
recommended by the Park and Recreation Committee. Drainage
problems were discussed by staff and Wayne Tower. Jim Robinette
stated the drainage issues discussed at the last meeting had
been reviewed with the City Engineer. It was determined that
there is no problem in design and the matter should be only
monitored.
87.23 Motion was made by Sizer, seconded by Whittingham, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous.
87.24 Motion was made by Walters, seconded by Langhorst, to recommend
approval for the preliminary plat of 150 single family lots known.

The public hearing for the consideration of the preliminary plat
of Logarto Third Addition was opened.

Alan Brixius gave a review of the plat. An EAW has been
completed. He recommended approval subject to the recommendations
made in the Planner's report of February 11, 1987 and the
Engineer's report of January 28, 1987.
Jim Robinette explained the background of this plat saying it had
been submitted before by different developers. The Natural
Resources Committee reviewed it at their meeting of February 17,
1987 and recommend approval.
There were questions from the public regarding water runoff
problems. This was addressed by Larry Frank, the developer, who
stated this would be looked into further.
87.25 Motion was made by MacGibbon, seconded by Walters, to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous.
87.26 Motion was made by MacGibbon, seconded by Whittingham to
recommend approval of the preliminary plat of Logarto Third
Addition subject to the Planner's report of February 11, 1987 and
staff recommendations.
Roll call was taken on the motion. Ayes: Unanimous.

from R-2 to R-3 and a minor comprehensive plan change to bring
the property into the 1990 Urban Service Area was continued from
the February 5, 1987 meeting.
Alan Brixius gave a review and recommended approval subject to
recommendations made in the Planner's report of February 2, 1987.
Miller questioned the cul-de-sac on 160th St. that was discussed
at the last meeting. Alan Brixius stated that a variance would be
required.
87.27 Motion was made by Langhorst, seconded by Whittingham to close
the public hearing.
Roll call was taken on the motion. Ayes: Unanimous.
87.28 Motion was made by Whittingham, seconded by Sizer to recommended
approval of the preliminary plat of Chapel Hill, 150 single
family lots, rezoning from R-2 to R-3 and a minor comprehensive
plan change to bring the property into the 1990 Urban Service

. Area subject to the Planner's report of February 2, 1987,
Engineer's report of January 29, 1987, the EAW, recommendations
of .the Park and Recreation Committee and City Staff.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing for the consideration of the preliminary plat
of Parkview Estates was opened.
It was attested that the legal notices were published and mailed.
Alan gave a detailed review of the plat which is a 93.95 acre
residential subdivision with 10 acre lots. He recommended
approval subject to the Engineer's review.
Jim Robinette stated that the Natural Resources Committee has
reviewed this plat and feel it is best not to put in sewer and.
water. He also stated that erosion control plans would be a part
of the development contract for each lot.
Darrell Gonyea, the developer discussed brief ly the reasons for
the ten acre lots.
Comments from the public included concern about the cutting of
trees along the lake and the use of fertilizers and chemicals
• near the lake.
Comments were made by various commission members that they felt
this was a wise use of this particular land.
87.29 Motion was made by Sizer, seconded by Walters to close the public
hearing.
Roll call was taken on the motion. Ayes: Unanimous.
87.30 Motion was made by Sizer, seconded by Langhorst, to recommend
approval of the preliminary plat of Parkview Estates subject to
the Planner's report of February 17, 1987 and staff
recommendations.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing for Dodd Pointe Fourth Addition for rezoning,
conditional use permit for fuel and final plat was continued from
the February 5, 1987 meeting.
This hearing had been continued pending a meeting with the
developer and the County Highway Department concerning Dodd Road.
Jim Robinette discussed this issue and stated that it was decided
a solution could be worked out with the property owners of the
lots in question when they apply for building permits.

• Alan Brixius gave a review of the plans and recommended approval
subject to the recommendations of the Planner's report of January
29, 1987.
Concerns were expressed by commission members over the ref use
containers and the loading area. This was addressed by Jim Hill,
and Jim Shelton of P.D.Q.
87.31 Motion was made by MacGibbon, seconded by Whittingham, to close
the public hearing.
Roll call was taken on the motion. .Ayes: Unanimous.
87.32 Motion was made by MacGibbon, seconded by Langhorst, to recommend
approval of the final plat, rezoning and Conditional Use Permit
for Dodd Point Fourth Addition, subject to the Planner's report
of January 29, 1987 excluding recommendations #4 and 4t6 and
subject to any other recommendations by City Staff.
Roll call was taken on the motion. Ayes: Unanimous.
Discussion was held concerning the consideration of North Creek
Mobile Home Park, Phase II, development plan. Ken Grund gave a
review of the improvements made in Phase I and discussed future
plans.
i Whittingham stated that she had visited the park recently and
noted many improvements
Discussion was held on various concerns of the commission
members. Mr. Grund and Alan Brixius responded.
87.33 Motion was made by Langhorst, seconded by Miller, to recommend
approval of Phase II development plan for North Creek Mobile Home
Park subject to conditions in Planner's report of February 12,
1987, using landscape plan B.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing was opened to consider the application of the
City of Lakeville for a comprehensive plan change to bring the
land in Planning District ~{'7 into the year 2000 Urban Service
Area.
Alan Brixius reviewed the proposed change and discussion was
held. Many commission members felt this was a premature request.
87.34 Motion was made by Sizer, seconded by Langhorst, to close the
public hearing.
• Roll call was taken on the motion. Ayes: Unanimous.
Dianne MacGibbon left the meeting at (9:20 p.m.).

87.35 Motion was made by Sizer, seconded by Langhorst, that
recommendation be made to the City Council that Planning District
7 should not be brought into the year 2000 Urban Service Area as
the commission feels it is premature.
Roll call was taken on the motion. Ayes: Unanimous.
87.36 Motion was made by Sizer, seconded by Whittingham, to adjourn the
meeting.
Voice vote was taken on the motion. The meeting adjourned at
10:15 p.m.
