HomeMy WebLinkAbout04-19-10CITY OF LAKEVILLE COUNCIL MEETING MINUTES APRIL 19, 2010 Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of allegiance to the flag was given. Present: Mayor Holly Dahl Council Member Kerrin Swecker Council Member Kevin Miller Council Member Mark Bellows Absent: Council Member Laurie Rieb Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief Keith Nelson, City Engineer David Olson, CED Director Dennis Feller, Finance Director Steve Michaud, Parks & Recreation Director Charlene Friedges, City Clerk Mr. Mielke provided additional information for Item 6h and Item 7. Presentations /Introductions Jon Ridge, Executive Director of the Minnesota Council of Hostelling International, provided an overview of this year's Ironman Bike Ride, which will be held on Sunday, April 25. The ride will, again, start and finish at Lakeville North High School. Lakeville Rotary representative Dan Forrest provided an overview of this year's Taste of Lakeville event, which will be held on Thursday, May 13, at the Lakeville Area Arts Center. Mr. Michaud requested the City Council proclaim April 24 Arbor Day in the City of Lakeville. The Arbor Day observance and distribution of pre - ordered trees will take place at the Central Maintenance Facility. Council Member Swecker read the proclamation. Steve Michaud presented the Parks & Recreation Department's March monthly report. Chief Vonhof presented the March Police Department monthly report. Claims for payment. b. Minutes of the April 5, 2010 City Council meeting. C. Resolution No. 10 -32 establishing a new polling place for Precinct No. 14. d. One -year preliminary plat extension for Autumn Meadows. e. One -year preliminary plat extension for Crescent Ridge 2nd Addition. f. Instructor agreements with the following independent contractors for recreation programs: • Kris Jedda /10,000 Wakes • John Elasky /Boulder Pointe • Sheryl Maize /Crystal Lake Golf Course • Randy Otten /Dryland Hockey, Inc. • Peter Schrock /Family Swim School • Ann Graney Hoffman /Golden Ridge Stables, Inc. • Brett Martinson /Heritage Links Golf Course • Sandy Lynch /Lynch Athletic Camps • Terry Schar /South Forty Archers • Dan McHugh /Sports Unlimited • Mark Reamer /Umpire Coordinator • Chet Gunhus /Youth Enrichment g. Joint Powers Agreement with Dakota County for household hazardous waste collection. h. Renewal of tree work licenses for Lawrence Tree & Stump Services and Asplundh Tree Expert Company. i. Resolution No. 10 -33 receiving bids and awarding contract for miscellaneous roadway repairs and overlays, Improvement Project 10 -01. k. Tree work license for Williams Tree Service. Roll call was taken on the motion. Ayes, unanimous. Item 7 - Certification of Delinquent Utility Accounts Mayor Dahl opened the public hearing on the certification of delinquent utility accounts. The City Clerk attested to legal notice publication. Finance Director Dennis Feller stated that 731 accounts are proposed to be certified for collection with 2011 taxes. In addition to certifying the amount delinquent, the City also collects a $35 service charge per account to cover administrative costs and 18% interest. The total amount proposed to be assessed is $205,216.65. There were no questions or comments from the audience. 10.22 Motion was made by Miller, seconded by Swecker to close the public hearing on the certification of delinquent utility accounts. Voice vote was taken on the motion. Ayes, unanimous. 10.23 Motion was made by Swecker, seconded by Bellows to approve Resolution No. 10 -34 certifying unpaid water, sanitary sewer, storm sewer and street lighting charges to the County Treasurer /Auditor to be collected with other taxes on said property. Roll call was taken on the motion. Ayes, unanimous.
