PLANNING COMMISSION MEETING MINUTES
April 16, 1987
Dennis Miller, Chairman called the meeting to order at 7:00 p.m.
in the. Lakeville City Council Chambers.
Roll call of members was taken. Present:. Langhorst, MacGbbon,
Miller, Sizer, Whittingham, Walters. Absent: Klamm
.Also in attendance was Alan Brixius, City Planner; Roger
Knutson, City Attorney; Daryl Zuelke, City Engineer; Jim
Robinette, Community Development Director; Mira Holliday,
Recording Secretary.
87.58 Motion was made by Sizer, seconded by Walters to approve the
minutes of the April 2, 1987 Planning Commission meeting.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing for the preliminary plat of the Cottages of
Lakeville was opened. The attorney attested that all legal
notices: had been duly published and mailed.
87.59 Motion was made by Sizer, seconded by Langhorst, to table the
public hearing on Cottages of Lakeville pending further
documentation from the developer.
Roll call was taken on the motion. Ayes: Unanimous.
87.60 Motion was made by Sizer, seconded by MacGibbon to table the
review and approval of a tax increment plan for a commercial
building at 208th St. and Holyoke pending further information
and attendance of the City Administrator.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing for consideration. of a conditional use permit
for Independent School District ~~194 was continued. This.
hearing was continued from the April 2, 1987 meeting due to-lack
of sufficient site plans from the applicant. All plans had been
submitted and Alan Brixius gave a review. He recommended
approval subject to recommendations in the Planner's. report of
April 8, 1987.. Daryl Zuelke gave a review of grading plans and
answered questions concerning drainage. Bill Snyder, architect
for the school district stated he was in agreement with both the
Planner's and Engineer's reports. There was no public comment..

public hearing.

.approval of a conditional use permit for Independent. School
District ~~194 subject. to the Planner's xeport of .April 8, 1987
and other staff recommendations.
Roll call was taken on the. motion. .Ayes: Unanimous.
The public hearing for consideration of the preliminary and
final plat of Bracketts Estates. was opened; The attorney
attested that all legal notices had been duly published and
mailed.
Alan Brixius gave a review of the preliminary and final plat.
He recommended approval subject to recommendations outlined in
the Planner's report of April 16, 1987.
..Ben Meladandri and John Ruggieri of Bracketts were present and
stated they agreed to recommendations by staff.
Whitey Whitehouse expressed concern over. road service in the
area. He felt it was not adequate for emergency vehicles. A
discussion was held concerning this matter. Mr. Meladandri gave
a brief history of the area and roads. City staff: members..
further explained plans and expressed that both the Police Chief
and the Fire Marshal felt the area could be adequately
serviced.
Mr. Ruggieri gave a review of the final plan.
87.62 Motion was made by MacGibbon, seconded by Whittingham, to close
the public hearing.
Roll call was taken on the motion. Ayes: .Unanimous.
87.63 Motion ,was made by MacGibbon, seconded. by Whittingham, to
recommend approval of the preliminary and final plat. of Brack-
eats Estates and aminor comprehensive plan. amendment to be
included in the: 1990 Urban Service Area, subject to staff
recommendationsand the Planner's report of April 16;.1987.
Roll call was taken on the motion. Ayes:
Robert Klamm arrived at 8:15 pm.
Consideration of the .final plat of Bluebill Bay Estates
(formerly Logarto Third).was discussed.. Alan Brixius gave a
review and recommended approval subject to recommendations in
the Planner's report of April 13, 1987. Larry Frank of Mertor
Development gave s brief review of landscaping.

87.64. Motion was made by Whittingham, seconded by Walters, to
recommend approval of the final plat of Bluebill Bay Estates
subject to comments of City staff, City Engineer, City Planner,
and City Attorney.
Roll call was taken on the motion. Ayes: Unanimous.
Consideration of the f anal plat of Foxborough Third Addition was
discussed. Alan. Brixiusgave a review of the plans and stated
that they were consistent with the preliminary plat and in
conformance with subdivision standards. He recommended
approval.
87.65 Motion was made by MacGibbon, seconded by Langhorst, to
recommend approval of the final plat of Foxborough Third
Addition subject to staff recommendations...
Roll call was taken on the motion. Ayes: Unanimous..
Consideration of the final plat of Chapel Hill was discussed.
Alan Brixius gave a review and recommended approval subject to
recommendations in the Planner's report of April 14, 1987.
$7.66 Motion was made by Walters, seconded by Langhorst, to recommend
approval of the final plat of Chapel Hill contingent on, the
• E.A.W. report and Planner's report of 4/16/87,
Roll call was taken on the motion. Ayes: Unanimous.
The application by Michael Thurston for consideration of a 6-
foot side yard set back variance. was withdrawn by the applicant.
The public hearing..f or consideration of a variancefor
cul-de-sac length, a zoning change and ,final plat approval for
Park Ridge Estates was opened. The at orney attested that all
legal notices had been .duly published and mailed.
Alan Brixius reviewed the plans and discussed the variance,
zoning change and final plat. He recommend approval. There was
no public comment.
87..67 Motion was made by Langhorst, seconded by MacGibbon, to close
the public hearing.
.Roll call was called on the motion. Ayes: Unanimous.
87.68 Motion was made by MacGibbon, seconded by Sizer, to recommend
approval of a variance..for cul-de-sac length, a zoningchange
from R-7 to R-L and final plat for Park Ridge Estates, subject
to recommendations of City staff.
Ro11 call was taken on the motion. Ayes: Unanimous.

was opened. The attorney attested that all legal notices had
been duly published and mailed. Alan Brixius gave a review of
the plat and recommended approval subject to recommendations in
the Planner's report of 4/13/87. Jim Ostenson of Trammel Crow. ;
Company gave a brief background of the company and their plans.
He stated that he was in agreement with the staff report with
the exception of the, 80 foot right of way for collector roads.
Rick Sather, consulting engineer for Trammel Crow further
discussed their position on this-issue. A lengthy discussion
was held over the issue of road size with several citizen
comments. Daryl Zuelke addressed questions concerning drainage
and stated that he EAW had been accomplished and authorized by
the City Council.
87.69 Motion was made by MacGibbon, seconded by Whittingham, to
continue the public hearing pending further inf ormation on the
streetissue.
.Roll call was taken on the motion. Ayes: MacGibbon, Miller,
Sizer, Whittingham, Walters. Nays: Langhorst, Klamm.
The reason for the nays by Langhorst and Klamm were; they felt
enough inf ormation had been provided and any further research
• would only be .opinions.
The public hearing for the preliminary plat of Walnut Ridge was
opened. .The attorney attested that all legal notices had been
duly published and. mailed.
Alan Brixius gave a review of the plat and recommended approval
of Phase I, contingent on the Planner's report of April 13,
1987.
.Daryl Zuelke reviewed the grading and utilities plan. Frank
Kriz of Land Surveyors, Inc. gave a review of Phase I and
answered various questions from the public and from the
commission members.
87.70 Motion was made by MacGibbon, seconded by Langhorst to close the
public hearing on Walnut Ridge.
Roll call was taken on the motion. Ayes: Unanimous.
87.71 Motion was made by Langhorst, seconded by Klamm to recommend
approval of Phase I of the preliminary plat of Walnut Ridge
subject to recommendations of .the Soil and Water Conservation
District and subject to the Planner's report of April 13, 1987
as it pertains to Phase I.
• Roll call was taken on the motion. Ayes: Unanimous.

87.72 Motion was made by Sizer, seconded by Klamm to close the public
hearing for Schmitty & Sons continued from the April 2, 1987
meeting due to the application being withdrawn.
87.73 Motion was made by Sizer, seconded by Walters, .directing that a
public hearing be held on the zoning ordinance text. amendment
and comprehensive plan amendment which addresses elimination.: of
the Interstate Corridor District.
Roll call was taken on the motion. Ayes: Unanimous.
Robert Klamm stated that he would be resigning from the Planning
Commission. effective when- a replacement could; be found.
87.74 Motion was made by Sizer, seconded by Langhorst, to adjourn the
meeting'.
Voice vote was taken on the motion.
