HomeMy WebLinkAbout05-07-87 Lakeville, Minnesota PLANNING COMMISSION MEETING MINUTES May 7, 1987 ..Dennis Miller, Chairman called the meeting to order at 7:00 p.m. in the Lakeville City Council Chambers. Roll call of members was taken. Present: Klamm, Langhorst, Miller, Whittngham, Walters. Absent: MacGibbon, Sizer. Also im attendance was David Licht, City Planner, Elliott Knetsch, City Attorney; Jim Robinette, Community Development Director, Mira Holliday, Recording Secretary. .87..89 Motion was made by Walters, seconded by Langhorst, to approve the minutes of the April 30, 1987 Planning Commission meeting. Roll call was taken on the motion. Ayes: Unanimous. The public hearing for the application of the City of Lakeville for a Zoning Ordinance ext amendment addressing the Interstate Corridor District Zoning elimination and a Comprehensive Plan Amendment pertaining to Planning District 2 was opened. The City Attorney attested that all legal notices had been duly pub- lished. David Licht gave a review of the analysis conducted per direc- Live of the City Council. He provided to Planning Commission members a revision to the table on page .two of the Planning Report of May 4, 1987. He recommended, based upon the findings of the report of Mayo, 1987 that the City move to amend the .present Zoning Ordinance text and map with the elimination of the Interstate Corridor District Zone. Dennis Coyne, representing Sage Development Co. was present and stated his opposition to the elimination of the Interstate Corridor District. He stated that Sage Development Co. had plans for their property in this area and felt they were being "held hostage" by the moratorium. He requested that the Planning Commission authorize the staff to consider their application. He also felt he had not received notice of the hearing in a timely manner. The City Attorney stated the letter sent was a "courtesy letter" and not legally required. The notice of the hearing had been duly published. There were no other persons present wishing to speak on the .proposed text amendment. 87.90 Motion was made by Whittingham, seconded by Walters, to close the .public hearing. Roll call was taken on the motion. Ayes: Unanimous . ~ PLANNING COMMISSION MEETING MINUTES May 7, 1987 David Zicht discussed the. comprehensive plan amendment. pertain- ing to Planning District 2. He recommended. approval subject to" the Planner's report of May 5, 1987. The public hearing was reopened for public comment. Mr. Coyne stated that he opposed this change for. the same reason as stated for the ICD issue. Bob Wornes of Sage Development Co. stated that the application they wished to submit was for an upgraded development in comparison to the original development. There were no other persons present wishing to speak on the proposed amendment. 87.91 Motion was made by Langhorst, seconded by Walters, to close the public hearing. Roll call was taken. on the motion. Ayes: Unanimous. 87..92 Motion was made by Langhorst, seconded by Klamm, to .recommend elimination of the Interstate Corridor District Zoning subject to the Planner's report (and the revision to Table 4) of-May 4, 1987 and a. comprehensive plan amendment pertaining to Planning District 2 subject to the Planner's report of May 5. Roll call was taken on the-motion. Ayes: Unanimous. The. public hearing for consideration of .the application of the Crystal Lake Company for rezoning of land from R-7 and B-2 to B-2 and B-4 was opened. The attorney attested. that all legal notices had been duly published and mailed. David Licht gave an explanation of the request .and recommended approval subject to the Planner's report of April 30, 1987. Discussion was held among Commission members. Walters and Langhorst expressed concern over the area. to be zoned B-4. Richard Winkler of Crystal Lake Company addressed this issue by stating the most likely use would be a gas station. David Licht. explained that this would require a conditional use permit. 87.93 Motion was made by Whittingham, seconded by Langhorst, to dose the public hearing. ,.Roll call was taken on the motion. Ayes: Unanimous. 8.7.94 Motion was made by Whittingham, seconded by Langhorst, to recommend approval o£ the rezoning of land illustrated on Attachment B of the April 30, 1987 Planner's report from R-7 and- B-2 to B-2 and B-4 subject to the recommendations in the report of April 30, 1987 and other staff comments. Roll call was taken on the motion. The City Attorney attested that legal .notices had been duly: published and mailed David Licht gave a review of the project and recommended approval subject to recommendations in the Planner's report of • May 4, 1987. Jim Robinette gave background information and Bill Dolan of National Electric, Inc. reviewed the proposal and site plan. He also answered. questions of the Commission members and public. Several employees of Merillat Industries were present and expressed concern over safety, fire potential and traffic congestion. in the area due to the closeness of driveways and the number of employees that-could possibly be getting off at the same time.. An extensive discussion was held, with. staff members of National Electric, Inc. explaining their plans for the number of employees, working hours, fire procedures: and. safety regulations. 8T.95 Motion was made by Langhorst, seconded by Walters, to close the public hearing. Roll call was taken on .the motion. Ayes: Unanimous. 87.96 Motion was .made by Walters,... seconded by Klamm, to recommend .approval of the conditional use permit for National Electric, Inc. for waste storage subject to the review of the Natural Resources Committee, the Planner's report of May 4, 1987 and any recommendations of City staff. Roll call was taken. on the motion. Ayes: Unanimous. The consideration of the final plat of Meadows 6th Addition was discussed. David Licht gave a review of the plat and recommended approval subject to the Planner's report. of April 29, 1987. 87.97. Motion was made by Langhorst, seconded by Whittingham, to recommend approval of the. final plat of Meadows Sixth Addition subject to the Planner's report of April 29, 1987. Roll call was taken on .the motion. Ayes:. Unanimous. The consideration of the final plat of Woodridge Estates 4th Addition was discussed. David Licht gave a review of the plat and .recommended approval subject to the Planner's report of April 30, 1987. • 3 PLANNING COMMISSION MEETING MINUTES .May 7, 198T 87.98 Motion was made by Klamm, seconded by Langhorst, to recommend approval of the final plat of Woodridge Estates 4th Addition subject to the Planner's report of .April 30, 1987. Roll call was taken on the motion. Ayes: Unanimous. 87.99 Motion was made by Langhorst, seconded by Walters, to continue .the public hearing on Cottages of Lakeville pending further information and attendance of the. developer. • Rolf call. was taken on the motion. Ayes: Langhorst, Miller, Whittingham, Walters. Nays: Klamm The reason for the nay by Klamm was that he felt the developer had had enough time. Chairman Miller asked that the minutes reflect the Planning Commission's appreciation to Robert Klamm for his service to the .City. He was extended best wishes. 87.100 Motion was made by Langhorst, seconded by Klamm, to adjourn the. meeting. Voice vote was taken on the motion.
