HomeMy WebLinkAbout05-21-87 Lakeville, Minnesota .PLANNING COMMISSION MEETING MINUTES May 21, 1987 Dennis- Miller,' Chairman called the meeting to order at 7:00 p.m. in the. Lakeville. City Council Chambers. Roll call of members was taken. Present: Whitehouse, Langhorst, MacGibbon, Sizer, Miller, Whittingham, Walters. Also in attendance was Alan Brixius, City Planner, Roger Knutson, City .Attorney, Jim Robinette,. Community Development .Director, Mira Holliday, Recording Secretary. 87.101 Motion was made by Walters, seconded by Langhorst, to approve the minutes of the May 7, 1987 Planning Commission meeting. Roll call was taken on the motion. Ayes: Whitehouse, Langhorst, Miller, Whittingham, Walters. Abstain: MacGibbon, Sizer. The consideration of a concept plan by Stewart Properties was discussed. Alan Brixius gave a detailed review of the plans and stated it was in accordance with plans of the City for the area which is east of Highway 35 between 185th Street and 205 Street or County Road 64. The developer proposes a business park, specialty shops, "superstore" facilities, apartment buildings, office buildings, retail mall, and approximately 325 single family homes. William and Becky Stewart and Harry S. Johnson were present to answer questions by the Commission. After discussion of the proposal the Commission members stated they felt it was well planned and a very good. concept for .the area. The public hearing for the consideration of the vacation of easements in the Foxborough 2nd Addition was opened. .The City Attorney attested that ali legal notices had been duly published and mailed. Alan Brixius gave a review of the plat and recommended that the easements be vacated. 87.102 Motion was made by Sizer, seconded by Walters, to close the public hearing. Ro11 call was taken on the motion. Ayes: Unanimous. 87.103 Motion was made by Sizer, seconded by Langhorst to recommend that the easements in the Foxborough 2nd Addition be vacated. Roll call was taken on `the motion. Ayes: Unanimous. PLANNING COMMISSION-MEETING MINUTES MAY 21, 1987 The public hearing to consider the preliminary plat. of Cherryview was opened. The City Attorney attested that all legal notices had: been duly published and mailed. Alan Brixius gave a review of the plat which is 142 single family lots and recommended approval subject to the Planner's report o£ May 13, 1987. Warren Israelson, the developer was present and pointed out changes made since his review with he City Engineer. Jim Robinette stated that an, EAW would be conducted. 87.104 Motion was made by Langhorst, seconded by Whittingham, to close the public hearing. Roll .call was taken on the motion. Ayes: Unanimous. 87.105 Motionwas made by Langhorst,.seconded by MacGibbon, to recommend approval of the Cherryview plat subject to the Planner's report of May 13, 1987, the drawing of 5/21/87, rezoning, the EAW, Park and Recreation Committee comments and recommendations of other City staff. Roll call was taken on the motion. Ayes: Unanimous. • The public hearing to consider the application of the City of Lakeville for an ordinance .amending Ordinance No. 167 to require a 10 foot side .yard setback instead of a 20 foot side yard, setback in the Shoreland Overlay District was opened.- The City Attorney attested that all legal..notices had been duly published. Alan Brixius gave a review and referenced the Planner's report of 8/18/86. He recommended approval subject to the same report. 87.106 Motion was made by MacGibbon, seconded by Walters, to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 87.107 Motion .was made by Whittingham, seconded by Whitehouse. to recommend approval of an ordinance amending Ordinance No. 167 to require a 10 foot side yard setback instead of a 20 foot side yard setback in the Shoreland Overlay District ubject to the Planner's report of 8/1$/86. Roll call was taken on the motion. Ayes: Unanimous. _2 .PLANNING COMMISSION MEETING MINUTES.: MAY 21, 1987 • The final plat of Rolling Oaks 7th and 8th Additions was discussed. Alan gave a review and stated that this should go before the Park and Recreation Committee for review. He recommended approval subject to the utility easement on Lot 5, comments of the Dakota County..:Soil and .Water Conservation District, the_City Engineer and other City staff. The developer was: not present to answer questions. Jim Robinet a recommended that this matter be tabled subject to the developer adhering to recommendations of the Planner. Pat Harvey of the City Council supported this recommendation. 87.108 Motion was made by Sizer, seconded-by Langhorst to table further action on the Rolling Oaks 7th-and 8th Additions pending the presence of the developer to answer questions. Roll call was-taken on the motion.. Ayes: Unanimous. The final plat of Walnut Ridge was discussed.. Alan Brixius gave a review and recommended approval subject to the Planner's report of 5/19/87 and comments of the Park and Recreation Committee: Frank Kriz and Norm Poquette, developer were present to answer questions. Jim Robinette stated that an EAW had been completed and acted on by the City Council. and the Natural Resources recommended approval on 5/19/87.- $7.109 Motion was made by MacGibbon, seconded by Langhorst, to recommend approval of the final plat of Walnut Ridge subject to the Planner's report of 5/19/87 and. any. other staff recommendations. Roll call was taken on the motion. Ayes:. Unanimous. 87.110 Motion was made by MacGibbon,.seconded by Langhorst., to adjourn the 'meeting.. Voice vote was taken on the motion.
