HomeMy WebLinkAbout02-20-86 w" Lakeville, Minnesota PLANNING COMMISSION MEETING MINUTES February 20, 1986 7:00 p.m. The meeting was called to order by Chairman Miller at 7:00 p.m. Roll call of members was taken. Present: Cammack, Miller, Walters, Whittingham, MacGibbon. Absent: Langhorst, Sizer 86.18 Motion was made and seconded to approve the minutes of the February 6, 1986 planning commission meeting. Roll call was taken on the motion. Ayes: Unanimous Chairman Miller opened discussion of a pre-application review of a possible manufactured housing rental project in the vicinity of Cedar. Avenue and Highway 50. City Planner Dave Licht gave an overview of the planning process that would have to be followed in processing a formal application. The property in question is not included in the city year 2000 urban service area. Therefore., a formal comprehensive plan. change would have to be processed. That procedure would take approximately 90 days for formal Metropolitan Council review and be subject to their approval authority. A rezoning from R-2 to R-MH would. also be necessary. Mr. Wuornos gave his presentation. He pointed out this proposal is not a mobile home park, but a manufactured housing development that-zoning wise-had to be accommodated under the R-MH designation. He referred to a visual aid showing a topographic and soil analysis. The ,proposed manufactured housing will be .slab on grade and there are no soil limitations that would cause problems for that. A site. analysis visual aid was presented that addressed noise, prevailing winds, drainage and slope characteristics. The proposal consists of 462 lots, 2 shelter. buildings, b tot lots, 2 larger recreation areas and pedestrian paths linking all areas. The total project coversl57 acres. The density was approximately 3.5 units per acre. The total plan was conceptually shown on a visual aid. Lot sizes are proposed at 70 x 100 feet and 18% of the site is denoted to recreational use. Buffering with mounding and/or landscaping would be provided on all sides. The path system would provide eventual access to Aronson Park. .All streets are proposed to normal city subdivision requirements of 60 foot right-of-way and 32 foot paved street. One collector. street would be 44 feet wide, as are all collectors in .other single family subdivisions. Garages were not shown on the concept. In response to questions, the following was offered: Two off-street, paved parking spaces would be provided per lot. Storage areas for recreational vehicles, boats, etc. would be fenced and buffered. Burning and landscaping could be accommodated on all borders. Complete landscaping plans would be provided, as required, if a formal application is filed. All units would be put on their slab foundations and permanently secured. The development would be proposed in three stages, approximately 1/3 each year for three years. The developer • r u Planning Commission Minutes February 20, 1986 would install all new units and would not permit owner owned units to be brought in by individuals. In this manner he could control quality. It was noted there was a 1.8 acre parcel currently with a house on it that was enveloped by this proposal. The owner indicated he previously had been told he would be bought out, but he had heard nothing. All units were expected to be over 1000 square feet. The normal city subdivision requirement is 960 square feet. Mr. Licht explained the city does have a responsibility to provide low cost housing. He expects that the current level of low-moderate income housing would be less than 10%. Commission member MacGibbon indicated for the record that she does not like the idea of rental units in manufactured housing and does not think it economically viable. She does not feel the housing type is best suitable for that purpose. Mr. Cammack feels there would be severe snow removal problems associated with rental units. Mr. Miller indicated that he agreed with Ms. MacGibbon and that he felt there was enough R-MH land already zoned in the city. Mr. Cammack indicated he felt upkeep would be a real problem with rental units. There were 14 citizens in attendance. Ms. Christiansen, Ms. Luedtke, and Mr. King from the school board were present. Ms. Christiansen indicated it was important that they be kept informed so the planning for students could be properly accomplished. The planner briefed the commission on the council decision relating to accessory apartments. Mr. Robinette indicated he was attempting to .identify more housing now being used. for that purpose and would be writing. letters to suspected violators, giving them until June to come into compliance before formal legal action is taken. 86.19 Motion was made by Cammack, seconded by Whittingham, to adjourn the meeting.
