HomeMy WebLinkAbout03-20-86 Lakeville, Minnesota PLANNING COMMISSION MEETING MINUTES March 20, 1986 7:00 p.m. Chairman Miller called the meeting to order at,-7:00 p.m. in the Lakeville City Council chambers. Roll call of members was taken. Present: Miller, Sizer, Walters, Whittingham. Absent: Langhorst, MacGibbon Also present: Roger Knutson, City Attorney; David Licht, City Planner; Jim Robinette, Community Development Director; ,Shirley Sorensen, Recording Secretary. Chairman Miller called for additions and corrections to the minutes of the March 6, 1986 planning commission meeting. 86.24 Motion was made by Whittingham, seconded by Sizer, to approve the minutes of the March 6, 1986 planning commission meeting. Roll call was taken on the motion. Ayes: Whittingham, Miller, Sizer. Abstain: Walters Chairman Miller called for the final plat approval presentation of Ridgeview Second Addition. The developer was not here yet, so he pro- ceeded with the next item on the agenda. Chairman Miller opened the public hearing to consider the application of Brackett's Associates, Inc. for subdivision, Planned Unit Development- Conditional Use Permit for cluster housing and rezoning from R-1, Low Density Single Family, to R-5, Single and Two-Family, Medium Density, on the Brackett's Golf Course property located north of the intersection of Judicial road and 185th Street. Mr. Knutson stated that the proper mailed and published notices have been given for this hearing.. Mr. John Ruggieri, retained by Brackett's Associates, stated this is a well thought out townhome development on the outskirts of the golf .course. The reviewed the requirements of the city and took the approach of three phase development. They feel that phase one, to be developed first, is the most marketable. Mr. Ruggieri went on to explain their sketch plan, the accesses, no through streets, access to clubhouse and drainage. Phase three could be townhomes or single family homes, they have not decided for sure. He said they do not want to dense pack the area., they prefer low density and only high quality structures. Eventually they hope for a through street connecting with Lake Villa Golf .Estates, for emergency use, etc. Mr. Ruggieri went on to say they do not want to hurt the land - they only want high quality development, preserving the landscape and following the contours of the land. , PLANNING COMMISSION MEETING MINUTES March 20, 1986 Mr. Steve Johnson, 12265 175th Street, feels we are attempting to discour- age a public thoroughfare through the development, from the clubhouse to 175th Street. He said it sounds like they don't want to have car traffic by the clubhouse but by the homeowners on the lake and .feels the road cannot handle this additional amount of traffic. Mr. Johnson went on to say that his major discomfort is the access on to 175th Street and that this is a nice area that should not have the zoning changed from R-1 to R-5. Mr. Licht explained what is being applied for here, the planned unit development .conditional use permit, and pointed out that there is some R-6 zoning abutting this proposed development. Mr. Ben Meledandri, one of the owners, stated that .the townhomes vary in size from 1400 to 1950 square feet, with costs ranging from $110,000 to $150,000 per unit - they want only first. class, high quality structures. Mr. Johnson feels that single family homes would be much better and classier for this area, He also feels he will eventually. be paying for upgrading 175th Street, building of additional schools, etc. Mr. Ruggieri said that 175th Street will get traffic from Phase 2 but when Phase 3 is developed that road will be the main access, out through Lake Villa Golf Estates. Mr. Dave Arens, 12335 175th Street, questioned, on Phase 2, the lay of the land that drains toward Orchard Lake. He said it is open and wooded now but when it is developed and lawns fertilized there will an adverse .affect on everyone on the lake. He said Orchard Lake has no algae .now and this development will ruin the environment of the lake. Mr. Ruggieri pointed out that a-~ development of the area will create some infiltration. The driving range where Phase 2 is .proposed is being fertilized now. He did say that this aspect will be reviewed. Mr. Robinette stated the environmental questions are being reviewed by the Natural Resources Committee. Ms. Barbara Bartelds, 18450 Judicial Road, asked about the need to upgrade 185th Street and how much she would have to pay for that. She was told she would pay nothing, as long as she has it in green acres, otherwise it would be assessed as in a residential area. She also asked about water and sewer, charges, etc. Mr. Licht said water and sewer would be paid for by the developer. Mr. Ralph Trabant, 17398 Judicial Road, asked if the sewer system along 175th Street would handle this amount of additional sewage, as he felt it was a fairly small pipe that was put in. He was told that Phase 1 could be handled by the present system and that another lift station would be constructed for Phase 2, going through the northeasterly portion of Phase 3, Brackett's Townhomes, or the .northwestern portion of Lake Villa Golf Estates, depending on who develops first. 2 , PLANNING COMMISSION MEETING MINUTES March 20, 1986 Mr. Trabant's major concern is the raising of taxes. He is not opposed to this project, as long as his taxes don't increase because of it. Mr. Robinette stated that the city is geared to meeting the needs of the citizens of Lakeville, whether it be fire and police protection or other public services. Mr. Licht. went over the planner's reports dated March 5th and March 11th and said the design of Brackett's Townhomes conforms to the ordinance requirements. He also stated the engineer's report dated March 12th approves this preliminary plat, subject to construction of another lift station and relief sewer for Phases 2 and 3, which would tie into the existing trunk main located in Lake Villa Golf Estates. Chairman Miller read a letter from Mr. Glenn Steigerwalt, 17450 Kodiak Avenue, saying he is in favor of this development. Let the minutes reflect receipt of this letter. Also attached is a list of neighboring residents in attendance at this meeting. Mr. Byron Watschke, Fortune Realty, asked about the number of units per acre in each phase and what the conditional use permit was for and Mr. Licht said for the clustering. He also asked about the total number of acres and was told 70. He feels this idea has a lot of merit. Mr. Ben Meledandri said they are not sure, but Phase 3 will probably • evolve into single family dwellings. Whatever it is will be quality development, keeping the density as low as they .can, to keep the environ- ment intact as much as possible. Their objective is to do everything in a first class manner and not have an adverse affect on the city in any way. He feels that up to between $800,000 and $1,000,000 could be generated in taxes when the entire 70 acres is developed. He also explained that the different phases will have access to the clubhouse by a private road. Discussion followed on parking spaces, time frame (7 years), demographic studies, club amenities, playground for kids (if needed), traffic, drainage, internal streets, card access to clubhouse for residents, and accesses to the development. Mr. Johnson was also concerned about access to the lake, from this proposed development. 86.25 Motion was made by Sizer, seconded by Walters, to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous 86.26 Motion was made by Sizer, seconded by Whittingham, to recommend to city council approval of the application of Brackett's Associates, Inc. for subdivision, planned unit development-conditional use permit for cluster housing and rezoning from R-1, Low Density Single Family, to R-5, Single and Two-Family, Medium Density, on the Brackett's Golf Course property located north of the intersection of Judicial Road and 185th Street, 3 ~ PLANNING COMMISSION MEETING MINUTES March 20, 1986 subject to the recommendations of the planner's reports dated March 5th and March 11th, engineer's report dated March 12th and any other staff recommendations. Roll call was taken on the motion. Ayes: Unanimous Chairman Miller called for the presentation of the Ridgeview Second Addition final plat. Mr. Steve Grohoski, Consumers Realty, explained that the second and third additions were now combined into the second addition and that all the recommendations in the planner's report dated March 11th and engineer's report dated March 13th have been addressed in a new drawing, which was posted for commission members. Mr. Grohoski pointed out and went over all these changes. He also said he had talked to the city administrator about ordering a project to get the sidewalk all along 175th Street completed. 86.27 Motion was made by Miller, seconded by Whittingham, to recommend to city council approval of the final plat of Ridgeview Second Addition, subject to recommendations in the planner's report of March 11th, the engineer's report of March 13th, and any other staff recommendations. Roll call was taken on the motion. Ayes: Unanimous Chairman Miller called for discussion of the Lakeville Comprehensive Plan - Development Framework/Policy Plan update and Mr. Robinette explained the area that is included in this updating and the reason for same. 86.28 Motion was made by Sizer, seconded by Whittingham, to adjourn the meeting.
