PLANNING COMMISSION MEETING MINUTES
October 16, 1986
7:00 p.m.
Dennis Miller, Chairman, called the meeting to order at 7:00
p.m. in the Lakeville City Council Chambers.
.Roll call of members was taken. Present: Klamm, MacGibbon,
Miller, Walters, Whittingham. Absent: Langhorst, Sizer
Also present: Cecilia Ray, City Attorney; Alan Brixius, City
Planner; Jim Robinette, Community Development Director.
86.121 Motion was made by Walters, seconded by MacGibbon, to approve
the minutes of the October 2, 1986 Planning Commission Meeting.
Roll call was. taken ont he motion. Ayes: Klamm, MacGibbon,
Miller, Walters. Abstain: Whittingham.
The public hearing on a conditional use permit to build an
indoor golf center (Second Season Golf Facility) was continued
from October 2. The attorney stated that proper mailed and
published legal notices were accomplished for this hearing.
• The hearing had been continued pending final landscaping plans
from the developer. Alan Brixius reviewed the revised plan,
discussing landscape .screening. There will be evergreens planted
on the western side of the dome at 1000 feet elevation. The
surrounding homes would be looking over the trees onto the dome.
Mr. Wunderlich stated that he had met with residents concerning
the landscaping and the possibility of relocating trees to a
higher elevation was discussed and he stated they were willing
to work with each individual neighbor. He also stated he could
double his commitment of trees in an effort to further screen
the dome.
James Firm and Loren Anderson of Lower 167th Street stated they
would like to see the surrounding area left in it's natural
state. John Hord of Kenmore Drive stated there were several
older trees near his home and he would also like to see the area
left natural. Don Bergstrom of Lower 167th Street West brought
pictures he had taken from his back lot showing the natural
state of the area where the golf facility would be located.
Parking for the facility was discussed. There will be 87 spaces
and if need arises, more could be added to the south. There will
be a loading dock for delivery and garbage trucks on one side of
the building so as not to interf ere with the parking area.

86.122 Motion was made by Whittingham, seconded by Walters, to close
the public hearing.
Roll call was taken: Ayes: Unanimous.
86.123 Motion was made by MacGibbon, seconded by Whittingham to
recommend approval of a conditional use permit nd variance,
subject to staff reports with an additional .revised landscape
plan leaving the surrounding area in a natural state with 16 to
18 trees in the back exposing no more than 16 feet to 18 feet of
the dome.
Roll call was taken on the motion. Ayes: Unanimous.
A conditional use permit for the Jack Young property in the
vicinity of 215th STreet and Kenrick Avenue to permit
construction of a second building ont he property was discussed.
Alan Brixius reviewed Mr. Young's plan for adding the second
building on the property for motor vehicle storage. The building
will be made of metal, being painted the same color as the
existing building. It will meet all city ordinances governing
building materials. He recommended approval subject to a more
specif is landscape plan. There were questions raised concerning
.the driveway and parking area being of a gravel surf ace. Mr.
Young stated that the road leading into his property is a gravel
surf ace also. Miller questioned the septic system. Young stated
it would be placed between the two buildings and would not
interf ere with the natural flow of water .
86.124 Motion was made by Klamm, seconded by Walters, to recommend
approval of the planned unit development, conditional use permit
per the planners recommendation subject to a landscaping plan.
Roll call was taken on the motion. Ayes: Klamm, Miller, Walters.
Nays: MacGibbon and Whittingham. Reason for nays being the lack
of a black top surface.
The public hearing was opened for the replat of Toro First
Addition in Airlake Industrial Park to add 3 acres.. The attorney
stated that proper mailed and published. legal notices were
accomplished for this hearing.
86.125. Motion was made by MacGibbon, seconded by Klamm to close the
public hearing.
Roll call was taken on the motion. Ayes: Unanimous.
The public hearing was opened to vacate drainage and utility
easements along the east property line of the Toro First
Addition plat. The attorney stated that proper mailed and
published legal notices were accomplished for the hearing. A
short discussion was held.

86.126 Motion was made by Klamm, seconded by Walters, to close the
hearing.
Roll call was taken on the motion. Ayes: Unanimous.
86.127 Motion was made by MacGibbon, seconded by Whittingham to
recommend approval of vacating drainage and utilities easements.

A preliminary review of an ordinance to control weeds on private
property and a discussion of the need of such an ordinance was
held.
Jim Robinette stated he receives many calls and complaints
regarding weeds growing on platted lots which have not been
built on. He suggested that the person who owns the property be
liable. The issue of practical enforcement was discussed.
Robinette explained that there is a list of all property owners,
which is updated frequently. Af ter notice is given, if the weeds
are not cut within a reasonable amount of time, the city will
have them cut and send the owner a bill. If the bill is not
paid, it could be added on to the owner's taxes. The maximum
length of the weeds, bef ore notice is sent to the owner, was
discussed and it was decided that 12 inches is reasonable.
86.128 Motion was made by MacGibbon, seconded by Whittingham to
recommend approval of a weed ordinance.
Roll call was taken on the motion. Ayes: Unanimous.
Discussion was held on a change of the city code as it relates
to garbage cans. The present code states garbage cans cannot be
kept in a garage.
Jim Robinette explained that he gets many complaints regarding
unsightly garbage and garbage containers. Revision of this
ordinance was discussed.
86.129 Motion was made by Whittingham, seconded by Walters, to table
this matter pending more information on the size requirement of
garbage containers.
Roll .call was taken on the motion. Ayes: Unanimous.

86.130 Motion was made by MacGibbon, seconded by Klamm, to adjourn the
meeting.
Voice vote was taken on the motion.
