Proposed Action
Staff recommends approval of the attached Resolution Approving Hans and Specifications for
construction of the Cedar Avenue Bus Rapid Transitway (BRT) Corridor, City Improvement Project
08 -12.
Overview
At its February 16, 2010 meeting, the City Council approved a Joint Powers Agreement with Dakota
County for the design, right - of - way acquisition, and construction of the Cedar Avenue BRT from 160
Street (CSAH 46) to 181 Street in Lakeville. As per the agreement, the City is to approve the plans
before the project can go out for bids. Dakota County has now completed the construction plans for
the project and is requesting City Council approval. Dakota County Staff updated the City Council on
the project and implementation plan at the July 26, 2010 Work Session.
Significant items related to this project include the following:
This project is proposed to be awarded in November, 2010, with construction starting in April, 2011
and continuing through 2012. The majority of construction in Lakeville will be completed in 2011. A
copy of the Plans are on file and available for review in the Engineering Department.
Primary Issues to Consider
Permanent change In access as noted above will affect certain property owners.

• Bus shoulder construction in Lakeville from Dodd Blvd to CSAH 46, along with
access modifications including a 3 /4 intersection at 162 "` and 167 Streets and right
in /right out only at Upper 167 Street.
• A new bike path on the east side of Cedar Avenue, from 179 Street to 181
Street.
• Removal of the traffic signal at Cedar and 162 Street and installation of signals at
Cedar and Griffon Trail /Upper 164 St. and at Glacier Way.
• An additional lane for southbound and northbound traffic from 153 Street to 162
Street and transition to a four -lane section south of 162" Street.
• Replacement of privacy fences and construction of retaining walls along Cedar
Avenue.
Financial impact: $458,000 Budgeted: Yes Source: 2013 MSA Funds

WHEREAS, the City of Lakeville and Dakota County entered into a Joint Powers
Agreement for the construction of the Cedar Avenue Bus Rapid Transitway (BRT), City
Improvement Project 08 -12; and
WHEREAS, Dakota County has prepared Plans and Specifications for the Cedar
Avenue BRT construction; and
WHEREAS, approval of the plans and specifications by the City of Lakeville is required
prior to advertisement for bids;
NOW, THEREFORE, LET IT BE RESOLVED by the City Council of the City of
Lakeville, Minnesota:

That the Plans and Specifications for the Cedar Avenue BRT, County Project 23-59 and
23 -70, City Improvement Project Improvement Project 08 -12, are hereby approved by
the City Council of the City of Lakeville, Minnesota.
