HomeMy WebLinkAbout09-20-10CITY OF LAKEVILLE COUNCIL MEETING MINUTES SEPTEMBER 20, 2010 Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of allegiance to the flag was given. Present: Mayor Holly Dahl Council Member Mark Bellows Council Member Kevin Miller Council Member Laurie Rieb Council Member Kerrin Swecker Also Present: Roger Knutson, City Attorney Steve Mielke, City Administrator Tom Vonhof, Police Chief Keith Nelson, City Engineer Dennis Feller, Finance Director David Olson, C.E.D. Director Steve Michaud, Parks & Recreation Director Charlene Friedges, City Clerk Additional Agenda Information - Mr. Mielke provided a revised development contract for Agenda Item 7. Presentations /Introductions Steve Michaud presented the August monthly report of the Parks & Recreation Department. Chief Vonhof presented the August Police Department monthly report. Citizens' Comments Jack Evans, 8459 - 173rd Street W., addressed the City Council regarding the 2011 -2012 budget. Matt Little, 16162 Fairgreen Avenue, addressed the City Council regarding the 2011 -2012 budget. Marc Bourdeaux, 20116 Homefire Way, addressed the City Council regarding the 2011 -2012 budget. CITY OF LAKEVILLE COUNCIL MEETING SEPTEMBER 20, 2010 PAGE 2 Mr. Mielke invited anyone who has questions about the budget to schedule a meeting with himself and the Finance Director. He stated the budget will be discussed at the next City Council work session. Consent Agenda 10. 59 Motion was made by Miller, seconded by Swecker to approve the consent agenda items as follows: a. Claims for payment. b. Minutes of the September 7, 2010 City Council meeting. C. Contract with Dakota County for Active Living Services. d. Performance agreements with Prairie Fire Theater and Sofie Reed for the Lakeville Area Arts Center. e. Tree work license for All State Crane, Inc. f. Cost -Share Application, Contract and Operations & Maintenance Plan with Dakota County Soil & Water Conservation District for installation of a stormwater bio- retention basin at King Park Miracle Field, Improvement Project 10 -08. g. Ordinance No. 870 amending Title 3, Chapter 6 of the Lakeville City Code, concerning the use of tobacco products. h. Resolution No. 10 -67 appointing election judges for the November 2, 2010 General Election. Roll call was taken on the motion. Ayes, unanimous. Item 7 - Quail Ridge Third Addition Mike Suel, representing DR Horton, requested City Council approval of the preliminary and final plat of Quail Ridge Third Addition. Associate Planner Allyn Kuennen presented the Quail Ridge 3rd Addition preliminary and final plat, located on the west side of Ipava Avenue, just south of the first and second additions of Quail Ridge. The preliminary plat CITY OF LAKEVILLE COUNCIL MEETING SEPTEMBER 20, 2010 PAGE 3 consists of 34 single family lots and one outlot divided into two phases and a final plat for 20 single family lots within the first phase. Mr. Kuennen explained that the development includes the continuation of Ironstone Way from Quail Ridge Second Addition through Quail Ridge Third Addition and connecting to Italy Avenue. This will provide an additional full access for the residents along Italy Avenue. In addition, City sanitary sewer and watermain will be extended to provide a future service connection point for Italy Avenue when it is upgraded in the future from a gravel road to an urban street. Mr. Kuennen presented a revised development contract, which includes revised construction cost estimates submitted by the developer's engineer. He stated the Planning Commission held a public hearing and unanimously recommended approval of the preliminary and final plat. 10.60 Motion was made by Swecker, seconded by Rieb to approve Resolution No. 10 -68 approving the preliminary and final plat of Quail Ridge Third Addition. Roll call was taken on the motion. Ayes, unanimous.
