HomeMy WebLinkAboutItem 06.oDate October 18, 2010 Proposed Action Item No. RECIEVE BIDS AND AWARD CONTRACT FOR SELF CONTAINED BREATHING APPARATUS (SCBA) Staff recommends adoption of the following motion: Move to accept bids from Metro Fire for Self Contained Breathing Apparatus (SCBA) and award contract in the amount of $383,174.81. Passage of this motion will result in allowing the Lakeville Fire Department (LFD) to purchase replacement Self Contained Breathing Apparatus for use in the department. Overview LFD started the budget process to replace our existing SCBA in 2007 in applying for FEMA Fire Grants. LFD continued to apply for the Fire Grants and also added money into the CIP budget starting in 2009 and 2010. Each year we have received a rejection in applying for the Fire Grants. Our current SCBA were purchased in December of 1999. They are 10 years old and are not in compliance with current NFPA standards. Safety is a primary concern with our current SCBA, in being able to assist not only our department but also our surrounding neighbors in the event of a trapped or downed firefighter. LFD formed a committee that began research at the start of 2010 for a replacement SCBA that will meet our need for the future. Requests for bids were sent out and one competitive bid was received on October 12, 2010. . Bidder Metro Fire (Ham Lake, MN) was reviewed for pricing and accuracy of specifications. Staff recommends the purchase of the SCBA from Metro Fire. Purchase of the SCBA will improve safety and operations of LFD members at emergency incidents in and around our communities. Council Report Page 2 Supporting Information • What was budgeted for this purchase? • SCBA were budgeted in 2009 for $150,000, 2010 for $275,000 and in 2011 for 518,282. The 3 years of budgeting in the CIP budget was in preparation if Fire Grant money was not received. 5443,282 was the total budget for replacement even though one bid was received it was favorable in the cost for replacement. The project will come in $60,107.19 under budget. • What are NFPA standards? • The NFPA, National Fire protection Agency, sets standards for design, safety and operation of SCBA. This is a recognized agency that most fire departments use to guide them with fire department operations. The standard used for SCBA is NFPA 1852, 1981, and 1982. • What is the impact if the SCBA are not replaced? • If the SCBA are not replaced we will continue to be behind in safety features of compliant SCBA, which in turn will put our firefighters at risk in hazardous situations, • In the past 3 years the cost to maintain our current SCBA has increased to a point where a number of the SCBA have become unserviceable and need to be replaced.
