HomeMy WebLinkAbout04-20-89 CITY OF LAKEVILLE PLANNING COMMISSION MEETING MINUTES APRIL 20, 1989 The meeting was called to order at 7:00 p.m. by Chairman Lang- horst in the Airlake Council Chambers. Roll call of members was taken. Present: Whitehouse, Langhorst, Walters, Steigerwalt. Absent: Miller, Sizer, Whittingham. Also present was Alan Brixius, Consulting City Planner, Elliott Knesch, City Attorney, Jim Robinette, Community Develop- ment Director, Daryl Morey, Assistant Community. Development Director and Mira Holliday, Recording Secretary. Langhorst stated that the recording of the roll call had failed to be included in motion 89.78 of the April 6, 1989 minutes. 89.82 Motion was made by Walters, seconded by Steigerwalt to approve the minutes of the April 6, 1989 Planning Commission meeting as amended. Roll call was taken on the motion. Ayes: Unanimous. 89.83 Motion was made by Steigerwalt, seconded by Whitehouse to approve the findings of fact for the application of Hotec/Sign Division for a variance to allow for the height of a freestanding sign from 50 feet to 70 feet in a B-4 zoning district. Roll call was taken on the motion. A es: Una y nimous. The public hearing to consider the application of Appro Develop- ment, Inc. for a conditional use permit for an additional truck loading dock was opened.. The City Attorney attested that all legal notices had been duly published and mailed. Daryl Morey gave a review of the application and plans recommending approval subject to six stipulations listed in his report of April 14, 1989. A discussion was held among Commission members. It was suggested that an additional stipulation be added which would be to combine Lots 7 and 8, Block 2, Airlake Industrial Park 2nd Addition. 89.84 Motion was made by Warren, seconded by Whitehouse to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 89.85 Motion was made by Walters, seconded by Steigerwalt to recommend approval of the application of Appro Development, Inc. for a conditional use permit for an additional truck loading dock subject to the Planner's report of April 14, 1989 with the addition of stipulation 4~7 which would be to combine Lots 7 and 8, Block 2, Airlake Industrial Park 2nd Addition. r. It was decided to move agenda item number 7 ahead of number 6 to allow time for the developer of North Creek Mobile Home Park to arrive. The public hearing to consider the application of the City of Lakeville for the vacation of an existing street located in the downtown business district west of Holyoke Avenue, for a part of Spruce Street now called 208th Street West was opened. The City Attorney attested that all legal notices had been duly published. Jim Robinette gave an explanation of the application stating that the old street right of way does not line up with newly platted streets. 89.86 Motion was made by Whitehouse, seconded by Walters to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 89.87 Motion was made by Whitehouse, seconded by Steigerwalt to recommend approval of the application of the City of Lakeville for the vacation of an existing street located in the downtown business district west of Holyoke Avenue, for a part of Spruce Street now called 208th Street West. Roll call was taken on the motion. Ayes: Unanimous. The public hearing to consider the application of North Creek Company for a conditional use permit for a mobile home park and a minor comprehensive plan amendment to bring the area into the 1990 Urban Service Area was opened. The City Attorney attested that all legal notices had been duly published and mailed.. The developer was not present but it was decided to continue with a discussion among the staff and Commission. Alan Brixius gave a review of the plans, discussing landscaping, storm shelters, the proposed development which would be adjacent to the mobile home park, the flood plain amendment, collector streets, street widths, and obligations of the developer to a prior development contract. 89.88 Motion was made by Whitehouse, seconded by Walters to continue the public hearing. Ro11 call was taken on the motion. Ayes: Unanimous. The public hearing to consider the application of the City of Lakeville for an ordinance amending Title 7, Chapter 4 of the City Code pertaining to excavations and mining was continued from a previous meeting. Jim Robinette reviewed the amendment stating that the Natural Resources Committee recommendations had been 2 ' a PLANNING COMMISSION MEETING MINUTES APRIL 20, 1989 incorporated and that the DNR had reviewed the ordinance and felt it was appropriate. He also stated that he recommended revisions that are listed in his memo to the Commission dated 4/14/89. 89.89 Motion was made by Walters, seconded by Whitehouse to close the public hearing. Roll call was taken on the motion. Ayes: Unanimous. 89.90 Motion was made by Steigerwalt, seconded by Walters to recommend approval of the application of the City of Lakeville for an ordinance amending Title 7, .Chapter 4 of the City Code pertaining to excavations and mining subject to the revisions as stated in Jim Robinette's memo to the Commission of 4/14/89. Roll call was taken on the motion. Ayes: Unanimous. Under other business, Langhorst gave a report which he received in the mail to Jim Robinette concerning a regional heliport. 89.91 Motion was made by Whitehouse, seconded by Walters to adjourn the meeting.
