HomeMy WebLinkAbout04-072 CITY OF LAKEVILLE RESOLUTION DATE April 19, 2004 RESOLUTION NO. 04-72 MOTION BY Bellows SECONDED BY Wulff A RESOLUTION ESTABLISHING A POLICY FOR THE PURPOSE OF ALLOWING SPONSORSHIP SIGNAGE IN CERTAIN ATHLETIC COMPLEXES OWNED AND MANAGED BY THE CITYAF LAKEVILLE WHEREAS, the City of .Lakeville has received several requests from Lakeville youth sport associations to allow installationof seasonal and temporary sponsorship banners; and WHEREAS, the intent of sponsorship banners is to raise funds for capital improvements to City park facilities utilized by Lakeville youth athletic associations; and WHEREAS, the City of Lakeville has successfully partnered with Lakeville youth. athletic associations to complete improvements to park facilities and continues to .support joint improvement efforts. NOW,. THEREFORE BE IT RESOLVED, by the City .Council of the City of Lakeville that the following policy of the City asset forth below shall be adopted: Sponsorship/Sianage Policy 1. The intent of the policy is to allow sponsorship signage in -major athletic complexes only,. unless otherwise approved by the Parks and Recreation Director. 2. The sponsorship signs shall meet all criteria as established bythe City as described in Exhibit A. 3. No political, religious, gaming ,alcohol, tobacco or sexually oriented signage will be allowed. 4. It is the intent of the policy proceeds from the program shall be used to improve Lakeville park facilities utilized by local youth athletic associations. Any proposed facility improvements must be recommended by the Parks and Recreation Director and approved by the Parks, Recreation and Natural Resources Committee and the Lakeville City Council 5. A special permit must be obtained through the City of Lakeville Parks and Recreation Department for temporary sponsorship signs associated with specific events and/or tournaments sponsored by Lakeville associations. 6. Youth sports associations will be required to enter into agreement with the City of Lakeville governing the provisions of sponsorship signs. Sponsorship signs must meet City sign. ordinance requirements. 2. No political, gaming, religious, alcohol, tobacco or sexually oriented signage allowed. 3. Signage will be placed on outfield fences parallel to the top rail of the fence. 4. Spacing:. 16-19 signs may be installed per field depending upon the field size. This represents spacing a sign every 10 feet and taking into consideration a safe zone behind the pitcher. 5. Size: Sponsorship banners would not exceed 5' x 8' in size. 6. Color: Colors on signs will be consistent and must be approved by the City. Colors should not interfere with play or be located directly behind the pitchers mound. Sign material shall be new mesh type nylon wind resistant material. Sign product must be approved by Parks and Recreation Director. 7. Sponsorship solicitation, promotion and management shall:be the sole responsibility of the association. 8. Sponsorship signs will be allowed seasonally April 1 through October 1 of each year. 9. Signs shall be maintained during the season and stored. during the off-season by the youth athletic association. 10. Any damage to park facilities. caused by the sign program shall be repaired and paid for by the youth association. 11. Sign sponsorship program is available to primary users of certain athletic complexesowned and operated by the City of Lakeville. 12. Contractual agreement between the youth association and sponsor must be approved by the City of Lakeville and clearly describe obligations of both parties to the agreement. 13. It is generally understood between the: City of Lakeville and youth association that sponsorships will be available for three-year periods renewable at the anniversary date. 14; Signs must be firmly attached to fence so to not become loose or to be blown. from the fence. 15. Upon receiving notice of a damaged sign, the association must make repairs within 48 hours. If repairs cannot be made within the 48 hour timeline, the signs should be removed. l
