RESOLUTION REJECTING BIDS FOR THE 2010 LIGHTING RETROFIT PROJECT
Proposed Action
Staff recommends adoption of the following motion: Move to reject bids for the 2010
lighting retrofit project.
Passage of this motion rejects bids received for the lighting retrofit project from Rapid
Electric, LLC, Fobbe Electric, Taylor Electric Co., LLC, and Vinco, Inc.
Overview
The lighting retrofit project is one of the five activities planned within the City as part of
the Energy Efficiency and Conservation Block Grant Program. It proposed to install
LED parking lot lighting at the CMF, WTF, and Fire Station 4 and interior truck shop
lighting and lighting controls at the WTF. These installations focused on saving energy
and reducing electrical costs for the City.
When proposed, the project was budgeted at $120,000 of combined federal and
non - federal leveraged funds; the leveraged funds coming entirely from lighting and
controls rebates. The engineer's estimate was $199,000 given the cost of the
technology.
As a result, the project was broken down into a base bid for the CMF parking lot and
WTF interior installations and two alternates for the parking lot lighting at Fire Station 4
and the WTF in an attempt to match project scope to available funds. Staff opened
bids on September 28, 2010 and all base bids exceeded the budgeted amount. After
evaluating the bids and funding options, staff recommends rejecting all of the bids for
this project.
Primary Issues to Consider
• Establishing a viable project. Staff is reviewing grant funding and the project's
structure to adjust scope to fit within the available funding. The objective is to re -bid
the project later this year

WHEREAS, notices to bidders for the acceptance of sealed bids for the
2010 lighting retrofit project were officially published on September 3, 2010, and
WHEREAS, sealed bids for the lighting retrofit project were opened at
1:00 p.m. on September 28, 2010, and
WHEREAS, the lowest responsible bidder for the base bid to install
parking lot lighting at the Central Maintenance Facility and interior lighting and
lighting controls at the Water Treatment Facility exceeded the budgeted amount
by $16,000.
NOW, THEREFORE, BE IT RESOLVED, that all bids for lighting retrofit
project are rejected.
APPROVED AND ADOPTED this 1 day of November 2010 by the City
Council of the City of Lakeville.

This activity retrofits existing parking lot lighting fixtures and wall packs that use metal halide lamps with light emitting diode (LED)
light packs. The purpose of these retrofits is first, to reduce energy consumption at Lakeville's Central Maintenance Facility and
Water Treatment Facility, second, to provide two locations to test the effectiveness of LEDs in outdoor lighting applications, and third,
to correct parking lot light fixture design deficiencies at the Central Maintenance Facility that has resulted in higher energy costs and
unexpected and continuing maintenance costs. The replacement of the metal halide lights with LEDs is expected to save $4,053 in
energy costs and 77,158 KWH per year.
