Mayor Dahl called the meeting to order at 7:00 p.m. Cub Scout Pack 1 1 1
presented the colors and led the flag pledge.

Presentations /Introductions
OCTOBER 18, 2010
Mr. Mielke introduced Video Producer Jim Schiffman, representing
Lakeville Government Television, which received several Emmy awards at
the Midwest Regional Emmy Award Ceremony. Mr. Schiffman re-
presented the Emmy Board of Governor's Award to Mary Ajax of 360
Communities /B. Robert Lewis House and Police Chief Vonhof in
recognition of government television programs which brought awareness
to domestic violence. The partnership between the B. Robert Lewis
House, Lakeville Police Department and Lakeville Government Television
spans more than 25 years.
Mr. Olson presented the proclamation for MN Manufacturer's Week to
Economic Development Commission members Bob Brantly and Jim
Emond. Council Member Rieb read the proclamation.

Chief Vonhof presented the September Police Department monthly
report.
Mr. Michaud presented the September monthly report of the Parks &
Recreation Department.
Chief Meyer presented the 3rd quarter report of the Lakeville Fire
Department.
Citizens' Comments None
Consent Agenda
Council Member Rieb stated she would abstain from voting on Item 6n
due to a conflict of interest.
10.67 Motion was made by Miller, seconded by Swecker to approve the
consent agenda items as follows:
a. Claims for payment.
b. Minutes of the October 4, 2010 City Council meeting and the
September 27, 2010 Council work session.
c. Resolution No. 10 -79 calling a public hearing on the imposition of a
service charge in Special Service District No. 1.
d. Resolution No. 10 -80 calling a public hearing to assess weed /grass
removal.
e. Resolution No. 10 -81 supporting the Dakota County 2011-2015
Capital Improvement Program.
f. Resolution No. 10 -82 calling a public hearing to assess costs of
securing a vacant building located at 16108 Fairgreen Avenue.
g.
Resolution No. 10 -83 authorizing the City of Lakeville to enter into a
grant agreement with the Dakota County Traffic Safety Group.

h. Resolution No. 10 -84 authorizing the Lakeville Police Department to
participate in a grant agreement with the Minnesota State Patrol -
Operation NightCAP.
Resolution No. 10 -85 authorizing the sale of forfeited vehicles.
Findings of Fact and conditional use permit to allow more than one
detached accessory building on a single - family residential lot
located at 12430 - 210th Street West.
k. Set a special Council meeting to be held on November 8th at 5:00
p.m. to canvas results of the November 2nd General Election.
Instructor agreements with Jill Otto and Kim Yolitz for the Lakeville
Area Arts Center.
m. Snow plowing contract with Aspen Ridge Lawn Maintenance, Inc.
for the 2010 -2012 winter seasons.
n. Temporary on -sale liquor license for 360 Communities for a
fundraising event at the Spirit of Brandtjen Farm on November 12,
2010.
o. Receive bids and award contract for Fire Department Self
Contained Breathing Apparatus (SCBA).
p. Liability Waiver and Indemnification Agreement with the cities of
Apple Valley and Eagan for use of the firearms training facility.
Roll call was taken on the motion. Ayes, unanimous. Rieb abstained from
voting on Item 6n.
Item 7 - Certification of Delinquent Utility Accounts
Mayor Dahl opened the public hearing on the certification of delinquent
utility accounts. The City Clerk attested to legal notices being duly
published and mailed.
Finance Director Dennis Feller stated that 721 accounts are proposed to
be certified for collection with 2011 taxes. In addition to certifying the
amount delinquent, the City also collects a $35 service charge per

account to cover administrative costs and 18% interest. The total amount
proposed to be assessed is $172,693.79.
There were no questions or comments.
10.68 Motion was made by Swecker, seconded by Rieb to close the public
hearing. Voice vote was taken on the motion. Ayes, unanimous.
10.69 Motion was made by Swecker, seconded by Rieb to approve Resolution
No. 10 -86 certifying unpaid water, sanitary sewer, storm sewer and street
lighting charges to the County Treasurer /Auditor to be collected with
other taxes on said property.
Roll call was taken on the motion. Ayes, unanimous.
